Nigel Farage, leader of the UK Independence Party, celebrates the British peoples decision backed by his party to

Cameron steps down after
British voters decide to break
away from European Union
THE WASHINGTON POST

LONDON A day after British voters

defied widespread warnings of economic
and political peril should they cut ties
with the European Union, the country
reckoned with the consequences as mar
kets tanked around the globe, the prime
minister said he will resign and the
United Kingdom felt the renewed pres
sure of a breakup.
The cascading developments, all within
hours of the result of a deeply polarizing
referendum, reflected a country shocked
by its own decision.
The vote to leave the EU could mark

one of the key turning points in modern

British history, fundamentally reorient
ing the countrys place in the world.
But as of Friday, no one knew where
Britain was headed, with joyous antiEU
voters celebrating a glorious opportu
nity and shattered Europhiles warning
of cataclysms to come.
At least in the short term, the pes
simistic view appeared to be winning
out Friday as the country endured layer
upon layer of selfinflicted turmoil and
a sudden question over who would lead
Britain at a crucial moment.
With Britain still absorbing the news
that the country had voted by a margin
of 52 percent to 48 percent to withdraw
from the EU, an emotional Prime Min

More than 24 hours of

turmoil ended Friday
night in Elkview, W.Va,
as hundreds of people
trapped by flood waters
in a shopping plaza drove
down a gravel road that
had been constructed in a
day to rescue them.
This is a nightmare,
Brittany Smith said Fri
day, after spending Thurs
day night in her car.
At least 23 people died
in flooding across West
Virginia.
The tiny town of Rainelle
in Greenbrier County in
the southeastern part of
the state took the brunt
of the devastation. The
state Division of Home
land Security reported 15
people killed in Greenbrier
County.
Three were killed in
Kanawha County. Two
young boys also died,
one in Ohio County and
another in Jackson County.
Hundreds more were left
homeless and thousands
without power.

Early reports indicate

about 9 inches of rain
damaged or destroyed
more than 100 homes and
knocked out power to tens
of thousands of others,
Gov. Earl Ray Tomblin
said.
The governors office
said 14 deaths were con
firmed by the state medical
examiner. Local sheriffs
and rescue workers across
the state confirmed the
others not yet included in
the states official tally.
One of the dead included
a 4yearold boy who was
found about a quarter
mile from where he fell
into a creek, which usually
runs about ankle deep but
rose to about 6 feet deep
when Jackson County was
pounded with 9 inches of
rain in 16 hours.
Bob Bibbee with the
Ravenswood Fire Depart

outside with his grandfa
ther, who jumped in after
him. Neighbors, alerted by

Britains unexpected deci

sion to leave the European
Union spooked investors
around the world Friday and
stoked concerns about the
repercussions for the global
economy and companies do
ing business in the United
Kingdom.
The upheaval in global mar
kets wiped out gains for U.S.
stocks this year as investors,

who had grown optimistic

recently based on polls that
British voters would favor
remaining in the 28nation
union, fled to the relative safe
ty of U.S. Treasury bonds and
gold. The benchmark 10year
Treasury note flirted with a
recordlow yield of 1.40 per

The British pound hit its low

a tempest in a teapot, said

Aaron Leaman, chief invest

nancial Planning in Mt. Wash
ington. The direct effect on the
U.S. economy is minimal. Ex
ports to the United Kingdom
make up only about 0.7 per
cent of U.S. economic output.
And Britains exit from the
alliance of European nations
is years away.
Youre going to see a lot of
shortterm drama and a lot of
longterm nothing, Leaman
said.

Stock investors lost about

$1.75 trillion, according to PNC
Asset Management Group, as
the news rippled through mar

United States. The Dow Jones
industrial average plunged
610.33 points, or 3.4 percent,
to 17,400.74 its biggest daily
point loss in nearly five years.
The Standard & Poors 500
dropped 75.91 points, or 3.6 per

lost 202.06 points, or 4.12 per
