INTRODUCTION

The School District of Grafton Emergency Procedures Handbook


has categorized the most probable crisis situations school district
personnel may encounter in the course of their professional duties.
No handbook can neatly define all emergency situations, so
principals, teachers, and support staff must use careful judgment in
trying to avoid and prevent circumstances that could lead to an
emergency situation.

This booklets purpose is to provide a quick guide for administrators


and staff when handling different types of crisis situations. Its intent
is not to replace the Emergency Procedures Handbook, but only to
provide a quick reference to the more immediate action steps set out
in that handbook.

These action steps are designed to give guidance to those having


responsibility for the safety of students, staff, and others using the
school facilities. This booklet should be in each teachers sub
folder, as well as near the telephone for easy and immediate
reference.

ACCIDENTS, ILLNESS OR INJURY


Medical Care Guidelines
Remain calm and maintain order
Protect yourself, use universal precautions; always avoid direct contact with
bodily fluids, wash hands, report exposure to supervisor quickly
Dont move an injured person unless area is unsafe
Provide or have trained person provide first aid
Head injuries should always be assessed by the nurse and reported to parents

Minor Accidents & Injuries


Choose the most appropriate action
Send person to health room and provide first aid, if necessary
Notify the parent(s) or guardian(s), as appropriate
Call main office to alert of situation
Accompany to main office, or send with adult or responsible student
Complete appropriate incident report

Non-School or Off-Campus
Provide first aid
Notify parent(s)/family
Make sure person is returned to parent(s)/family

Serious or Life-Threatening
Emergency Medical Situation
Check scene for safety
Check person, Are you OK?
No response or potentially life-threatening, call 9-911; designate someone to
meet emergency personnel at entrance
Provide first aid or CPR, as necessary
Notify the parent(s) or guardian(s), as appropriate
When possible, have a staff member accompany the injured person if he/she
is transported to the hospital
Notify the superintendents office (376-5407)
Fill out the Accident, Exposure and Injury Report (online or building office)
and make copy for the EMTs

ALLERGIC REACTIONS

Action Steps:

If the allergic reaction seems life-threatening, call 9-911; send


someone to the entrance to meet emergency medical personnel.

If the allergic reaction does not seem life-threatening and the par-
ent cannot be reached, call 9-911.

Consult the emergency information for medical information.

If the person has an allergic reaction kit, use it following the


health care plan.

Keep the person as awake and alert as possible.

Monitor the need to provide basic first aid/CPR.

Notify the parent, guardian, spouse or emergency contact.

If the designated emergency contact cannot be reached, call the


doctor listed on the emergency form.

If the person needs to be transported to a hospital, when possible,


designate a staff member to accompany him/her.

Notify the superintendents office (376-5407) if the allergic


reaction requires emergency medical assistance.

Fill out Accident, Exposure, and/or Injury Report (online or


building office).

ARMED OR OTHER INTRUDER

Action Steps:
Report any suspicious individual or activity to the building
office immediately.

The building administrator or designees will observe the


intruder. If the person seems calm and under control, the
administrator will attempt to talk to the person to ask for
identification and determine why he/she is in the building.

Call 9-911 if there is evidence or suspicion of a weapon or the


intruder seems agitated or out of control.

Order a LOCKDOWN if there is evidence of a weapon.

Monitor the individuals whereabouts and activities, as much as


possible, until police arrive.

Notify the superintendents office at 376-5407 or 262-227-0530


(cell), or if a request to leave is not followed, notify office and
request a LOCKDOWN.

BLOOD BORNE PATHOGEN EXPOSURE
Definition
An exposure incident is defined as, Contact with blood or other
potentially infectious materials on an employees non-intact skin,
eyes, mouth, or other mucous membrane or by piercing the skin or
mucous membrane through such events as needle sticks.

Action Steps Employee


Report the incident to a supervisor immediately.
Obtain and complete the necessary papers for medical treatment:
-Copy of the Blood Borne Pathogen Exposure Report
-Hepatitis B Vaccination /Declination Form
-Determination of Exposure to Blood/Body Fluids Form
Report to clinic or doctor within 24 hours of the exposure
incident.

Action Steps Administrator


Make three copies of the Blood Borne Pathogen Exposure report.
Return original to the employee.
Direct employee to go to a clinic or doctor within 24 hours.
Provide the employee with the following forms:
-Copy of the Blood Borne Pathogen Exposure Report
-Hepatitis B Vaccination/Declination Form
-Determination of Exposure to Blood/Body Fluids Form
Report the incident and send copies of the Blood Borne Pathogen
report to:
Human Resources Department, District Office, 376-5412

BOMB THREAT
Action Steps: Person Receiving the Call / Discovering Threat
Phone Threats
Keep the caller on the line as long as possible. Listen carefully
and note any background noise.
Use the Bomb Threat Form to record all information. (Emergency
section of Staff Forms, online).
Notify the building administrator immediately.

Discovering a Threat
If you have a phone with you, take a picture of the threat.
Notify the building administrator immediately.
Do not leave threat unattended, so it is not compromised.

Action Steps: Administrator


Contact School Police Liaison, 414-640-4720 or call 9-911
In consultation with police determine whether or not to evacuate the
building. The safety of students and staff should be the primary
concern. A decision to evacuate or close the school must be made in
consultation with the district office.
The superintendent or designee will contact all building administrators
when a bomb threat occurs.
If there is a decision to evacuate, move to assigned emergency site.
Notify nearby facilities.
Have staff members look around for anything unusual or out of place
and report it immediately. Do not touch or remove any suspicious
package or item; notify police immediately.
Communicate with students and parents. Possible vehicles include
classroom announcements, e-mail to parents, letters home, etc. Consult
with the superintendent, 376-5407 or 227-0530 (cell).
Submit a written report of the incident to the superintendent.

CHEMICALS OR HAZARDOUS MATERIALS
Action Steps
Provide first aid as necessary.
Call 9-911 if necessary, either because of injury or for assistance in clean-up.
Notify the building maintenance personnel, Director of Facilities, and the
Superintendent or designee.
Notify parents/spouse/emergency contacts of any affected student or staff member.
Depending on potential for chemical reaction, or physical distress from vapors,
evacuate the area.
If the spilled material is flammable turn off all heat sources.
Eye Contact/Inhalation of Chemicals
Flush eye with water for at least 15 minutes.
Call the Poison Control Center, 9-1-800-222-1222
Locate the Material Safety Data Sheet (MSDS) for the particular chemical and treat
victim according to the recommendations noted.
Ingestion of Chemicals
Call the Poison Control Center, 9-1-800-222-1222
Attempt to learn what chemicals were ingested and share that information with
medical personnel.
Locate the Material Safety Data Sheet (MSDS) for the particular chemical and treat
victim according to the recommendations noted.
Chemicals Spilled on Body
Remove all contaminated clothing immediately.
Flood the affected body area with cold water for at least 15 minutes; repeat if pain
returns.
Call the Poison Control Center, 9-1-800-222-1222
Attempt to learn what chemicals were ingested and share that information with
medical personnel.
Locate the Material Safety Data Sheet (MSDS) for the particular chemical and treat
victim according to the recommendations noted.
Wash off chemicals by using a mild detergent or soap and water. DO NOT USE
neutralizing chemicals, unguents or salves.
Chemicals on the Skin
Immediately flush with cold water.
Remove any jewelry in the affected area.
Locate the Material Safety Data Sheet (MSDS) for the particular chemical and treat
victim according to the recommendations noted.
If a delayed physical reaction is noted, seek medical attention immediately. Share
information about chemicals with medical personnel.

EVACUATE, LOCKDOWN & HOLD PROCEDURES

Definition:
Three situations may arise that necessitate staff action. All will be
initiated by the Public Announcement (PA) system. In cases where
the PA is inoperable, a bullhorn or voice command will be issued.

Action Steps:
Staff will be directed to do one of the following:

EVACUATE
If an incident occurs that requires an evacuation of the building, an
announcement (PA, bullhorn, voice) will be made by a person in
authority, (i.e. administrator, police officer, teacher in charge,
administrative assistant) to EVACUATE the building. Staff members
must escort students with all deliberate speed to the outside of the
building using the designated fire route. Staff members must be aware
of the possibility of varying the evacuation route due to unforeseen
dangers. Each school has an established evacuation location.

LOCKDOWN
An announcement (PA, bullhorn, voice) will be made to LOCK-
DOWN the building. Staff members should close and lock their
doors, turn off lights and close blinds. Students should be moved out
of view of the door and windows. Students may be released only
upon personal direction of administrator, police officer, teacher in
charge or an administrative assistant.

HOLD
If a HOLD is called, (i.e. medical emergency or other situation where
students need to be held where they currently are), staff will keep
students in their classrooms until they are released by PA or other
means.

FIRE OR EXPLOSION
Action Steps:
Activate fire alarm. Initiate fire drill procedures.

Call 9-911

Notify:
-Director of Facilities, 376-5716 or 262-208-6361 (cell)
-Superintendent: 376-5407 or 262-227-0530 (cell)

Remind staff to close all windows/doors and shut off lights. Take
sub folder, attendance, and emergency contact information with
you.
Account for all students & re-assemble students at least 100 feet
from the building.

Report missing or injured students to school officials.

If appropriate, based on the seriousness of the fire, have the


custodian shut off all gas and electric lines.

Make decision, in consultation with fire officials and Superinten-


dent or designee, regarding:
-Wait on site
-Evacuate to another site

Anticipate the media will be present. The superintendent or


designee will be the source of information.

Return to classroom when directed by ALL CLEAR


announcement or signal.

Once the situation is settled, send email to parents.

GAS LEAK
Definition:

Natural gas leaks are often detected by an odor in the building.
Natural gas rises and will often be outside a building, where the
gas lines are often located. When mixed with Mercapton, natural
gas has an odor; the gas goes up and the odor goes down. If the
odor of natural gas is detected in or near the building, follow the
steps indicated.

Action Steps:
Evacuate the building, following the evacuation plan.

Call 9-911.

Notify:
-Director of Facilities: 376-5716 or 262-208-6361 (cell)

-WE Energies (Gas): 1-800-261-5325

If appropriate, have the custodian shut the gas off.

Make a decision, in consultation with fire officials and


Superintendent or designee, regarding:
-Hold
-Evacuate
-Close school

Anticipate that the media will be present. The Superintendent


or designee will be the source of information.

Once the situation is under control, send an email to parents.

MISSING CHILD
Action Steps:
Call 9-911

Be able to document where and when the child was last seen,
whom the child was with at the time, what the child was
wearing, etc. Provide school picture, if available.

Check the building and grounds carefully.

Check student file to determine legal custody arrangements.

Notify the parent(s) or guardian(s).

Notify the Superintendent, 376-5407 or 227-0530 (cell).

Once settled, e-mail parents.

POISONING/DRUG OVERDOSE

Action Steps:

Call 9-911

Call the Poison Control Center: 1-800-222-1222. Identify


poisonous substance so center can provide guidance in
treating immediately.

Administer first aid as advised by Poison Control Center.

Notify:
-Students parent or guardian or employees emergency
contact
-Superintendent: 376-5407 or 262-227-0530 (cell) and
building principal
-School Police Liaison, 414-640-4720 or police
department, 375-5320

If a student or employee must be transported to a hospital,


assign a staff member, if available, to accompany to act as
liaison and relay progress reports.

POWER OUTAGE

Action Steps:
Notify:
-Director of Facilities, 376-5716 or 208-6361
-WE Energies (24-Hour Hotline), 9-1-800-662-4797
-Superintendent, 376-5407 or 227-0530 (cell)

Restrict student movement, based on natural lighting and the


availability of emergency back-up lighting and flashlights.
When necessary, move students to lit areas.

Consult with district office regarding possibility of canceling


classes. The decision to cancel can be made only with the
approval of the Superintendent or designee and will be based
on:

-The building site


-Projected length of outage
-Weather conditions
-Ability to notify parents and provide for student safety

If outage is likely to continue through the noon hour, notify the


food services department: 376-5405. In consultation with food
services and district office, consider alternatives for hot lunch, if
necessary.

STUDENT DEMONSTRATION / UNREST

Action Steps: Employee


Notify administration immediately of any rumors regarding a
student demonstration, walkout, etc.
Listen carefully to assess the seriousness of the situation.
If a disruption occurs, keep students in classroom. Available
teachers report immediately to the school office to see what
assistance is needed.

Action Steps Administrator


Immediately investigate any rumors regarding a student
demonstration or a walkout. Advise students of the
consequences of such actions.
Notify the superintendent or designee at 376-5407 or
262-227-0530 (cell) of the potential for such an incident.
Also advise other principals, since such actions often spread to
other sites.
In the event that a demonstration, walkout, etc. does occur:

-Have all students and teachers remain in their classrooms.


-Have all available staff members report to the school
office.
-Determine if police assistance may be needed. If there is
imminent danger, call 9-911. If there is no imminent
danger, call 262-375-5320 to advise police of what is
occurring and request standby units.
-Notify the superintendent or designee at 376-5407 or
262-227-0530 (cell).
-Initiate a HOLD procedure.

Announcements, email to parents, letters home, etc. Consult


with the Superintendent, 376-5407 or 262-227-0530 (cell),
Submit a written report of the incident to the Superintendent.

TORNADO / SEVERE WEATHER

Action Steps:
Check weather websites.

Evacuate to predetermined area following posted tornado


routes when advised:

-Dont forget groups that may be outside


-Each teacher should take emergency information
-Have emergency and first aid kits available
-Assume severe weather drill positions until ALL
CLEAR is given
-Take cell phones/walkie-talkies
-Notify district office, 376-5400
-Office staff take emergency information

After the ALL CLEAR is given:


-Return to classrooms, if undamaged by storm
-Move to alternate sites, if ready
-Assess any injuries or property damage
-Contact parents, as necessary
-Notify district office of situation, 376-5400
-Email parents

WATER SUPPLY FAILURE

Action Steps:
Notify:

Consider alternate to hot lunch, if necessary.
