The
emergence
of
globalizing
state-owned
enterprises (SOEs) requires revisiting the assumption
that multinational enterprises (MNEs) are focused on
economic not political objectives because SOEs tend
to be perceived as political entities as well. We
develop a geopolitical perspective into how
geographic distance, religioussimilarity, andpolitical
regime similarity between two nation states, as well
as resource complementarity between globalizing
SOEs and target states, explain the level of
opposition that globalizing SOEs face in target states.
We also investigate how the salience of national list
politicsm odera tes the influence of these geopolitical
factors on the level of opposition that globalizing
SOEs face. This the oretical model developed in this
study sheds new light on understanding the role of
geopolitics in affecting MNEslocation choices.

Because geopolitical theory mainly concerns inter
national relations among nation states and domestic
politics are likely to play a crucial role in shaping
international relations, a discussion of geopolitical
theory would be incomplete without addressing
domestic politics. However, existing geopolitical
perspectives have not paid much attention to the
state of domestic politics in shaping the inuence of
geo-political factors on interstate threat perceptions
and power dynamics.We view this as an important
omis-sion because the dynamics of international
relations reside in active agency roles played by
political
leaders and interactions with domestic
politics (Bueno de Mesquita, 2002).
