B. Political Subdivision
C. Population
As of 2007, the total population of the barangay reached 5,780. This is higher by 15.84%
than that recorded in 2000. Total number of households reached 1,222 posting an average
household size of 5 or 5 members per household. The proportion of male population was a
little higher of 50.9 percent. The barangay is composed mostly of young population with
12.3 percent are below five years old, 14.7 percent are between six to 12 years old, and 9.4
percent between 13-16 years old. Only 40.2 percent of the total population is part of the
labor force which indicated a high dependency ratio.
D. Education
The barangay has one complete public elementary schools and one private elementary
school. . There is complete secondary school in the barangay. Most of the students pursue
their high school education in the barangay including its neighboring barangays.
Tertiary education is also available in the barangay, the Northern Bukidnon Community
college, owned and operated by the Local Government Unit. NBCC offers only 2 courses
since it is still new. However, with the proximity of the barangay to the regional center,
Cagayan de Oro City, college education is easily accessible. Most of the students commute
daily as jeepneys and buses are always available.
It is noted that inspite of the availability of free public elementary education, there is a
considerable number of the children between 6-12 years old who are not attending school.
In 2007, 145 children with ages six to 12 years old are not attending elementary school. A
cross tabulation of the data reveals that this number comprises 17 percent of the total
population (852) within this age bracket. Distance is cited as one of the reasons that hamper
accessibility especially for children living outside the barangay proper where the school is
located. The male children are mostly those not attending school. This calls for massive
advocacy among parents on the importance of sending their children to school.
The situation worsened at the secondary level, where the same numbers of children with
ages 13-16 years old or about 26.7 percent to total population are not attending high school.
Most of these are males at 51.7 percent. This can be attributed to most male children
helping their families earn income particularly assisting their parents in farm work and other
menial jobs to augment family income.
On the overall, about 21 percent of the age bracket 6-16 years old is not attending school.
Factors such as poor accessibility and affordability are the major reasons that need to be
addressed in the plan period.
In 2007, there is one incidence of children 0-5 years old who died. There was also a similar
incidence among the mothers in terms of death due to pregnancy related diseases.
However, there were 13 malnourished children 0-5 years old or 2.1 percent to the total
population of this age bracket.
Access to safe water is relatively higher compared to other barangays of Manolo Fortich. A
total of 83 households do not have access to safe water or 6.8 percent to total households.
Likewise, about 47 households do not have access to sanitary toilet facility.
F. Housing
In terms of housing, there were 47 households living in makeshift housing, which is 3.8
percent of the total households in the barangay. Moreover, 39 households are squatters or
3.2 percent to the total number of households in the barangay.
The barangay is proud that it has no incidence of reported crime in 2007. The vigilant
citizenry, as well as the strong leadership of barangay officials and workers is a clear
manifestation of its strong advocacy on crime prevention.
The poverty situation of the province deserves serious concern in the plan period. In 2007,
there are 497 HHs that have income below the poverty threshold of P3,000/month. This is
about 40.7 percent to the total households or an estimated 2,572 population living below
poverty incidence. In terms of food incidence, the magnitude is 28.5 percent affecting 348
families or 1,811 in terms of population. There are 7 households which experienced food
shortage or almost 0.6 percent to total households affecting 50 individuals. The high
magnitude of poverty can be attributed to considerable number of working age population
who are unemployed (708), which is 30.5 percent to the total members of the labor force.
I. Agriculture
The major crops in the barangay are corn, rice and cassava.. Corn and rice are harvested
twice a year, while cassava is harvested only once a year. Most of the areas in the
barangay are planted to pineapple by Del Monte Philippines, Incorporated. The residents
also raise livestock and poultry on a backyard scale.
In 2007, total barangay revenue generated from various sources totaled PhP 1,986,943.13
higher by 6 % than that in 2006. The distribution of revenue by source indicates that the
LGU remains largely dependent on the internal revenue allotment (IRA), which accounts for
98% of total revenues in 2007. The IRA registered a minimal growth of 13.2 % between
2006 and 2007.
The remaining revenues are from share from RPT collections, business taxes and licenses,
operating and service income, interest earned , grants, aids and subsidies and
miscellaneous income. The three-year average of barangay income is PhP 1,863,447.83.
Meanwhile, total expenditures in 2007 were PhP 2,379,065.22 Maintenance and Other
Operating Expenses accounted for 45 % of the total, or PhP 1,065,539.22 Personal
Services accounted for remaining 55%, or PhP 1,313,526.00. Total expenditure increased
by 35% between 2006 and 2007. There had been no capital outlay since 2005.
Expenses
Capital Outlay
Total 1,648,536.90 1,757,429.28 2,379,065.22 1,928,343.80
The comparison of revenues and expenditures reveals that the barangay has been on
deficit spending in 2007.
I. Vision
The vision of Tankulan is anchored on the desired transformation of the barangay into a
progressive community with the people inhabiting the place as God-fearing and peace-
loving, industrious and united.
Considering the strategic location of the barangay as the poblacion or seat of the barangay
operations the place is envisioned to become highly developed and productive. This means
that it shall position itself to provide the complementary and supplementary goods and
services to the other areas of the municipality and other remote far-flung places of the
barangay. Thus, with its rich resources along agriculture, the communities should be
empowered and possessed the necessary skills and knowledge to tap and fully develop the
existing resources and potentials. The nearby areas and even Cagayan de Oro City serves
as the captive market whatever products and goods produced in the area.
As to its citizenry, foremost in its vision is for all the people of the barangay to be God-loving
as the foundation of all other virtues and values such as integrity, discipline and industry.
This will also result into peaceful communities if the people value the importance of peace as
a precondition to development. Moreover, education will play a vital role in making the
people more equipped with the necessary skills to become productive citizens and break the
cycle of poverty. Hence, barangay constituents that are educated, environment-friendly and
healthy imbued with good moral values are the critical factors and conditions in transforming
the place into a progressive community. Strong leadership with wholehearted support from
its constituents ensures good governance which will propel the sustainable development in
the area.
