1.1 INVITATION TO TENDER


This Specification forms part of the ElectraNet Request for Tender (RFT) Documents issued for the
proposed construction of a transmission line in the vicinity of Location (LCM50 Project Schedule
Item 4). The Specification and the associated Drawings shall be read in conjunction with the RFT
Documents which include Tender Conditions, General and Special Conditions of Contract,
Environmental and Cultural Heritage Management Plans, property access requirements and other
documents supplied by ElectraNet, hereafter known as The Superintendent.

1.2 SCOPE OF WORKS


The scope of works covered by this specification involves the construction of approximately line
length (LCM50 Project Schedule Item 5) of voltage (LCM50 Project Schedule Item 6) kV double
circuit transmission line and miscellaneous works to enable the line to be connected to the existing
ElectraNet transmission grid.
The scope of the works includes, but is not limited to:
supply of all materials except materials to be supplied by Superintendent (LCM50 Project
Schedule Item 7);
pick up from site (LCM50 Project Schedule Item 8) and delivery to site of Superintendent
supplied items;
supply of all plant, machinery & labour necessary to carry out required works;
erection of all necessary line fittings, conductors, OPGW and other components;
prototype fabrication and assembly of towers for each tower type;
fabrication, delivery and erection of towers;
installation of tower footings;
installation and connection of footing earths;
mark-up of construction drawings to reflect as-built conditions for submitting to
Superintendent;
coordination with the asset owner in regards to crossing of powerlines, railways and other
infrastructure;
cultural heritage management and compliance;
environmental management and compliance, including preparation of a Construction
Environmental Management Plan (CEMP);
quality assurance and workplace health & safety management and compliance;
management and supervision of the Contractors personnel and Sub-contractors;
liaison and communication with property owners along the line easement;
construction and maintenance of access tracks where required;
restoration of unavoidable damage to the easement, tower sites, winch & brake sites and
access tracks;
commissioning of transmission lines and OPGW;
miscellaneous works as directed by the Superintendent.
In the current deregulated market, the Superintendent is exposed to significant penalties if its
works in any way constrain the output of a Generator. Failure to perform these works to
specification could result in Generators being constrained.
