Division
Census 2011 is the fifteenth in an unbroken series since 1872 and it is the seventh Census of
independent India. The present publication presents Census 2011 data highlights for Vindyachal
Division of Uttar Pradesh. It is a follow-up of the state level publication on Primary Census Abstract
data highlights and printed with the support of UNICEF office for Uttar Pradesh. The divisional profile
is prepared to ensure data dissemination to the lowest administrative levels and contains data at
District, Tahsil and Town level from Primary Census Abstract and household amenities and assets
tables. Data on disability, work status and age group are also included in the profile. Thematic maps
are prepared with the help of CensusInfo version 2.0 and incorporated in the document to make the
data set user friendly.

We are happy to support printing of this document, 'Counting Counts : Divisional Profile and
Development Indicators from Census of India 2011'. This is first in the series to present a
comprehensive data set at divisional level. I thank the officers in the Directorate for their sincere
efforts in bringing out this publication.
As the title suggests, counting definitely counts to ensure that basic rights are reached out to all in this
largest democratic nation. In the state of Uttar Pradesh, several schemes and programmes are
implemented to meet developmental needs of children and well-being of women and other
marginalized sections. Hence, efforts have been made to present the data relevant for planning and
policy corrections through tables, graphs and maps.
We hope that the data set made available at the Tahsil and Town level are discussed at various levels of administration
and will improve use of data for planning and monitoring among district and block level administrators, front line workers,
academicians and practitioners of civil society organization.
We are confident that this publication will be used by all in the division and will lead to better coverage and quality delivery
of services to children.

Sex-ratio
Sex ratio has been defined as the number of females per 1000 males in the
population.
Child Sex-ratio
Child Sex-ratio (0-6 years) has been defined as the number of females in
age-group 0-6 years per 1000 males in the same age-group in the population.
Literate
A person aged 7 years and above who can both read and write with
understanding in any language has been taken as literate.
Literacy rate
The ratio of the number of literates per 100 persons in the age group 7 years
and above.
Main Workers
Those workers who had worked for the major part of the reference period (i.e.
6 months or more) are termed as Main Workers.
Marginal Workers
Those workers who had not worked for the major part of the reference period
(i.e. less than 6 months) are termed as Marginal Workers.
Cultivators
Agricultural Labourers
A person who works on another person's land for wages in money or kind or
share is regarded as an agricultural labourer.
Household Industry Workers Household Industry is defined as an industry conducted by one or more
members of the household at home or within the village in rural areas and
only within the precincts of the house where the household lives in urban
areas.
Other Workers
All workers, i.e., those who have been engaged in some economic activity
during the last one year, but are not cultivators or agricultural labourers or in
Household Industry, are 'Other Workers(OW)'. The type of workers that come
under this category of 'OW' include all government servants, municipal
employees, teachers, factory workers, plantation workers, those engaged in
trade, commerce, business, transport, banking, mining, construction,
political or social work, priests, entertainment artists, etc. In effect, all those
workers other than cultivators or agricultural labourers or household industry
workers, are 'Other Workers'
Town
Town is the smallest unit for urban areas. The definition of urban area
adopted is as follows:

ii)
at least 75 per cent of male working population engaged in nonagricultural pursuits; and
iii) a density of population of at least 400 per sq. km. (1,000 per sq.
mile).

Division
Vindhaychal division has witnessed an increase in literacy during the last decade. However, illiteracy among female population is still 44.8%
(Table 2). Male-Female Gap in Literacy Rate in the division (23.2 per cent points) is higher than that of Uttar Pradesh (20.1 per cent points) and
highest gap in the division is recorded for SR Nagar district (25.4).
If one looks at sex ratio and literacy rate at sub- district level, they do not show any clear pattern, indicating influence of other contributing
factors. Lowest rural female literacy rate is recorded in Lalganj, Dudhi and RobertsGanj tahsils for the ostensible reason of higher share of
SC/ST communities. However, lowest child sex ratio in the rural areas is recorded in Ghyanpur Tahsil of Sant Ravi Das Nagar (892) and it has
comparatively higher rural literacy (68.6).
Favorable sex ratio is seen among the tribal population in the tahsils of Gyanpur, Lalganj, Ghorawal, Robertsganj and Dudhi while scheduled
caste communities mostly show the trend of lower sex ratio than overall sex ratio of the census unit. If sex ratio is worked out for 0-1 years in the
division (i.e. for children born in the year 2010-11), lowest sex ratio (897) is in Mirzapur followed by Sonbhadra (910) and SR Nagar (911). Social
value of girls and women are intrinsically linked to certain customs (dowry, lineage and death rights) as well as education and economic
opportunities. Increased awareness and effective implementation of PNDT Act along with schemes incentivizing girls and other social
awareness programmes need to be carried out as a matter of exigency in some of these areas.
Nevertheless, female child deficit in the division needs further exploration to ascertain whether it is technology induced (spread of technology
for identifying sex of the foetus and its social diffusion effect) or influenced by social and economic factors or a combination of both.

Data on disability is an efficient tool for improving coverage of programmes designed for persons living with disability 1.7 % of the total
population of Vindhyachal division consists of persons with disability and the percentage share is almost equal in all three districts.
In absolute terms, there are 6318 children in the age group 0-4 with various disabilities, while 9410 children are in the age group 5-9.
Department of Women and Child Welfare, Department of Education and Department of Social Welfare have the mandate and hence, need to
plan for full coverage of these children under various programmes and schemes. Health and nutritional needs, scholarship coverage, disabled
friendly school infrastructure, provision of learning materials and teachers training are part of this planning process.

The division recorded work participation rate of 35, which is higher than state average. Highest work participation rate is shown by
Sonbhadra, followed by Mirzapur. However, female work participation rate is only 23 for the division. Female Work Participation Rate (FWPR)
being one of the robust indicators of development, low FWPR in all three districts is a matter of great concern.
FWPR is determined by a multitude of factors such as education, poverty, economic opportunities, social status of women and supporting
facilities for care of young ones and elderly. Three districts in the division being relatively poor with higher FWPR in the rural areas, it can be
assumed that work participation is poverty driven. Hence, programmes can be designed within the existing provisions and schemes to
improve women's work participation especially in areas that enhance their productivity and self-worth leading to economic empowerment.
These can include: promotion of group based enterprises for women especially through formation of self help groups for non-farm activities;
access to credit and markets along with appropriate skill development; training for adolescent girls in non-traditional areas as well as artisan
work to promote self reliance among younger generation; strengthening MGNREG activities with a focus on women workers to improve
village infrastructure and connectivity to enhance market access.

LABOURERS
The distribution of workers in the division shows 39% of agricultural labourers, 33% of other workers and 8.3% in household industries. For
agricultural labours and household industries, the share is more than state averages of 30.3 & 5.9%. However, the percentage of cultivators
(19.9%) is much less than that of state average (29%). Given this profile of the division, more employment opportunities need to be created in
agriculture and allied activities while support can be enhanced to make household industries more productive.
Larger share of households in the division fall into 6-8 members category (36%), which is similar to the trend at the state level. Sant Ravidas
Nagar has 28% of households with 9+ members. Given the low proportion of main workers in the division, larger households cause concern
with regard to well being of children, especailly, when most households are nuclear families (60.2). Elder children and girl children are likely to
be engaged in sibling care and other households chores, depriving them of schooling.

In Vindhyachal division, availability of drinking water is a major issue. Less than one-fourth of households (24.6%) in the division have
availability of drinking water source within the premise. 49% of households can access water source near the premises. However, it is
away for 26.4% households in the division.
'Away from premise' was recorded by Census, if the source was located beyond 100 meters from the premise in urban areas and
beyond 500 meters in rural areas.
Considering tap water, covered well and hand pumps as safe sources of water, majority of households in the division are getting
drinking water from safe sources. However, 18.4% of the households in Mirzapur, 21.6% in SR Nagar and 29.9% in Sonbhadra getting
water from unimproved sources. This needs urgent attention as 80% of diarrheal diseases are caused by the consumption of unsafe
water and this is one of the major causes of child mortality.

Number of people defecating in open in Vindhyachal division is more than the population of 108 countries like Oman, Kuwait, Mangolia etc.
74.7% of households in the division defecate in open, which shows low acceptance of individual latrines and/or lack of public facilities. Even in
urban areas, households defecating in the open are as high as 30%, which is more than double that of the state average. Sant Ravidas nagar
has the highest percentage of households (79.8%) defecating in open.
When estimated, the division also shows very low availability of toilets per person. This figure varies from 31 in Mirzapur to 50 in Sant Ravidas
Nagar which is much higher than the desired level of 4-5 per person in a family. This warrants focus on sanitation efforts in the division esepcially
to increase acceptance of toilets with reference to dignity of women and health benefits.
Given the fact that about 60 % of the households in three districts fall into BPL category, factors inhibiting these households in accessing the
scheme for individual sanitary latrines for BPL demands attention from the point of view of social behaviour change.

Dependency on firewood and cowdung cake for cooking is quite high in the division. 48.9% households still use firewood and 33.5%
resort to cowdung cake for cooking. Firewood collection and cowdung cake preparation are socially designated tasks for women and
hence, tend to involve children. Many studies have shown that women and children spent significant share of their productive time in
these activities. Alternate fuel sources such as biogas can be promoted under existing schemes to encourage woman to be
economically productive and children to be freed from these tasks.

In the division, more percentage of households possess TV than radio/ transistor. Same is the case with mobile phones- more than
45% of population in the three districts have mobile phones. While Sant Ravidas Nagar recorded 62.6% of households with mobile
phones, Sonbhadra has only 46.3 percentage with mobiles. However, penetration of mobile technology can be harnessed for
promoting positive social behaviors such as institutional delivery, birth registration, full immunization and school enrolment and
attendance.
