Dear Director Lago:

We write in regard to the commitment of the Department of City Planning (DCP) to ensure the
Two Bridges Large Scale Development Teams engage in a more robust community process to
allow greater community input. While we are disappointed the Development Teams have not
agreed to delay the scoping hearing for the Two Bridges Environmental Impact Statement (EIS),
as requested in a letter from our offices dated March 15, 2017, we expect DCP to continue its
commitment to the community and the elected offices.

We believe equal language access is essential to this process, considering the ethnic and cultural
diversity of the Two Bridges neighborhood. Therefore, in order to ensure the community has
better access to the scoping materials, we respectfully request that DCP provide one (1) hard
copy of the Scoping Notice, Environmental Assessment Statement (EAS), and the Draft of Scope
of Work (DSOW) in English, Spanish and Chinese languages for each building within the Two
Bridges Large-Scale Residential Development. Because of this equity issue, we also request the
scoping hearing be pushed to 45 days after the materials are available in all three (3) of these
languages. We would also appreciate a hard copy of the same materials to be made available to
any constituents who wish to access it at our offices as well.
