The Memorandum of Director Jimenez addressed to Chairman J. Andres D. Bautista reads: ‘This is to submit the attached Draft of the 2016 Implementing Rules and Regulations for Republic Act 9006, otherwise known as the Fair Elections Act. Altached likewise, is the accompanying explanatory Memorandum of Atty. Mayetie H. Tapia, to whom | assigned the task of finalizing the dralt, initially prepared by this Department. I have reviewed the Draft and found it to be appropriate for submission to the Honorable Commission en Banc. In view of this, it is respectfully recommended: 1. That the attached Draft be opened for public review and comment through a public consultation to be held on the 27 of November 2015; and 2. Following the conclusion of the public consultation, the same — with amendments, if necessary ~ be submitted to the Commission en Bane for due deliberation and approval.
