MissionBasedDevelopmentStrategyaMissionbasedapproachtoovercomestructuralinadequacies,creating
citizencentricandbusinesscentricenvironmentthroughbettergovernance:

TheGovernmentofAndhraPradeshislaunchingMissionBasedApproachforleveragingthesectoralstrengths
topropelthestateintohighergrowthbracket.

Thedevelopmentprocessofthestatehaswitnessedimplementationofseveralschemes/programmesaimedat
improvinginfrastructureandthewelfareofpeople.Despiteconcertedefforts,gapsbetweentherealized
outcomesandultimateachievablepotentialcontinuetoexist.Inadequateinstitutionalcapacity,missing
coordinationamongthedepartmentsandlackoftargetedapproachhavebeenidentifiedasthekeyobstaclesin
achievingthedesiredoutcomes.

Severalwelfareanddevelopmentalstructuresputinplaceduringalltheseyearshaveproventobeinadequate,
callingforagamechangingandholisticapproachinaMissionmode.Thebusinessasusualapproachwithout
reallystrivingtofindalternativemechanismstodevelopmentandgrowthorientedgovernancehascaused
slippageontheachievementofultimategoalsofawelfaresociety.Theneedofthehourthereforeistosetup
coreinfrastructureinamissionmodeinacitizencentricandbusinesscentricenvironmentthroughbetter
governance.

TheGovernment,uponhavingdeliberationsatvariouslevelsandrealizingtheexigencyforanintensive
developmentapproach,decidedtoconstituteseven(7)missionsinimportantsectorsofeconomy,growthand
infrastructure.TheMissions,willensuringabottomupplanningeventuallyintegratesintotheAnnualPlansand
usherinanewdevelopmentparadigm.Themissionswillhavespecialfocusonthebackwardareasas
mentionedintheAndhraPradeshReorganisationAct,2014.

Eachmissionwillworkthroughalogicalframeworkorresultframeworkapproachandwillhaveclearlydefined
objectives,components,implementationtimelinesandmilestonesaswellasmeasurableoutcomes.Thecruxof
themissionapproachistoattainoptimumlevelsofperformanceinidentifiedsectorswithincreasedresource
useefficiency.

TechnicalsupporttotheMissions:
EachmissionwillhaveadedicatedProjectManagementUnit(PMU)consistingofprofessionalsfrom
governmentandfromoutside.Themissionswouldfunctiononlogframesbasedapproachwithadedicated
monitoringandevaluationsystemlinkedtospatialdata(RemoteSensing,GeographicalInformationSystem,
GlobalPositioningSystemandStateResidentDataHub.TheSwarnaAndhradocumentwouldbealignedwith
thisapproach.
