Background
CSFBisatechnologydevisedtoallowVoiceandSMSservicestotraveloverLTE(packetbasedallIP)networks,whichcannotnormallyhandlecircuit
switchedservices.So,whenaLTEdeviceisusedtoplaceavoicecallorsendSMS,thedevice"fallsback"tothe3Gor2Gnetworktocompletethecallorto
delivertheSMS.Duringsuchacallscenario,theUEchangesitsradioaccesstechnologyfromLTEtoa2G/3Gtechnologythatsupportscircuitswitched
services.Anewinterface(calledSGs)betweentheMMEandtheMSCisrequired.

TheSGsApplicationPart(SGsAP)protocolmessagesareusedontheSGsinterfacebetweentheMobilityManagementEntity(MME)intheEvolvedPacket
System(EPS)andtheVisitorLocationRegister(VLR),toallowlocationmanagementcoordinationandtorelaycertainmessagesrelatedtoGSMcircuit
switchedservicesovertheEPSsystem.ThebasisfortheinterworkingbetweenaVLRandanMMEistheexistenceofaSGsassociationbetweentheentities
perUE.TheSGsassociationisonlyapplicabletoUEswithCSFallbackcapabilityactivated.CSFBisaninterimsolutionforLTEoperatorsuntilwehavefull
supportforvoiceoverLTE.
