OFW Request to Pres Tay Digong

Tay, this is our OFW Associations purpose:

In connection to this, we would like to request your good heart to

consider the conversion of the entire second half of our countrys
land this half having an area of 15 million hectares until now not
yet distributed but is instead leased to selected families at P1.00 per
year per hectare, each of these few families leasing an average of
400 hectares while the rest of this vast area is left un-cared,
undeveloped, some parts become the hiding place of both rebels and
politicians goons - this half being mostly hilly and mountainous or
banikas only 5% of this is forested - best for fruit trees plantation
we would like this half to become like this:

You dont need a new law, tay President; we have the existing
Commonwealth Act 141 (Public Land Act) which provides for every
family up to 24 hectares. We would like to claim only 5 hectares each,
and you to implement it so that you can help us with everything we
need to see this picture above a reality in our own land.
 It is your branch, the Executive branch, that is needed to (1)
distribute as well as (2) develop this precious part of our country to
double our agricultural land which presently comprises only the first
half.
Hills and mountains are most appropriate for orchard (fruit trees
plantation).
As the head of the implementing (executive) branch, you have in
your disposal countless of bulldozers and backhoes and other
government equipment to hasten the development, after the
Permaculture way.
Instead of government wasting eternities constructing endless
roads that less benefit the poor, we ask you to redirect your focus on
the hills and mountains as the alternative to painful and harmful
OFWism and as the immediate means to bring us prosperity; then,
when we have achieve that prosperity, we will be the ones to take of
the additional roads.
We believe this is the right order. We need to get empowered
first, so we will no longer remain helpless, but helpful to the
government.
Hence, we fix our signatures to manifest our seriousness and our
