1 Introduction

1.1 Background

Jacobs (Entity - CH2M Saudi Limited) has been appointed by NEOM COMPANY, the Employer, to
provide Design Consultancy Services for the Neom Oxagon Port project under the Contract
Agreement No: 4800000507 dated 08 August 2022.
The project is located within the NEOM Industrial City Region.

1.2 Jacobs Scope of Work

The scope of this project has been divided into several Work Element Release (WERs) as illustrated
in the table below. Refer to each WER scope document for the detailed scope of services.

1.3 Purpose of this Document


This Basis of Design Report provides the basic requirements and design criteria for the Building
Mechanical services and associated accessories for the Neom Oxagon Port project. These
requirements and criteria provide the basis for the analysis and design efforts that produce the design
drawings and specifications.
1.4 Applicability
This document has been developed under WER 00 and its contents are applicable to all WERs.

3 Buildings HVAC

3.1.1 Introduction
The aim of this section is to present the design criteria and the technology behind the heating,
ventilation and air conditioning systems proposed in the buildings, describing the objectives of each
system and how the design shall be carried out to achieve them. It also covers the proposed design
codes, and the considerations made by the design team to ensure that the systems will operate at
adequate conditions, maintain high class environment, and use relevant up-to-date technologies.
3.1.2 Codes and Standards
Notwithstanding the operational needs of the development, the mechanical services will comply with
all relevant codes and regulations and take into account recognized good engineering practice. The

3.1.3.1 Outdoor Design Conditions

The design shall be based on the following outdoor air-conditions:

The Ambient design conditions has been considered for Tabuk, Saudi Arabia as per ASHRAE
Climatic design conditions 2021 at 0.4% for cooling and heating at 99%. However, this will be
confirmed and validated from the NEOM NEV Environmental and Seismic Design Criteria regarding
the weather data that has been approved for the project site Oxagon.
The outdoor air in Tabuk is warm and dry and laden with fine sand dust from the desert and salt
particles from the seaside.
As location of site is nearby sea the outdoor air is extremely corrosive to all metal parts of the entire
structure and installations.
Therefore, only the highest available material standard shall be applied with special coating and
painting of all exposed surfaces to prevent the equipment from all corrosion effects.
3.1.3.2 Ventilation and Fresh Air Requirement
All occupied spaces shall be provided with treated fresh air as per ASHRAE Standard 62.1, 2016 as a
minimum value and as per table below.

All substation equipment rooms shall be provided with fresh air with a minimum value of 10% of
supply air to keep the space under +ve pressure to prevent from dust and infiltration,

Toilets, pantries, and kitchens will be provided with dedicated exhaust fans as per ASHRAE Standard
62.1 as a minimum to keep the spaces under –ve pressure.
Note- Fresh air rates shall be in accordance with ASHRAE 62.1 – 2016 with 30% enhancements to
achieve enhanced air quality as per LEED requirements.

3.1.3.3 Building Envelope Data

Construction material shall be selected in such a way that the U-values will not exceed the following:
 Roof u = 0.25 (W/m2/K)

 Outside walls u = 0.30 (W/m2/K)

Note- The U values presented are preliminary and shall be aligned with Architecture/sustainability
requirements during design phase.

The duct work shall be designed on basis of the equal friction method for a maximum friction of 0.08
Pascal/m
3.1.4 HVAC System Description
The purpose of the air conditioning system is to create a controlled climate in indoor living or working
areas for the comfort of human beings. Human comfort is a function of air temperature, relative
humidity, air movement and air purity. Below is the design philosophy proposed for the various
Building/occupancy.

 FA: treated fresh air (with supply temperature of 12.8°C db in cooling mode and 26°C db in
heating mode) via DX Air handling unit complete with DX air cooled condensing unit and fitted
with electric heater.

 Mech. Vent: Mechanical (forced) ventilation using exhaust fans, make up air is through supply

Preliminary Information available in the Various Provided Inputs and subject to Change
according to the Latest/updated Building Inputs.

3.1.5 Internal Equipment Heat Gains

3.1.6 Calculation Criteria
The calculation methodology for heat load calculations will be in accordance with ASHRAE
Fundamentals, and below criteria will be adopted for buildings
 A margin of 10% peak simultaneous heat gain will be applied

 Gross building volumes will be used within the infiltration load calculations.

 Cooling recovery from the energy recovery units will be considered in the overall cooling load
calculations and the plant will be sized accordingly
 Sand Trap louver co-efficient Cv 0.15
3.1.7 Refrigerants
Air conditioning equipment selected will be using HFC refrigerants such as R134a, R407C and
R410A.
3.1.8 Infiltration Rates for HVAC
Infiltration rates for heating and cooling loads will be determined based on ASHRAE Fundamentals
Chapter 16 Ventilation and Infiltration.
For HVAC design purposes the infiltration of minimum 0.1 ACH will be used in the load calculation
program (HAP) as all the buildings will be positive pressurized and the infiltration will be negligible.
3.1.9 Plant selection criteria
 A margin of 10% design cooling load for fan coil units sizing will be applied.
 A margin of 10% design heating load for fan coil units sizing will be applied.
3.1.10 HVAC Filtration Parameters
All fresh air intake will be via sand trap louvers with velocities as mentioned. Systems will be rated
against the mid-life rating of the respective filters, and equipment will be selected such that the units
operate at reduced capacity at dirty filter condition without over-loading the fan motor.
Requirements that filters must meet will be as per ASHRAE 52.2/EN779
3.1.11 Heat Recovery Systems
The fresh air requirement shall be provided with suitably rated air handling units located within
plantrooms or roof space, operating at full fresh air with heat recovery.
Air handling units shall comprise of motorized dampers, panel filter, bag filter, motorized hygroscopic
low leakage thermal wheel heat exchanger (minimum efficiency 63% at equal supply and return air
flows), cooling coil and drip tray, re-heat coil (as required) and plug or centrifugal supply and extract
fan units with high efficiency motors.
3.1.12 Natural Ventilation Systems
Natural ventilation will be provided in the Workshop Equipment Area to reduce the rise in internal air
temperature +5K above the external design ambient temperature.

The natural ventilation system will be sized taking account of stack effect only. Unpredictable wind-
driven effects will not be included in the calculation.
The natural ventilation strategy will rely on air intake to the workshops, shops, stores and non-secure
warehouses via the large door openings within the respective spaces being fully open providing
sufficient aerodynamic inlet area. This will match to the corresponding aerodynamic outlet area at
ridge level provided by fixed weatherproof extract ventilators. For natural ventilation calculations
following coefficient values will be used:
 Ridge ventilator Cd = 0.65

 Door opening Cv = 0.60

 Natural louvered ventilator Cv = 0.65

 Sand louvers Cv = 0.15

Minimum ventilation rate for Workshops and Warehouse shall be - 3.0 Air changes/hour.
Warehouses areas shall be provided with sand louvres fitted with electric actuated dampers mounted
at low level within the façade of the space. Exhaust air will be facilitated by exhaust fans mounted at
roof level.
During sand-storm periods, it is anticipated that a number of the large door openings would be
partially closed, with the resultant increase in internal air temperature during these periods.
To provide an element of comfort and heat relief, fan units (man coolers) will be located at alternate
internal columns to provide localized cooling effect for the operatives. These will be locally controlled,
to shut down after a set time period of operation.
3.1.13 Smoke and Heat Venting
Smoke and heat venting shall be in line with requirements of Saudi/NFPA Fire Code. In general, cable
floor shall be ventilated by a dedicated exhaust fan and make up air shall be provided through sand
trap louver, all escape staircases shall be provided with pressurization fans to secure safe enclosure

3.1.14 Sound Attenuation
Duct mounted attenuators will be provided on inlet and discharge ductwork to meet the internal and
external noise criteria. Acoustic liners will be provided in the fan coil units. Attenuators and duct lining
will be subject to acoustic consultant recommendations
3.1.15 Fire and Smoke Dampers
Fire dampers, smoke dampers and combined fire and smoke dampers will be provided as necessary
in accordance with the Saudi/NFPA fire code, Architectural fire strategy requirements to maintain fire
or fire and smoke barrier protection.
Fire & smoke dampers will be provided for Fire rated walls and openings in order to maintain fire
compartmentation in accordance with Fire Life Safety (FLS) reports and drawings.
Fire dampers will be provided with fusible link.
Fire and smoke dampers will have a 230V AC supply to power the damper to its normally open
position and a spring closure on loss of power. The actuator will not close the damper unless the
power is lost for a period of 4 seconds or more. Visual indication of damper status will be located in a
remote panel. The damper will have a fusible link and operate independently as a fire damper.

3.1.16 Materials
All HVAC materials will be in accordance with Building Services General Specification and shall be
suitable for operation and longevity for seashore environmental conditions specially for Middle East
high ambient temperature and desert conditions.
3.1.17 Sustainability
All the relevant sustainability requirements shall be adopted in HVAC design as per the sustainability
report.
All rates assume the building is non-smoking throughout. Fresh air rates shall be in accordance with
ASHRAE 62.1 – 2016 with 30% enhancements to achieve enhanced air quality as per LEED
requirements. The FAHU shall be capable of controlling temperature of the treated fresh air supply.
The fresh air supply shall be conveyed through a ducted system and supplied directly to the occupied
space.

A central Building Management System (BMS) also termed as Building Automation System (BAS)
shall be provided for the building services. The System shall monitor or and control services such as
heating, ventilation and air-conditioning, Domestic Hot & Cold Water ensuring the building operates at
maximum levels of efficiency, removing wasted energy usage and reducing cost.
3.1.19 Equipment Redundancy
In general, N+1 configuration shall be followed for the project for most of building spaces except small
gate house and non-critical areas & spaces like Transformer room where 2x50% configuration will be
followed.

drawings and documentation are further developed without risk of major disagreements in future
schematic & detail design stages.

4.2.1 Potable Water Supply


 All Buildings will be supplied directly from the infrastructure Potable water network at desired

 Smart Water Meter shall be installed at each building level to monitor & Adhere to Water Saving
measures as per LEED requirements

 The domestic cold water piping system shall be sized based upon the number of plumbing
fixtures programmed for the facility. Utilizing connected water supply fixture units (WSFU) and
continuous flow demands is a common method for sizing water piping systems, based on SBC
Table as indicated below.

 The system design pressure will provide a minimum of 10 bar residual pressure at the highest,
most remote connected fixture The piping system is sized to maintain a velocity of 1.5-2.1 m/s
within the piping system.

 Pressure reducing valve will be provided where pressure exceeds 5.5 bar, as per SBC-701,
clause 1303.13

 All water closets will be provided with hose spray

 Water hammer arrestor will be provided on cold water piping for each group of fixtures to prevent
noises and water surge.

 Each wet area connection will be through isolating valves in accessible location in the service
corridor or within the toilet ceiling.

 Isolating valves will be fitted on the long horizontal pipe run and on each main branch in
accessible location for easy maintenance and to avoid interrupt the whole network in case there
is a failure in any part of the network

 Back flow prevention devices will be installed at downstream of isolation valve to prevent back
flow of water. Strainers will be provided with pressure regulators wherever required. Air valves
and wash outs shall be placed at high and low points in the network respectively.

4.2.2 Hot Water Distribution


 The domestic hot water heating system is designed and sized in accordance with ASHRAE
application handbook 2015, Table-10

 The domestic hot water system for all building requiring hot water supply will be through
individual electric hot water heater & solar hot water generators wherever feasible. If the rated
storage volume is less than 2 Gallons, tank-less heaters will be provided, if the storage volume is
more than 2 gallons, storage type heaters will be provided

 Hot water storage requirement will be designed as per chapter 50, table 10 of ASHRAE
applications handbook, 2015

 The domestic hot water piping system is sized based upon the number of plumbing fixtures
programmed for the facility. Utilizing connected water supply fixture units (WSFU) and
continuous flow demands is a common method for sizing water piping systems

 The showers, wash basins and wash troughs will be fitted with thermostatic mixing valves to
restrict the discharge temperature to 43°C or higher in areas as noted in building performance
specification

 Wherever the length of hot water pipeline is more than 15 m from the source to point of supply at
fixture unit, hot water recirculation pump will be provided as per SBC 701 section 607.2.

4.2.2.1 Solar hot water Generation
 As per Neom report solar system to be considered for 75% of hot water generation, rest 25% of
water will be generated through calorifier which is fitted with heating coil element. This is as per
sustainability point of view.

 Solar thermal hot water systems generate hot water by absorbing energy radiated from the sun
within a solar collector. This energy generates heat that is used to produce hot water from the
solar panels. A solar fraction of 100% will be considered in the summer. In winter, solar radiance
will drop by approximately 35%, which will be supplemented by Electric backup.

 There are two types of collectors for solar thermal hot water systems:

 a. Evacuated tubes - The evacuated tube collectors may not be suitable for the high ambient
temperature conditions prevalent in middle east, and there will be overheating issues during the
summer.

 b. Flat plate solar collector - Flat collectors will offer better overall efficiency and maintainability &
being commonly used at Saudi Regions.

 Flat plate collectors consist of a copper riser tube structure fitted to a flat absorber plate. The
absorber plates are highly efficient and are made of specially designed solar absorption material
such as Tinox or black chrome. The absorber plate on standard flat plate solar thermal collectors
is generally black in colour. The black surface is most efficient at absorbing solar radiation and
converting it to heat. It is also highly efficient at reradiating long wave infrared heat back out. The
collector structure is manufactured from stainless steel or anodised aluminium, and the collector
base is manufactured from weather-resistant aluminium or galvanised sheet with 35mm glass
wool rear insulation. The glass cover is highly transparent, made from low iron, tempered glass.

4.2.3 Water Saving Methodologies


Design Development of Public Health Engineering will take into cognizance sustainable water saving
practices as per LEED guidelines. Reduction of indoor water saving will be achieved by installing
following:
 Reduction of Indoor Water Demand -Selection of water efficient Low Flow Plumbing Fixtures &
Fittings by Architect. Re-use of treated gray water for floor mopping, cleaning etc

 Reduction of Outdoor water Demand- Can be achieved by sustainable irrigation method like
secondary drip irrigation

 Smart Water Metering

 Energy saving kitchen appliances

4.2.4 Washdown Water Supply


Wash water will be provided for floor mopping/cleaning for the facilities. Washing in the areas will be
provided by hose bibs @ 1.5 Fixture unit loading. Hose bibs will be suitably located for cleaning
purpose & will be in cognizance with Architectural Floor plans.
4.2.5 Sanitary Drainage
 The building drainage system will be two pipe system, one soil pipe collects the drainage
discharge from (W.C & urinal) and waste pipe collects the waste from the lavatories, wash
basins, floor drain & showers. Black water and gray water will be disposed to nearby lifting
station and then will be pumped to nearby external tie in at the project boundary.

 Utilizing connected drainage fixture units (DFU) and any continuous flow demands is a common
method for sizing waste piping systems

 Vent pipes will be used to vent all the plumbing fixtures & traps.

 The minimum slope of horizontal waste pipes shall be 1:100.

 Condensate drain from all indoor AC units, roof package units and large air handling units will be
collected through a network of pipes (insulated where pipes exposed in airconditioned areas),
indirectly connected to the nearest floor drain lines with a 25mm air break and through a properly
sized water sealed trap. Wherever, it’s not feasible to connect nearest floor drain, shall be
disposed to external pit which will be filled by gravel. Condensate drainage horizontal slope will
be 1 percent in accordance with SBC 701, clause 314.1.

 The drainage from the trench serving the generator room/transformer room shall be connected to
oil interceptor located with the site. Same will be manually cleaned from time to time.

 In places with emergency eye wash and safety showers are shown; waste water will be
discharged to Industrial waste water external network through linear drains provided in the
workshops.

 All other Eye wash provided other than the above are self-contained bottled type and does not
require drainage facility

4.2.6 Roof Drainage


 The roof areas of a building shall be drained by Primary & Secondary roof down takes. The
location and sizing of drains and gutters shall be coordinated with the Architectural & Structural
design and pitch of the roof. Secondary/scupper drains will be proposed in addition to primary
drains for roof down takes for flat Reinforced Cement Concrete (RCC) roofs.

 Roof drains, gutters, vertical pipes and horizontal storm drains shall be sized, based on a storm
duration of 60 minutes and a 100-year return period.

 The roof drainage system is sized based on a rainfall intensity according to selected IDF curves

 The storm water system will be based upon gravity flow and is sized to provide a minimum
velocity (self-cleaning velocity) of 0.6 m/s.

 The minimum slope of horizontal storm water pipes shall be 1:100.

 The storm water concept for all building will be free discharge to the splash blocks & further
dispose off to road level.

4.2.7 Kitchen Appliances


All equipment proposed in the kitchens will be electrical appliances.

4.2.8 Material of Construction (MOC)


 Domestic Hot and Cold water pipes will be CPVC Pipe materials for the buildings.

 Above ground drainage pipe work will be PVC Schedule 40 to ASTM F 1488.

 Drainage ventilation pipe work will be PVC to ASTM 1785.

 Below ground drainage pipe work will be PVC type DWV as per SBC 701 4.2.2.

 All fixtures and fittings in the potable water system will conform compliance to NSF-61

 Underground pipes / sleeves which are subjected to heavy loading or any vehicular movement,
the pipes will be concrete encased.

 Pipes for Kitchen will be HDPE to withstand high temperature for.

Architectural floor layouts are in progress, hence as part of 3A design development, concept demand
for fire water is calculated based on sprinkler design density as indicated in Table below. Same
design will be subjected to specialist FLS approval before proceeding for Detail Engineering stages.
5.5 Stand Pipes
Internal Hydrants or Stand Pipes will be proposed as per requirement of NFPA-14. Type of standpipes
will be as follows,
a) Class II Standpipe system for buildings less than 60m deep
b) Class III Standpipe system for buildings more than 60m deep
Class I standpipe system shall provide 2-1/2” (65mm) hose connections with 250 gpm flow at 6.9 bar
pressure to supply water for use by fire departments and those trained in handling heavy fire streams.
Class II standpipe system shall provide either 1-1/2” (40mm) hose station with 100 gpm flow at 4.5 bar
pressure to supply water for use by trained personnel or a hose connection for the fire department
during initial response.
Class III standpipe system shall be combined of class I & class II hose connections to supply larger
volume of water for use fire departments and those trained in handling heavy fire streams.
5.6 Fire Water Demand
Water will be made available to all the buildings within proposed Oxagon Port development from fire
water infrastructure ring main at desired flow & pressure. Among all the buildings within the facility,
Logistics & Container Warehouses will have highest fire demand. Fire demand for both the ware
warehouses is dealt in a separate report for warehouse.
NFPA-14 will be analysed for Stand Pipe calculations. Water ring main for stand pipe system will be
separate than sprinkler system. Most stringent flow & pressure between both sprinklers & stand Pipe
will determine the water requirement for respective building.
5.7 Portable Fire Extinguishers
Portable fire extinguishers for the proposed facility shall include: -
 ABC store pressure powder type fire extinguisher – for A class (paper, wood, cloth), B class
(kerosene, paints, petrol), C class (compressed gas, electrical & electronic equipment).

 CO2 type – for Class C type fires involving energized electrical equipment, dedicated electronic
equipment.

 Foam type fire extinguisher – for fire involving flammable liquids.

 Water type fire extinguisher – for Class A fires.

 Sand buckets with hood.

 Portable fire extinguishers shall be installed at not more than 1.5 meters from finished floor level.

 All the fire extinguishers shall be UL/FM Approved or LPCB.

All portable fire extinguishers shall be strategically located depending upon the hazard. The
extinguisher shall be clearly accessible and shall be placed inside every room/compartment
if required.

5.8 Gas Suppression System
Wherever water-based fire protection will not be applicable like server rooms, UPS/Battery rooms,
ELV rooms, Telecom rooms, electrical fire locations, it is proposed to suppress fire through gas
flooding system that are affordable as compared to the loss of high-value assets. Gas flooding system
is non-conductive and non-corrosive, so it's safe to use around all types of electronics, electrical
equipment.
The design and installation shall be made in accordance with the drawings, specifications, and
applicable, NFPA 2001 and 72. All equipment and devices used shall conform to the requirements of
either the Underwriter’s Laboratories (UL) Approval List or the Factory Mutual (FM) Approval Guide.
The system shall be 50 bar and above and should be UL listed and FM approved with CCOE
approved seamless cylinders produced by one manufacturer of established reputation and experience
who shall have produced similar apparatus for a period of at least two (2) years
5.9 Fire Breaching Inlet
Fire department breeching inlet in accordance with NFPA Codal requirements shall be provided for
each building required WRS and sprinkler system coverage, near to the fire truck access road and
connected to the building firefighting supply side through non-return valve, and it should be connected
after the alarm check valve. The connection should be as per NFPA 13 A.8.16.1.1.
