Lim 2004 0x 20x 16 ons IN THE MATTER OF THE VERIFICATION OF APPLICATIONS FOR LOCAL ABSENTEE VOTING; AND EXTENSION OF THE DEADLINE TO FILE THE APPLICATION FORMS TO AVAIL OF THE LOCAL ABSENTEE VOTING This pertains to the Memorandum dated February 18, 2016 of Director Allen Francis B. Abaya, Vice-Chairperson, Committee on Local Absentee Voting (CLAV), relative to the verification of applications for local absentee voting; and extension of the deadline to file the application forms to avail of the local absentee voting The Memorandum of Director Abaya reads: ‘This has reference to the processing of applications to avail of the Local Absentee Voting System for the 2016 National and Local Elections (NLE). The Committee on Local Absentee Voting (CLAV) is currently verifying from the National List of Registered Voters (NLRV) whether or not applicants are registered voters. In the verification it was found out that there are applicants whose registration records were deactivated on the ground of failure to vote in two consecutive elections. However, as per records of the CLAV, some of these applicants actually voted under the Local Absentee Voting System during the 2013 NLE and the Offices of the Election Officers of the Municipality or Cily where they are registered were duly notified of such fact by the CLAV. Considering that these deactivated applicants actually voted in the 2013 NLE and in order not to disenfranchise them, the undersigned respectully recommends the approval of their applications for Local Absentee Voting for the 2016 NLE to enable them to participate in said elections For your Honors’ consideration.” The Commission RESOLVED, as it hereby RESOLVES, to adopt the foregoing recommendation of ECAD Director Allen Francis B. Abaya, Vice- Chairperson, Committee on Local Absentee Voting (CLAV), to approve the applications to avail of the Local Absentee Voting System for the 2016 National aPage 2 of MR. No, 16.0713 and Local Elections of applicants found to be deactivated but who actually voted under the Local Absentee Voting System during the 2013 NLE and the Offices of the Election Officers of the Municipality or City where they are registered were duly notified of such fact by the CLAV. RESOLVED, moreover, to extend the deadline to file applications availing of the local absentee voting as provided in COMELEC Resolution No 10003 promulgated on October 14, 2015, from March 7, 2016 to March 31, 2016 This Resolution supersedes all other resolutions inconsistent herewith. Let the Committee on Local Absentee Voting implement this Resolution.
