ABAS, Sheriff M., Commissioner 7 Promulgated: Me "6 yt RESOLUTION NO. 1008 WHEREAS, the nationwide database (SNPDAT) on the total number registered voters, clustered precincts and names of voting centers was approved by the Commission En Banc in Minute Resolution No. 15-0832 entitled “IN THE MATTER OF THE CONSOLIDATED PROJECT OF PRECINCTS (POP) WITH ACCESSIBLE POLLING PLACES FOR THE USE IN THE MAY 9, 2016 NATIONAL AND LOCAL ELECTIONS; WHEREAS, the names and other data of registered voters in the SNPDAT will be used for printing of the Election Day Computerized Voters Lists (EDCVLs) and Posted Computerized Voters Lists (PCVLs); WHEREAS, the posting of the certified lists of voters pursuant to Section 30 of Republic Act No. 8189 is scheduled on March 10, 2016 pursuant to Resolution 10044 dated January 26, 2016; WHEREAS, right after the approval of the Commission En Bane of the nationwide database, printing of the EDCVLs and PCVLs and up to the posting of the certified list of voters, the Offices of the Election Officers (OEOs) are continuously receiving: 1. Notices of Approval of Voter’s Application for Transfer from the OEOs of other district, city or municipality; 2. Automated Fingerprint Identification System (AFIS) results finding voters with double/ multiple registration records in their respective area of responsibilities from the Information Technology Department; v3. Certified Lists of the names of deceased registered voters who died during the previous month from the Local Civil Registrar pursuant to Section 29 of Republic Act No. 8189 or Sworn Statement of the next of kin of the deceased voters who have personal knowledge of the death and identity of the said voters; and 4. Exclusion Orders issued by Metropolitan/Municipal Trial/Circuit Trial Courts in connection to the petition for exclusion from the list of voters pursuant to Section 35 of Republic Act No. 8189 “The Voter's Registration Act of 1996” WHEREAS, the foregoing serve as bases for the deletion, abatement and cancellation of the registration records in the OEOs database and in the printed EDCVL and PCVL for the May 9, 2016 National and Local Elections; WHEREAS, there is a need to observe administrative measures in order to avoid discrepancy in the final data while respecting the universal principle of one man - one vote for the forthcoming May 9, 2016 National Elections; NOW THEREFORE, pursuant to the powers vested in it by the Constitution, Republic Acts No. 8189 and No. 10367 and other related registration laws, the Commission on Elections RESOLVED as it hereby RESOLVES to: 4. Adopt the policy guidelines laid down in Resolution Nos, 9623 and 9764; 2. Direct the OEOs to manually cross-out from the EDCVLs and PCVLs, the names of voters: a) With approved transfer of registration records to another district/city or municipality as stated in the Notices of Approval and to indicate on the top the crossed-out name the following annotation “TRANSFERRED TO ” indicating therein the district/city/municipality where the voter has transferred followed by the date of annotation and signature of the EO; b) With findings of double/multiple registration records based on the AFIS results and indicate on the top of the crossed-out name the annotation “DOUBLE/MULTIPLE REGISTRANT AS PER AFIS RESULTS” followed by the date of annotation and signature of the EO; © Included in the Certificate of Deceased Registered Voters from the Local Civil Registrar or based on the Sworn Affidavit of next of kin of the deceased voters who have personal knowledge of the death of the said voters and indicate on the top of the crossed-out name the annotation “DECEASED AS PER CERTIFIED LIST FROM, 2|PageReso 10084 LCR/SWORN AFFIDAVIT OF NEXT OF KIN” followed by the date of annotation and signature of the EO; and d) Excluded by Court Orders with Certificate of Finality issued by the Metropolitan/Municipal Trial/Circuit Trial Courts pursuant to Section 35 of Republic Act No. 8189 and indicate on the top of crossed-out name the annotation “EXCLUDED PER COURT ORDER ISSUED BY MTC/MCTC BRANCH ___” followed by the date of annotation and signature of the EO. 3. Provide the concerned Chairman of the Board of Election Inspectors with a photocopy of AFIS Summary List of Voters which was attached to the printed AFIS results; 4. Require the concerned EOs to submit a Summary Report on the implementation of this Resolution on or before April 30, 2016 to the Election and Barangay Affairs Department in the attached format, Annex “A”; and 5. Direct the Education and Information Department (EID) to cause the immediate publication of this Resolution in two (2) newspapers of general circulation in the Philippines and to disseminate copies thereof to all Regional Election Directors, Provincial Election Supervisors, Election Officers, and all parties concerned.
