BRIEF NOTE ON HYDERABAD TRAFFIC POLICE

IMPORTANT INITIATIVES BY HYDERABAD TRAFFIC POLICE

1 CITIZEN FRIENDLY ENFORCEMENT.


With the view to change the Image of Hyderabad Traffic Police, citizen Friendly enforcement is
important. Many people in city still feel that traffic police will do Enforcement work mainly to citizens specially
with low earning people like Pushcart, auto drivers, cabdrivers and two wheeler. The Constitution demands that
all citizens, regardless of race, religion or national origin, receive the same legal protections.
2 FOCUS ON REGULATION THAN ENFORCEMENT.
Traffic Police is focusing mainly on traffic Enforcement not on Regulation. People still feels that the
money collected during the enforcement is the only revenue source to the State Government. Traffic
department is not revenue department. Traffic police main work is traffic regulation and to see that traffic
commuters do not have any problem with Traffic jams, and to reach their destinations safely. Enforcement work
is just to maintain that the traffic commuters maintain traffic laws and respect the rule.
3 PEAK HOURS REGULATIONS ONLY NO ENFORCMENT.
Hyderabad Traffic Police had started a new way to regulate traffic and to erase traffic jams. The
main reason for Traffic Jam is heavy traffic in Peak hours where many commuters go to offices and others
places. It is 09:00hrs to 11:30 hrs and 05:00hrs to 7:30hrs. During this time there would be zero enforcement
and only traffic regulation. All the officers and men will be in regulation only.
4 CAMERAS ON CRANES.
Traffic crane work is not only to lift or towing the vehicles, it will do more works like cutting the
trees which will fall suddenly on main roads and to remove un-authorized material which lay on roads that
cause the problems to commuters. And cameras will get the legal evidence to the cranes work where no parking
vehicles and other works like illegal occupying of roads by shop keepers and other push carts.
5 BODY WORN CAMERAS.
As a Part of Smart Policing and to improve the behavior of Police the Hyderabad Traffic Police
started an innovative idea of introducing a Body Worn Camera. This would facilitate socially desirable
behavior. A Police Officers have enormous powers and how it can sometimes be abused. Use of video cameras
can bring measurable benefits to relations between the police and civilians.
8 CASHLESS ENFORCEMENT.
Hyderabad Traffic Police is doing a cashless enforcement. Believing that non-contact enforcement
through use of advance technology will increase efficiency of the police and catch traffic violators in bigger
numbers, with modernizing the traffic management where an offender is made to pay the fine by swiping their
debit/credit cards in the GPRS enabled PDAs available with the enforcing official or by visiting Mee Seva
counter or traffic compounding booth. While analyzing the impact of cashless enforcement on public, police are
simultaneously emphasizing on the non-contact enforcement practices like e-challans. This will also help to
reduce the corruption in the Traffic Police.
9. PAYMENT GATEWAYS
Now all the post offices in Hyderabad will also accept the payments of pending traffic challans from the
people. In addition payments are possible through Net Banking. Visit our website www.htp.gov.in and click
challan status or www.echallan.org enter your vehicle Registration Number, if any challans are pending they
can go through and click Net Banking icon and pay the challans through Debit/Credit cards and Net Banking in
the easy and simple procedure for both the commissionerate i.e. Hyderabad & Cyberabad.
NON-CONTACT ENFORCEMENT(e-Challan System)
Use of Technology and advanced gadgets like Automated Red Light Violation Detection (ARLVD)
Hand Held Portable Cameras, Speed Laser Gun Cameras, etc. to avoid inconvenience to the general public.
10. Legal notices
Legal Notice will be sent through speed post with acknowledgement due. Chargesheets will be filed on those
Violators who fail to respond to the legal notice.
11. H-TRIMS :
HTRIMS-Hyderabad Traffic Integrated Management System project of (221) traffic signals in operation
with online control from the Traffic Command and Control Centre(TCC) at office of the Commissioner of
Police Basheerbagh, hyd. The GHMC and Hyderabad Traffic Police jointly initiated the H-TRIMS project
and the State Govt sanctioned Rs.66.50 Crore. This provide Hyderabad with the latest, and totally ATCS
(Automatic Traffic Control System) based, centrally monitored traffic signalling system. Vehicle Actuated
Signal reduces the waiting Time Wastages at Signal Junctions. Waiting Time Wastage in turn saves Idling Fuel
Cost and GHG(Green House Gases) Emissions. Bright Signals and better Visibility, more uptime (power
backup for signals) in case of Power Interruption. Online information about Traffic Conditions on VMS display
for Commuters.

12. Advanced e-Challan System:


New Android Tabs are procured and issued to all Traffic Inspectors for conduct Drunken Drive
enforcement duly taking image of the violator and Driving License and Aadhar particulars etc live on the field.
New android Tabs also used for booking of MV Act violations on the field and these are issued to all SIs and
Inspectors.
13. Drunken Driving enforcement in Hyderabad:
Every week Drunk Drivers are booked and produced before the Magistrate.and violators are convicted
up to Three months imprisonment and also they are fined with upto Rs.2000/- and both also. Modified social
behaviors and drastically reduced accidents at night.
14. Future Initiatives:
Automated Traffic Challan Management System, Over Speeding Detection and wrong side driving
detection Management system. Monitoring of traffic bottle Necks and traffic movement and tracking System.
Public Information Signage Boards, True colour LED signage electronic displays and Public Address audio
(PA) systems .Mobile Surveillance And Interception. Exhibition Van for Traffic Awareness. Mobile traffic
permanent barricades.

1. Advanced plans for developing new applications / solutions for the above priorities.

Integrated Traffic Management System (ITMS)


Hyderabad City-wide Integrated & Intelligent Traffic Management System (ITMS) is aimed at providing a
universal view of traffic flows; modeling traffic flow optimization; best possible traffic routing; optimizing
traffic junction signals and disseminating the traffic information, guidance, and awareness to the citizens and
road users.
The objective of ITMS is to model a highly complex, city-wide ITMS that can automate the process of
traffic management by predicting the optimal traffic routes, traffic signal junctions, minimizing the traffic
congestions and waiting times, integrating with emergency services such as ambulances, fire vehicles, etc.,
modeling external factors and city road network topology, VIP movement clearances, GUI based and GIS
representation of complete system functions and features. The ITMS should be driven through a unified or
distributed based Decision Support System (DSS).

2. These are aligned with smart cities initiative.

A SMART CITY uses digital technologies or Information and Communication Technologies (ICT) to
enhance quality and performance of Urban services, to reduce costs and resource consumption, and to engage
more effectively and actively with its citizens. Sectors that have been developing smart city technology include
government services, Transport and Traffic Management, energy, health care, water and waste. Smart city
applications are developed with the goal of improving the management of urban flows and allowing for real
time responses to challenges. A smart city may therefore be more prepared to respond to challenges than one
with a simple 'transactional' relationship with its citizens.Major technological, economic and environmental
changes have generated interest in smart cities, including climate change, economic restructuring.

3. Specific priorities / solutions for implementation ITMS in smart cities.

The Hyderabad Traffic Police has identified the following functions & features as part of its Vision
of ITMS and towards Smart City and Smart Traffic Policing. The list of features defined shall
include but not limited to:

11. Integrations with sub-systems; eco systems; external applications; GIS and Mobile based
applications.
12. Integrations with GHMC smart activities like Parking, Road engineering, electronic displays
etc, with Public Transportation like RTC, Railways and Metro Rail etc.
13. Integration with Water works and Sewerage Department for water logging sewerage works etc.
