SCHEME OF TESTING AND INSPECTION


FOR CERTIFICATION OF
HOT ROLLED CARBON STEEL SHEETS AND STRIPS
ACCORDING TO IS 1079:1994
(Including Amendment No.1)

1. LABORATORY A laboratory shall be maintained which shall be suitably


equipped and staffed, where the tests shall be carried out in accordance with the methods
given in the specification.

1.1 All the testing apparatus shall be periodically checked and records of such checks
shall be maintained.

2. TEST RECORDS - All records of tests and analysis shall be kept in suitable
forms approved by the Bureau.

NOTE : The existing forms etc., as being maintained by the manufacturers may be
retained. These forms, however, shall contain all the information required for operating
this Scheme of Testing and Inspection.

2.1 Copies of any records or charts that may be required by BIS shall be made
available at any time on request.

2.2 QUALITY CONTROL It is recommended that, as far as possible, Statistical


Quality Control (SQC) methods may be used for controlling the quality of the product
during production as envisaged in this scheme [See IS 397(Part I):1972, IS 397(Part
2):1985 and IS 397(Part 3):1980] to control the quality during production.

2.3 In addition efforts should be made to gradually introduce the Quality


Management System in accordance with Quality System models as per IS/ISO 9000
series of standards as appropriate to the activities or organization.

3. STANDARD MARK The Standard Mark, as given in Column (1) of


the first schedule of the licence, is specified for hot rolled carbon steel sheets and strips
specified in IS 1079:1994. The grade designation shall be mentioned in the Test
Certificate (See Annexure 1).

3.1 TEST CERTIFICATE - For each consignment of BIS Certified material


conforming to IS 1079:1994, there shall be a test certificate which shall contain the
Standard Mark, the cast number, coil number, grade designations and the corresponding
test results (as given in Annex I) depending upon the supply condition (See Clause 4 of
Specification).

3.2 MARKING

3.2.1 Each bundle or package of sheets shall be marked legibly and indelibly as
follows:

a) The top sheet of every packet shall be marked with the cast number, coil number,
size, specification and grade designation and mass.

b) Each packet of sheets, in addition, shall bear a metallic tag having the above
marking along with the manufacturers name or trade mark.

3.2.2 Each coil shall be legibly marked with the cast number, coil no, size,
specification, grade designation and mass. In addition, it shall bear a metallic tag having
the above marking along with the manufacturers name or trade mark.

3.2.3 The mass of the bundle or coil shall not exceed 12.5 tonnes.

3.2.4 The bundles/coils may also be suitably painted with colour in accordance with IS
2049:1978. Colour code for the identification of wrought steels for general engineering
purposes.

4 METHOD OF MANUFACTURE - Steel sheets and strips conforming to IS


1079:1994 shall be hot rolled from tested quality steel slabs having Chemistry as per IS
1079:1994.

4.1 The steel shall be supplied in rimmed, semi-killed or killed condition as agreed to
between the purchaser and manufacturer. However, EDD grade shall be supplied in
killed condition only.

5.0 LEVELS OF CONTROL - Inspection and tests at various levels of control


specified in Table 1 shall be carried out on all quantities of steel intended to be covered
under this Scheme and appropriate records and charts maintained in accordance with para
2 above. All the production which conforms to the Indian Standard and covered by this
licence shall be marked with BIS Standard Mark. Records and charts shall be maintained
in accordance with paragraph 2.

5.1 On the basis of tests and inspection results, decision regarding conformity or
otherwise of lots of steel to be requirements of the specification shall be taken as
indicated below:

5.1.1 CONTROL UNIT - For the purpose of this scheme material produced
continuously from the same cast during one shift shall be considered as one control unit.

5.1.2 CHEMICAL COMPOSITION - Product analysis shall be carried out at the rate
of one for every cast and the permissible variation in the case of product analysis shall be
as laid down in Table 2 of IS 1079:1994.

5.1.3 FREDOM FROM DEFECTS - The finished material shall be free from harmful
defects which will affect the end use. Steel sheets supplied shall be free from coil breaks
and waviness in accordance with the purchasers requirements.

5.1.4 DIMENSIONS AND TOLERANCES - The dimensions of hot rolled sheets


and strips shall conform to the dimensions specified in IS 1730:1994. The tolerances on
length, width and mass of the steel sheets and strips shall conform to the limits specified
in IS 1852:1985. The tolerances on edge camber, flatness and out of square shall
conform to the limits specified in clause 13.3, 13.4 and 13.5 and Table 5 to 7 of IS
1079:1994.

5.1.5 TENSILE TEST - Periodic calibration shall be done on the tensile testing
machine. The frequency of such calibration should preferably be once in six months, and
in any case, not less than once in a year.

5.1.5.1 Test samples shall be selected as per clause 7 of IS 1079:1994. The test shall be
carried out in accordance with clause 7.2 & 7.3 of IS 1079:1994.

5.1.5.2 One tensile test shall be taken from each lot of 50 tonnes of material or a part
thereof from each cast. However, in case of material supplied after heat treatment, one
tensile test shall be conducted for each heat treatment batch or a lot of 50 tonnes
whichever is less.

5.1.5.3 Where sheet and strip of more than one thickness are rolled from the same cast,
one additional tensile test shall be made for each thickness of sheet and strip.

5.1.6 BEND TEST - The test samples shall be selected as per clause 8 of IS 1079:1994.
The test shall be carried out in accordance with clause 8.2 of IS 1079:1994.

5.1.6.1 One bend test shall be taken from each lot of 50 tonnes of material or a part
thereof from each cast. However, in case of material supplied after heat treatment, one
bend test shall be conducted for each heat treatment batch or a lot of 50 tonnes whichever
is less.

5.1.6.2 Where sheet and strip of more than one thickness are rolled from the same cast,
one additional bend test shall be made for each thickness of sheet and strip.

5.1.6.3 When material is supplied in coils, one bend test shall be conducted from either
end of the coil.

5.1.7 CUPPING TEST Cupping test as specified in IS 10175:1982 may be carried


out for sheets and strips of D, DD and EDD grades having thickness from 0.5 mm to 2.00
mm if agreed between the purchaser and the supplier. The cupping test values shall be as
agreed between the purchaser and supplier.

5.1.8 STRAIN AGEING TEST - The test shall be carried out where steel is supplied
with non-ageing properties/guarantee, with mutual agreement between the purchaser and
supplier. The test shall be carried out as per clause 10 of IS 1079:1994.

6 RETEST Should any one of the test pieces, first selected, fail to pass any of the
tests specified in the specification, two further samples shall be selected from the same
lot for testing in respect of each failure. Should the test pieces from both these additional
samples pass, the material represented by the test samples shall be deemed to comply
with the requirements of that particular test. Should the test pieces from either of these
additional samples fail, the material represented by the test samples shall be deemed as
not conforming to the specification.

7. SUPPLY OF MATERIAL - The material shall meet the requirements of clause


3 and 15 of the specification. Plates, sheets and strips may be supplied in any one or in
combination of the following conditions subject to mutual agreement between the
purchaser and the manufacturer.

a) Hot rolled, b) Annealed, c) Normalized, and d) Descaled.

7.1 Subject to prior agreement between the manufacturer and the purchaser, a suitable
protective treatment may be given to the material.

8.0 REJECTION Records shall be maintained for a reasonable time from which
information relating to the rejection of material on the basis of chemical composition or
any other characteristic which does not conform to IS 1079:1994 may be obtained. Such
rejected material shall not in any case be mixed up with that conforming to the
specification.

9.0 SAMPLES The licensee shall supply, free of cost, the samples required in
accordance with Regulations of the Bureau of Indian Standards from his factory or
godown. BIS shall pay for the samples taken by it from the open market.

10.0 REPLACEMENT Whenever a complaint is received soon after the goods with
Standard Mark have been purchased and used, and if there is adequate evidence that the
goods have not been misused, defective goods shall be replaced free of cost by the
licensee in case the complaint is proved to be genuine and the warranty period (where
applicable) has not expired. The final authority to judge conformity of the product to the
Indian Standard shall be with BIS.

11.0 SUSPENSION OF MARKING - The marking of the product shall be


suspended under intimation to BIS, if, at any time, there is some difficulty in maintaining
the conformity of the product to the specification, or the testing equipment goes out of
order, or if directed to do so by BIS for any reason. The marking may be resumed as
soon as the defects are removed or when BIS gives the permission to do so. The
information regarding resumption of marking shall also be sent to BIS.

12. PRODUCTION DATA - The licensee shall send to BIS as per the enclosed
proforma, a statement of the quantity produced, marked and exported by him and the
trade value thereof during the half-year ending 30 June and 31 December. This
Statement is required to be forwarded to BIS on or before the 31st day of July and January
for the preceding half-year.
