Sealed Expression of Interest (EOI), in conformity with the following respective detailed tender call
notice (DTCN), in two-bid system, are invited from intending eligible consultants, for execution of the
Under-mentioned consultancy work, so as to reach the Executive Officer, Puri Municipality, through
Registered post / speed post, only (Not through courier service) on or before 21.02.2007 by 5.00 P.M

The Bid documents (DTCN) are to be down-loaded from the websites


www.orissa.gov.in, www.tenders.gov.in &www.puri.nic.in.

The technical bid of the two-bid tenders will be opened, at 11 A.M on DT. 22.02.2007, in presence of
Bidders or their authorized representatives, who may be present at the time of opening of the Bids. Puri Municipality will no
way be responsible for any delay in receipt of the Bid document. The date of opening of financial bid
will be informed to the eligible bidders later on. The Financial Bids of those, who have qualified in
Technical Bids shall be opened in presence of bidders or available authorised representatives of those
bidders, at a specified time, to be communicated through E-Mail / Fax (within approx. 30 days) from
opening of Technical Bid.

GENERALCONDITIONS OF THE CONTRACT
Eligibility Criteria :
i) Must have been registered with the competent authority of Central Excise & Customs,
GOI for service Tax.
ii) Must have been registered with of the Regional Provident Commissioner, (RPFC) for EPF.
iii) Must have a VAT (Value Added Tax) clearance (Form No-612) certificate or Sales Tax
clearance certificate.
iv) Must have Income Tax clearance / PAN.
v) Must be a consulting firm / Consortium / Organisation / Public limited Company / Govt. Road &
Drain Work Undertaking with similar type of consultancy work experience, in road & drain work
having at least a minimum turnover of 1.00 (one) Crore, during each of last three years.
vi) Must have credentials to ensure clearance of similar type of consulting projects (DPRs)
from any of the Funding agencies like World Bank / DFID / JBIC / Any Ministries of Govt.
of India/ State Govt.

Submission and opening of Tender:

2. The bid-document enveloping the sealed technical and sealed financial bid, should
reach to the Executive Officer,Puri Municipality through Registered post / Speed post only
(not through courier), on or before 21.02.2007 by 5.00 P.M. The bid shall be duly posted
by the bidder, in a sealed cover super-scribing Bid for Preparation of DPR on Road & Drain
Work in Puri Municipality area under JNNURM preferably in the RED INK. The envelopes
containing the Technical Bid & Financial Bid should also be super-scribed accordingly
3. The technical bid shall be accompanied with the following requisites, failing which, the bid
shall be liable for out right rejection.
(i) Earnest money, as prescribed in the notice inviting EOI in shape of Bank Draft/Bankers
Cheque, from any Nationalized Bank, or NSC / KVP / Postal Savings Pass Book duly pledged
in favour of Executive Officer, Puri Municipality payable, at Puri.
(ii) The Cost of Non-Refundable Tender Cost, separately as indicated in notice inviting EOI, in

4. The pre-bid conferencing, can be done with Executive Officer , either at his office of the Puri
Municipality or over telephone in his Mobile No.09437028122 during working days, between 3.00 P.M to 5.00 P.M
from 05.02.2007 to 21.02.2007
5. (a) The last date of receipt of bid document through Registered / speed post (Not through
courier) is on or before 21.02.2007 by 5.00 P.M, and the technical bid only, will be opened
on dt. 22.02.2007 at 11.00 a.m.
(b) The Financial bid of the eligible bidders shall be opened, in presence of the bidders or their
representatives, with prior intimation through Fax/E-Mail, at least 15 days before the
scheduled day of opening.
6. The rate shall have to be quoted in both words and figures. In case of variation of rates between
words and figures, the rate quoted in word shall be deemed to be the properly quoted rate, for consideration.
7. Scoring, overwriting, Interpolating, Cutting should preferably be avoided by the tenderers to avoid
complications. The authority shall take no responsibility; in the matter of complications arise out of scoring,
over writing or interpolating for the tenders should be legible and the decision of the authority is final.
8. The financial Bid should only contain Bid Document.
9. The agency may be asked to make a presentation on preparation of DPR, during the selection process.
10. On acceptance of valid tender by the Puri Municipality, intimation will be given by registered post & E_mail to
the Tenderer for the deposit of balance amount , as Initial Security Deposit (ISD) in shape of Bank Draft only,
before the execution of agreement such that the total amount including the EMD & deposited earlier with the Bid
document shall be equal to 2% (two percent) of the accepted bid value or else the no deposit of such ISD
shall entitle for forfeiture of Earnest money deposited. Such security deposit shall be released after the
acceptance of the DPR by the funding agencies (i.e by the time 90% of the agreement value would have been
released )
11. The successful tenderer who executes a valid agreement with the Puri Municipality, shall be treated as
consultant and shall abide by the terms and conditions of the agreement, as prescribed from time to time.
12. The work will be completed in all respect within the stipulated period of completion as mentioned in the
Notice Inviting Tender from the date of commencement of the work, will be reflected in the Work Order,
when issued by or on behalf of the Executive Officer, Puri Municipality, Puri.
13. The application for extension of time will be considered, in case of delay in completion of work subject to
valid reasons and timely intimation, as stipulated in the agreement, which is made with the successful tenderer.
Mere medical ground for delay in execution of work shall not be ordinarily entertained & liable for imposition of
penalty. The penalty will vary from1% to 10% of total fees, along with or without the forfeiture of the security
deposit; as to be decided by the Executive Officer, Puri Municipality.
14. The Bid Document forms a part of the agreement and each page of the Bid Document is to be signed by the
tenderer, as a token of acceptance of the terms and conditions of the Bid Document, as enclosed to the tender
paper.
15. As per G O I notification, the works of survey, design and consultancy are covered under Service Tax. Each
tender should, invariably be accompanied with the attested Xerox copy of the valid Service Tax registration
Certificate issued from competent authority of Central Excise and Customs, or else, it is liable for rejection.
16. The Consultant will visit the work site during the period of execution, whenever required by Puri
Municipality.No extra payment will be made for such visit.
17. The authority reserves the right to reject any or all the tenders without assigning any reason
thereof.
18. In case of any legal dispute, the matter shall be dealt within the jurisdiction of Honble High
Court of Orissa.

TECHNICAL SPECIFICATION AND SCOPE OF WORK
Preparation of Detailed Project Report on Road and Drain Works in Puri Municipality area under JNNURM,

Scope of Work:

a. Identification of exact road & drain segment are to be taken up for intervention.
About 300 km of Road along with shoulder drain are required to be identified for intervention, under
JNNURM, which shall be in conformity with the CDP and in a consultative mode/ interaction with ward
councilors, local residents, Municipal officials and other Govt. and private public stakeholders. Survey by GPS
for all such intervention segments, are to be done covering required area of assessment, for alternate
options, including Traffic survey.
b. Technical feasibility of the segments, indicating nature of intervention.
This should cover analysis of alternate options and selection of most technically feasible and commercially
viable option. An analysis of options would involve delineation of different options and a simulation analysis,
based on life cycle costs for implementation. Life cycle costing shall be an integrated cost duly
considering environmental, social, legal and regulatory costs that would be associated with a project.
This will enable selection of the most suitable option.
c. Financial Viability, indicating funds required for implementation.
The analysis for financial viability and sustainability shall be undertaken with regard to meeting funding
requirements. Financial analysis should be undertaken to structure the project and evolve the optimum financial
plan. It should include an assessment of revenues and costs associated with the project to demonstrate the
sustainability of the project, cash flows over the planning horizon. Care shall be taken while evolving the
balanced financial structure that would meet the socio-political acceptability as well as demonstrate leveraging of
JNNURM assistance. Project justification and potential benefits is to be documented with a cost
benefit analysis
d. Risk assessment and measures for mitigation.
The financial plan should also include an assessment of risks associated with every identified
project and the proposed risk management framework for mitigating them.

Indicative Plan of Implementation


Deliverable:
Pre-Feasibility report containing the above Projects as identified for intervention shall be delivered in
5 hard copes and with at least two power point presentation before the appropriate authority.

Scope of Work:
Based on the Pre-feasibility report, the consultant is to prepare Detailed Project Reports (DPRs) for
the works to be taken up is to be deliverable within 2 months from acceptance of pre-feasibility
report.
a. Technical Assessment
Physical survey and data collection to include:
a. Technical data- Extent of spread-over area, details of occupants vis--vis their occupation area.
b. Existing conditions and problems
c. Up gradation requirements as per demand of stakeholders (local residents, Councillor, etc.)
d. Exploration of the possibility of execution in PPP mode.
e. Any other data as may be relevant for planning
- The consultant will collect all the necessary data for traffic impact analysis i.e. movement of
Traffic during a full week except festivals or holidays other than Saturday/ Sunday. These
voluminous data, should include traffic movement in a day and per hour and in 15-minutes
intervals. To conduct detailed traffic impact analysis, both planning and operational processes are
included.
- The consultant shall conduct, in-depth highway capacity analyses, so as to determine the
required lanes, along different segments of the proposed corridor for improvement.

Signature of bidder
- The analysis should also consider both current and major generators and where the project
developments are likely to occur.
- Such analysis should be prepared for the designed year which is generally the year of the
completion of works.
- The consultant should also consider the benefit/ cost analysis of proposing any major
infrastructure-intensive efforts.
- Advanced technology implementation such as planning, design and deployment of
Intelligent Transportation System (ITS) should be considered by consultant. .

b. Detailed Design, Cost estimate & Bill of quantities:


Specifications of PWD/MOST/MORTH approved by the competent authority of Puri Municipality shall be
adopted, and the estimates are to be prepared based on current Schedule of Rates of OPWD in corporating
of all charges / modification, as & when required by the authorities without any extra cost.
c. Other:
The agency should also carry out necessary studies to ensure Environmental
compatibility, Social and Political acceptability, Legal and Regulatory feasibility
and document them, in the DPR under
Socio-economic impact assessment
Environmental impact and environmental management plan
Legal and regulatory implications
Deliverable:
The detailed study undertaken as above is to be documented in the form of a Detailed Project Report
accompanied by other documents shall be deliverable.
1. Draft DPR copy to be delivered within the completion of the contract period. Within 2 months from
acceptance of pre-feasibility report from Puri Municipality along with power point presentation
before the Council & any other authorities. 2Copies

2. Draft DPR of each phase after approval by the Puri Municipality , so as to be 5 Copies.
Submitted to the funding agency (JNNURM) to be delivered
within 10 days from the letter of intimation from Puri Municipality along
with Power Point Presentation before any Authority in India at
their designated places.
3. Final DPR, after incorporation of any observations made by 15 Copies
the technical approval / appraisal authority on behalf
of the funding authority ( such as JNNURM, GOI)
to be deliverable within 15 days from the letter of
intimation from Puri Municipality.

Payment Schedule:

On submission of Pre-feasibility assessment for the entire scope of work : 10%


On submission of Draft DPR up to the funding authority 50%
On acceptance of DPR by the funding agency : 30%
On completion of the Project or 3 years from the submission of : 10%
the Final DPR, whichever is earlier.
