Duetothedisjointedandnonchronologicalformatoftheemaildumpsdocumentsandemailsrepeat
hundredsoftimesthroughoutmultithousandpagePDFsMIRScouldnotdetermineatwhatstageof
thedrafttheestimateswereaddedandhowlongtheyremained.
Regardless,whentheletterwassentoffbytheGovernor'sofficelessthan48hourslater,allspecifics
fromtherequesthadbeenstripped.Thestate'sownestimatesandreferencestoaneconomicdownturn
hadbeenreplacedbymoreinnocuousdescriptions.
TheparagraphfromDHHShadbecomeopaque.
"Whiletheextentoftheimpactisunknown,aworstcasescenarioimpactofthisemergencycouldresult
insignificantfuturehealthcoststotheimpactedpopulation,fordirectmedicalneeds,secondaryand
tertiarymedicalexpenses,andsecondaryandtertiaryprevention(educationandnutrition),"thefinaldraft
oftherequestread.
TheonlycostestimatesthatsurvivedtothefinaldraftwerefromtheGeneseeCountyDepartmentof
Equalization,estimatingthecostofreplacingFlint'swaterinfrastructureat$767.4million.
Fortheadministration'spart,spokespersonAnnaHEATONsaidinastatementtheywerefollowing
federaladvice.
"Inpreparingthedraftrequestforapresidentialdeclaration,MSPworkedincoordinationwithFEMA
abouttheformatoftherequestandthekindofinformationthatshouldbeprovided.Thestatefollowed
FEMA'sguidanceinpreparingtherequest,"shesaid.
TonyKATARSKY,theMSPdivision'sassistantdirector,saidtheinfrastructureassessmentalonewas
enoughtopassFEMA'sthresholdof$13.9millioninstatewideimpact,whichwasneededtomakea
request.
"Ourdamageassessmentessentiallyisbasedonareviewofthelocalnumbers,wetaketheirinformation
andattempttovalidatethat,"hesaid."Sowhenyoulookatthereviewonourpart,itbecomesinthis
caseafairlysimpleprocess."
Thescaleofthedamage,hesaid,alsomadeajointdamageassessmentneedless.
"Becauseofthetypeofdamagewewouldbesofarbeyond$13.9millionthatadamageassessment...
bringingFEMApersonnelonthegroundtoreviewthatisnotgoingtoaccomplishalot,"hesaid.
Katarskydidn'tknowwhentheothernumbershadbeenremoved,butemailsindicatetheeditwasmade
bytheGovernor'soffice,consideringMSPrequestedthequantificationssixdaysafterreceivingthe
GeneseeCountyassessmentonJan.6.
Theestimatesoriginallyincludedintheletterhavenotbeenmadepublic,outsideofthedocument
dumps,andhavenotbeenreferencedsince.Thestatehasyettolookintolongtermcosts,said
DepartmentofTechnology,ManagementandBudgetspokespersonKurtWEISSbecause"wewere
focusedontheneartermneeds."
"NowaswebegintobuildtheFY2018budget,wewillbegatheringinformationandworkingwiththe
agenciestodeterminethefundingneedsforFiscalYear2018,"hesaidinastatement."Whilewedon't
haveanylongtermprojections,weareawarethattherewillbelongtermcostsandwewillbeworking
withtheagenciestobuildthebudgettomeettheneed."
Intheensuingsilencefromstategovernment,othershavesteppedinwiththeirownestimates.
AnundateddocumentfromtheCityofFlintpeggedthefundingneedsatjustnorthof$1.2billion,with
$342millionofitgoingtohealthbasedresources.
U.S.Rep.DanKILDEE's(DFlint)staffevenproducedtheirownassessmentofFlint'sneedsthroughout

thenext10years,cominginatabout$1.5billion.
Alongwithinfrastructurereplacement,hisestimatealsoincludestheestablishmentofuniversalearly
childhoodeducation,afterschoolprogramming,schoolnurses,behavioraltreatment,summeryouth
employment,alongwith"somemodestsupporttohelprebuildtheeconomiclossesthecommunitywould

currentlystalledinCongress,wouldsplitcostsevenlybetweenthestateandfederalgovernment.

"Ican'treadtheirminds,butfromthewayIhaveseenthemoperate,Isuspecttheymayhavebeen
concernedaboutquantifyingthedamagethattheyhavetoacknowledgethattheythemselvescaused,
andiftheyquantifyit,thentheyhavetoacceptresponsibility,"hesaid."They'retryingtocreatea
narrativethatexcusesthemfromprovidinganyadditionalresources,andfrankly,thishasbeenmyworry
fromthebeginning...That'sthereality,thatthefullimpactofthecrisiswillgoonlongafterthis
administrationisoutofoffice."
Foratime,even,therewasrumorofacalculationcirculatingamongstateofficesthatputthecostat$2
billion,butRobertswhileacknowledginghewasawareofthefiguredismisseditasasortof"wish
list"ofgovernmentalassistance.
"It'smoreabouteconomicvitalityandthefutureofFlint,whichIthinkisagreatprogramforpeopleto
proposeandbethinkingabout,butIthinkthat'sdifferentthanhavingtheresponsetowhat'sgoingonin
Flintnow,"Robertssaid.
Kildeeclaimed"growingconsensusthatwhatthestatehasprovidedsofarfallswayshortofwhatis
goingtoberequired."
Withoutanauthoritativeestimationofdamages,though,"whatisgoingtoberequired"effectivelyremains
asubjectivepoint.
RashidCHOTANIistheseniorscientistatIEM,aglobalconsultingfirmspecializinginassisting
governmentswithdisasterresponse.Chotani,whoworkedoncoordinatingtheresponsetothe2004
IndianOceantsunami,saidadamageassessmentisintegraltoanysuccessfulresponse.
"Ifyoudonotputaveryseriouseffortondoingdamageassessment,youcannotdefinetheproblem
properly,"hesaid."Thenyou'vegottodotheneedsassessmenttodefinewhattheproblemisandhow
youcandealwiththepeople.Inthiscase,howtoprovidethefilters,howtoprovidethewater,etcetera,
sothepeoplearecomfortableintheirlives.Butyou'vegottoassessacrosseverythingelseandtakea
lookatthetotaldamage."
Thechangestothedeclarationrequest,andthelackofanyassessmentnowtakingplace,underscorea
patternintheSnyderadministrationofavoidingplacingspecificnumbersontheextentofthedamagein
Flint,evenasmoredatahasbeenmadeavailable.
Andthatmaybeacostlymistakeinthestate'sresponsetothecrisis.
Chotanisaidremainingmindfuloffactorslikerevenuelosstothecityiscrucialtocommunicatingthe
seriousnessoftheleadexposure,andwasshockedthosefigureshadbeenexcludedfromtheFEMA
declarationrequest.
"Iwouldthinkthatthatwouldbeaverystrongmessagetothe(Obamaadministration)thatwe'vegotto
takecareofthisproblemveryquickly,otherwisewiththelostrevenuewe'regoingtohavetopayalot
moretotakecareofthisproblem,"hesaid.
It'stheargumentbeingmadeonthegroundinFlintbyoneoftheinstrumentalfiguresinbringingthe

lettertotheeditor,PeterMUENNIG,aColumbiaUniversityprofessorofhealthpolicyandmanagement
madeasimplecalculationofthecrisis'socialcost,placingthefigureat$395millionabout$50,000a
child.
"BasicallytheideaisleadinfluencesIQaschildren,andtherelationshipbetweenIQandhighschool
graduationratesisknown,soIjustbasicallyextrapolatedfromhighschoolgraduationtoallthoseother
socialservicecoststhatwe'vegot,"MuennigsaidinaninterviewwithMIRS.
Hisinspirationforcalculatingthesocialcost,hesaid,wastoprovideabetterperspectiveonwhatisat
stakeinrespondingtothecrisis.ThetotalwaspickedupbynewswiresthroughouttheUnitedStates.
"Themediawasjustcoveringleadexposureasthoughitwasjustsomesortofmysteriousentity,without
reallyknowingwhatthoseexposuresmeant,andonewayofunderstandingthoseexposuresmeanis
throughthesocialcosts,"hesaid."Inthisparticularcase,Ithinktherewasalotofeffortandmoneythat
wentintotryingtoaddresstheexistingpoisoningwithoutalotofmoneyandeffortgoingintothinking
aboutthelargersortofcontextofwhatthismeans."
HannaAttisha'sstudyofinfantbloodleadlevelssolidifiedthecrisisasundeniablyreal.Nowthe
pediatricianhasanambitiousvisiontohelpthecityrecover.
"We'retryingtobeveryproactiveandpreventativesothatwedonothavetopaythosefuturecosts,"she
said."Forexample,ifweinvestinearlyeducation,universitypreschool,qualitychildcare,whichweknow
hasanevidencebaseofmitigatingdevelopmentalproblems,soifweinvestinthatwe'renotgoingto
havetopayforsay,specialeducationandbehavioralhealthcosts."
