China-Africa Youth Innovation and

Entrepreneurship Competition

In order to implement the initiatives and proposals made by


President Xi Jinping at the Opening Ceremony of the Eighth
Ministerial Conference of The Forum on China-Africa
Cooperation, proactively undertake the activities and tasks in the
Dakar Action Plan (2022-2024), further stimulate enthusiasm
among Chinese and African youth for innovation and
entrepreneurship, broaden space for cooperation in innovation
and business startups, build a platform for exchanges and
cooperation between Chinese and African youth, and facilitate
China-Africa economic development and people-to-people
exchanges, the Department of International Cooperation of the
Ministry of Science and Technology of China, China Science and
Technology Exchange Center, and the Department of Science and
Technology of Hubei Province will jointly hold the China-Africa
Youth Innovation and Entrepreneurship Competition, the details
of which are as follows:

V. Schedule of the event


(I) Requirements for competition participants and entries
1. Participants should be citizens of China and African countries
under 40 years old (born after January 1, 1982), and abide by the
laws and regulations of China and their country of nationality.
The communication language of the competition is Chinese or
English, and those who provide English graphic materials should
also provide corresponding Chinese translations.

2. Participants can be individuals or teams, but each individual


and team can sign up for only one entry. In the case of team
participation, the number of members of each team shall not
exceed three, and people from different organizations
(universities, enterprises, etc.) and different nationalities are
allowed to form teams. If members of a team are from different
countries, it should be determined that the team represents one of
the countries.

3. In principle, the entries should be the start-up projects with
conditions for establishing a company to operate, or start-up
projects operated by small and medium-sized scientific and
technological enterprises incorporated in China after July 1, 2019.
The entries can be inventions or patented technologies, or
conceptual products or services realized through relevant
research and development.

4. The entries are divided into two categories: those intended to


be put into practical application in African countries and those
intended to be put into practical application in China. With regard
to the entries intended to be put into practical application in China,
their corresponding participants should be citizens of African
countries or teams that include citizens of African countries.

5. The entries are divided into three major fields: digital economy
(Internet, cloud computing, big data, e-commerce, artificial
intelligence, virtual reality, etc.), energy conservation and
environmental protection (new energy, new materials,
environment friendly technologies, etc.), and health care
(including biomedicine, medical devices, and clinical treatment).

6. The entries should be innovative scientifically and
technologically to some degree, with good market prospects and
predictable economic benefits. Of the entries, the products,
technologies and related patents belong to the competition
participants (including individuals or teams), which should not
involve any intellectual property dispute with any other
organization or individual.

(II) Rules and procedures of the competition


1. Sign-up. Participants should complete the form attached hereto
and send it to caicc@caicc.net.cn before September 15, 2022.

2. Preliminary selection. The preliminary selection will be made


by written evaluation, and a jury composed of experts in relevant
technology fields, heads of investment institutions, and business
executives will select 50 entries for the qualifying round from all
the qualified entries by the end of October.

3. Semi-final and final: all individuals and teams entering into the
semi-final round of the competition are invited to Wuhan to
participate in the semi-final in November for offline presentation
and Q&A. A jury composed of experts in relevant technology
fields, heads of investment institutions, and business executives

will select about 10 entries for the final round of the competition.
Through the final round, the winners of the awards in the
competition will be chosen.

(III) Awards
In the competition, there is one first prize; 2 second prizes; 3 third
prizes; and 10 awards for excellence.

(IV) Supportive policy


1. No sign-up fee or registration fee will be charged to the
competition participants.

2. For the individuals and teams participating in the competition


who have passed the preliminary round and are willing to go to
Wuhan to participate in the semi-final, food and accommodations
in Wuhan during the competition will be arranged by the
competition organizing committee.

3. The competition organizing committee will publicize the event


and the entries selected for the semi-final through various media
organizations, familiarize relevant venture capital firms,
enterprises, and parks with corresponding entries selected for the
semi-final, implement support policies and provide incentives for

the entries intended to be put into practical application in Hubei,
enhance the publicity of the winning entries, and facilitate the
smooth commercialization of the entries.
