EXPRESSION OF INTEREST (EOI) FOR PROVISION OF A BIOMETRIC

BASED SOLUTION WITH ACCESS CONTROL SYSTEM (FIRM
SELECTION)

1. Coast institute Of Technology is a Technical And Vocational Education and

training(TVET) of choice at your door steps to provide you with globally competitive and
market driven (TVET) academic programs based on existing approved curriculum
designed for the attainment of vision 2030 and beyond to school leavers in Kenya. We
have population of about 1000 students and 160 staff.

The institute intends to have staff, Suppliers, Visitors and students monitoring by use of
biometrically controlled technology that has capabilities of use with Smart Card
technology. Additionally, the institute needs to control access to specific operational areas
using the same solution.

2. The solution will consist of the following components.

i. Centralized software application and database with relevant software tools, based on
open architecture technologies.

ii. Hardware equipment and requisite infrastructure at the main office

iii. A management information system for an access control system.

3. Coast Institute is now inviting Expression of interest (EOIs) from suitably qualified
consultant with appropriate experience in building and operationalising such a solution.

4. The scope of the required service will require the solution to have the following features:

Access Control System should be able to:

i. Handle the high number of human traffic in and out of the institution.

ii. Automatically record movement of staff entering and leaving offices.

iii. Restrict only identified staff to access key areas of interest

iv. Configure and update the list of authorized staff

 v. Data capture of the personnel movement in the building at all times

vi. Give early warning of intrusion at odd hours and generate reports

vii. Enhance access control off casual workers and contractors, to sensitive areas

viii. Integrate with other biometric technologies whenever necessary.

ix. Restrict visitors to access only area they have been cleared to access

x. Electronic asset tagging for locating, monitoring and detecting unauthorized

removal of movable equipments.

xi. Should be modular to allow incremental expansion or modification

5. The provider shall clearly detail how the solution will be implemented.

6. Interested company should meet the following requirements.

i. Copy of business registration Certificate/Certificate of incorporation.

ii. Copy of valid tax compliance certificate

iii. Detailed company profile.

iv. State evidence of past experience in providing services of similar nature and
value.

v. Give outline proposal and operational model of the system.

vi. Copies of the highest academic and professional qualification of staff proposed
for the assignment.

Following the expression of interest, institute will issue request for proposal
(RFP) to the short listed firms/consulting firms/companies, and will be selected
in accordance with the evidence of above requirement.

7. The Completed expression of interest and accompanying documents properly bound

and paginated shall be submitted in plain sealed envelopes(in original and copy all
clearly marked with the tender reference number and title, may be sent by post
addressed to:

Or be delivered and placed in the tender box situated outside the Administration Block,
Coast Institute of Technology so as to be received on or before Thursday 26th January, 2017
at 10.00 am. East African Time. The expression of interest will be opened immediately
thereafter at Coast Institute of Technology Board Room, in the presence of bidders or their
representatives who wish to be present.

IFMIS supplier portal: supplier.treasury.go.ke/tenders free of charge. Applicants who
