Report on
International Youth Forum Meeting

I. Introduction

1. As an integral part of part of the 2 nd World Culture Forum 2016 (WCF 2016) in
Bali, Indonesia, the International Youth Forum Meeting was held on 13 October
2016.

2. This meeting is expected to formulate action plan to mainstream culture in the


sustainable development. The participants were invited to contribute their ideas
and views in formulating the action plan based on their experience during their
stay in Bedulu, Panglipuran, Tenganan and Panglipuran village.

3. The meeting was chaired by Mr. Idam Bachtiar Setiadi (Steering Committee of
World Culture Forum 2016) and was attended by 173 international youth
participants.

II. Proceedings of the Forum

A. Remarks by Chairperson

4. Mr. Idham Bachtiar Setiadi welcomed all participants. Mr. Idham expressed
his hope that the action plan could be implemented by the youth.
Furthermore Mr. Idahm emphasized that the youth will be the leaders and
play important roles in few years from now in mainstreaming culture into
inclusive sustainable development.

5. Representative from each group presented their recommendations of action


that have been discussed during the stay.

Bedulu
Youth and the Problems of Socio-Economic Inequality

Encourage youth to promote the right to formal, informal, and vocational education
through voluntary work - involving all stakeholders within the next 3 years.
Foster a culture of equal opportunity in the family by supporting female
representation in youth organization with the next three years.
Collectivize youth from various cultures to form a community that discusses, filters
and promotes cultural aspects that affect socio-economic opportunities, through
Youth Networks, online and offline media, events, etc. in the next 3 years.

Panglipuran
Youth and New Modes of Belonging

Engage young people to utilize multiple modes of social media to increase
participation in key issues and drive change in economic, social, political, and
environmental policies by starting now.
Empower youth in the upcoming 2 years by giving them necessary entrepreneurial
skills through actual and/or digital platforms for youth to be able to solve local
problems innovatively using local resources in order to improve the economy.
Urge the voices of youth movement to be heard by establishing youth parliament
within 5 years with the support from the government around the world.

Tenganan
Activism: Deconstructing Youth as Threat

Initiate collaborative efforts between youth and NGOs within the next three years to
create a common understanding between youth and general public regarding
progressive change through the use of media as a space for equal opportunities in
contributing to social media.
Engage the youth to be actively involved in preserving both the existing culture and
nature to sustain each others existence in a more or less one year period.
Provide an open source platform for youth to be involved in preserving cultural
information for the next 2 years by inviting them to participate in citizen science and
by collecting cultural information in their own regions, such as dance and linguistic
festival.

Bongan
Youth and the New Engagement with the Public

Promoting youth engagements in addressing key public sector issues and finding
inclusive solutions by utilizing strategic and effective multimedia platforms including
social media, conventional media, info-graphic, international youth forum and any
youth-friendly platforms e.g. volunteerism, intercultural dialogues, social and
humanitarian activism, economy and entrepreneurship.
Increasing awareness of the importance of youths involvement and help them
discover various ways to contribute to the community and create positive change
according to their interests and areas of expertise e.g. inclusive education and/or
education equality, environment and climate change, as well as social and
humanitarian activism.
Enlist governments support to establish youth councils on the local and national
level, as a legal platform for the youths to be formally represented in the decision-
making process of any policies that affects societies.

6. The participants also pledged that Youth Action Plan could be declared in
the plenary meeting.

B. Comment and Remarks from Participants

7. Participant from Indonesia commented that the youth participants were not
really being engaged to the World Culture Forum itself. She suggested to
increase the youth participation to the discussion session, symposium etc,
so the youth can be more informed about the current issues and how to
address those issues.

8. Participant from Cyprus conveyed his appreciation of the event. He also


proposed that more attention should be given for disabled people and
people with special need. Further, the action plan should also talk about the
opportunity.

9. Participants from Japan emphasised the importance to engage all


stakeholders and also the youth engagement in international engagement
process.

10. Participants from Malaysia questioned the next step after the forum and how
to implement the action plan. Then he suggested that the action plan should
be brought to the government and be discussed on higher level.

11. Representative from stated that the forum that the forum is about
sustainability therefore the draft should be measurable and actionable.

12. Representative from Peru questioned the term of practicality of the draft. He
suggested that the outcome should emphasis on what, how, who and when.

13. Representative from The Philippines argued that the adult often see the
young people as the beneficiaries of the future. She stated that young
people actually are also shaping a sustainable future. Furthermore she
suggested that the action plan should include indicators to measure the
impact of the youths action.

14. Representative from Vietnam encouraged the youth to start the changes
from small thins in their daily life.

15. Representative from Singapore suggested that there should be another


forum to review the result of the implementation of the action plan.
