NEW SIMCARD PROVISIONING ON HLR MML AND HLR AGENT

New SIMCARD provisioning in the HLR involves the following procedures:

For the new SIMCARDs from new vendor:


OP key and System K4 configuration of the new vendor in HLR MML;
and
Authentication information addition and number allocation of the new
IMSIs and their corresponding MSISDNs in the HLR Agent.

For the new SIMCARDs from already configured vendor:


Authentication information addition and number allocation of the new
IMSIs and their corresponding MSISDNs in the HLR Agent.

PROVISIONING ON HLR MML

SIMCARD provisioning on the HLR MML involves the configuration of the SIMCARD
vendors OP key and system K4 as follows:

Adding the vendors OP key:


Show the already configured OP Key first to see the last Milenage
Parameter ID used;
Add the new vendors OP key:

Show all the configured OP key again to confirm the above


configuration.

Adding the vendors system K4:


Show the already configured system K4 to see the last SIMCARD
Deciphering Key ID used;
Add the new system K4;

Show all the configured key again to confirm the above configuration.

PROVISIONING ON HLR AGENT

SIMCARD provisioning on the HLR Agent can be done in two ways:


Individual SIMCARD provisioning
SIMCARD provisioning by batch

Individual SIMCARD provisioning on HLR Agent:

Insert the IMSI, Authentication Key and AMF and select the Key Flags. Also select the
OVID and KeyID depending on the SIMCARD vendor:

SIMCARD provisioning on HLR Agent by batch:

Prepare a script of the SIMCARDs to be provisioned by batch with the format


below:
IMSI, Authentication Key, AMF, KEYID, OVID: for authentication
information loading

IMSI, MSISDN: for number allocation process

On the HLR Agent:


1. Add Authentication Information:
Go to the Add the Authentication Information in Batches(B) ;

Add the file of the list of IMSIs to be added;


Select the below two flags;

Click OK for the script to be executed.


2. Do Number Allocation:
Go to the Batch Operation and select Number Allocation in
Batches(A);
Select the Subscriber Profile to be used eg: 2G, 3G, 2G_pre(use)
etc;

Add the file of the list of IMSIs and their corresponding MSISDNs;

Click OK for the batch to be executed.
