1 Critical Guidelines
1.1
A method that allows one train occupying two sections and two stations by drivers driving the train as
per the traffic controller's directions via dispatch communication facilities between traffic controller and
drivers, to confirm the section (two stations and two sections as well as receive and departure route) is
cleared, and turnout is in the right position and locked.
1.2
1.2.1
1.2.1 In the case of interlocking failure of one interlocking area (except of interlocking area of common
segment), adopt telephone block system to organize train operation. In the case of two or more
interlocking areas or common segment failed for interlocking, stop train operation.
1.2.2
1.2.2 Chief dispatcher, according to the above principles, shall determine to adopt telephone block
system for organizing the operation, and to direct traffic controllers issuing dispatching order according
to his requirement.
1.3
1.3.1 MMI
1.3.1 Step 1: When operational control center MMI equipment failed for interlocking, traffic controller
should direct all trains within the fault section stop for further directions and ask drivers to report stop
positions immediately.

1.3.2 Step 2: Traffic controllers should confirm positions of all trains within the fault section immediately.
1) To confirm train positions, mainly adopt calling the car body numbers;

2) To report train positions, drivers should report to traffic controllers the name of tracks (east-west
track/south-north track), station names, sections, up/down streams and hectometer posts;
3) To accurately confirm the train positions, traffic controllers should adopt mimic board and other
auxiliary tools combining with drivers' reports and train diagram record prior to the fault.
1.3.3
1.3.3 Step 3: After traffic controllers verified train positions in the fault section, when train is forced to
stop within the section, direct drivers driving to the station for further directions prior to confirming the
track between current stop position and the end of station track of forward station has not been
occupied and without turnouts (grade crossing).
1.3.4
1.3.4 Step 4: Telephone block shall be adopted for organizing operation only after route of fault section
has been prepared and all trains have been arrived to the station track.
1.4
1.4.1
1.4.1 Two stations and two sections form one telephone block section, one telephone block section
should allow only one train occupying the track, and oral directions of traffic controllers should act as
the running token.
1.4.2
1.4.2 Servicing and Maintenance Center shall be responsible for the manual preparation of the route.
Staffs of manual preparation of the route shall immediately report to the traffic controllers upon arrival of
the designated position, then manually prepare the route as per the directions of traffic controllers. After
the route was prepared and all staffs evacuated to the safe area, immediately report to the traffic
controllers.
1.4.3
1.4.3 When there are grade crossings within the telephone block section, traffic controllers should

confirm the crossing protection is complete then direct the driver to move the train.
1.4.4
1.4.4 Only one train should be operated within the telephone block section, and traffic controllers should
organize train moving in a certain order as per the stop positions of trains.
2.1
2.1 In the case that one interlocking area fails for interlocking, apply telephone block to organize
operation; when common segment of south-north track and east-west track or two and more
interlocking areas fail for interlocking, stop train operation in the fault influenced area, and conduct part
route operation in other areas.
2.2
2.2 When applying telephone block operations, use train reversing principle.
2.2.1 Principle of east-west track reversing: when EW1 station failed for interlocking, generally adopt
upstream reversing track for reversing operation; when EW22 station failed for interlocking, generally
adopt downstream track for reversing operation.
2.2.2 Principle of north-south track reversing: when NS6 station failed for interlocking, generally adopt
upstream reversing track for reversing operation; when NS27 station failed for interlocking, generally
adopt downstream track for reversing operation.
3.1
3.1 Rush repair in operation period shall be conducted in the premise of reducing the influence of
normal operation as much as possible.
3.2
3.2 Staffs shall make application to the traffic controllers and bring out definite time of rush repair for the
approval prior to carrying out rush repair.
3.3
3.3 Train moving is strictly prohibited within fault area during the process of rush repair. After the rush
repair is complete, confirm equipment is in good working status prior to organize train operation.
