1 Introduction
1.1 Scope
This document describes the Enhanced CELL_FACH feature, including its working principles,
feature dependencies, network impact, and engineering guidelines. The Enhanced CELL_FACH
feature consists of WRFD-010701 Uplink Enhanced CELL_FACH and WRFD-010688
Downlink Enhanced CELL_FACH.

2 Overview
2.1 Introduction
Instant communication services on smartphones, such as web browsing and MSN, are
characterized by small amounts of data and long transmission intervals. When UEs process these
services in the CELL_DCH state, the following negative impacts are caused:
If these services are performed by UEs in the CELL_FACH state and carried on the RACH and
FACH in the uplink and downlink, respectively, uplink interference and low data transmission
rates will result.
To address these problems, Huawei introduces the Enhanced CELL_FACH feature. This feature
increases the uplink and downlink data transmission rates, shortens the air interface delay, and
improves the uplink and downlink cell capacities. Table 2-1 lists the features and functions
included in Enhanced CELL_FACH.
2.2 Definition
l E-RACH UEs: UEs in the CELL_FACH state that transmit uplink data on common E-
DCHs and downlink data on HS-DSCHs
l E-FACH UEs: UEs in the CELL_FACH state that transmit downlink data on HS-DSCHs
2.3 Benefits
l The block error rate (BLER) of E-RACH UEs decreases in the cell.
l The average downlink throughput of E-RACH UEs increases or the average power
consumed by E-RACH UEs decreases in the cell.
For details about the benefits, see section 9.2 WRFD-010701 Uplink Enhanced
CELL_FACH. For details about how to calculate the ratio of the duration in which the
enhancement is taking effect to the total data transmission duration, see section 10.3.5
Performance Monitoring.
3.1 Overview
After Downlink Enhanced CELL_FACH is enabled, data carried on the BCCH, CCCH, DCCH,
and DTCH is mapped to the transport channel HS-DSCH, and then transmitted over the air
interface to UEs through the HS-PDSCH or HS-SCCH. In this way, UEs in the CELL_FACH
state can use the HS-PDSCH and HS-SCCH's code and power resources as HSDPA UEs in the
CELL_DCH state, thereby accelerating downlink data transmission.
1. The RNC informs the NodeB and UEs of the configurations of Downlink Enhanced
CELL_FACH.
a. The RNC sends the NodeB a PHYSICAL SHARED CHANNEL
RECONFIGURATION REQUEST message, which contains the configurations of
Downlink Enhanced CELL_FACH. The NodeB responds with a PHYSICAL
SHARED CHANNEL RECONFIGURATION RESPONSE message. For details
about these two messages, see 3GPP TS 25.433.
b. The RNC includes the "HS-DSCH common system information" information element
(IE) in the system information block type 5 (SIB5) and sends the SIB5 to UEs. By
reading the IE, UEs in the CELL_FACH state obtain information such as common
HS-DSCH Radio Network Temporary Identity (H-RNTI). For details about the
information contained in this IE, see 3GPP TS 25.331.
2. UEs in connected mode include the "HS-PDSCH in CELL_FACH" IE whose value is
"TRUE" in the CELL UPDATE, URA UPDATE, or RRC CONNECTION REQUEST
message. Then the UEs send the message to notify the RNC that they support Downlink
Enhanced CELL_FACH. Only UEs of 3GPP Release 7 or later support Downlink Enhanced
CELL_FACH.
3. The RNC sends the UEs the URA UPDATE CONFIRM, CELL UPDATE CONFIRM,
RRC CONNECTION SETUP, or UTRAN MOBILITY INFORMATION message, which
contains dedicated H-RNTIs allocated to the UEs.
NOTE
UEs in idle mode do not report their capabilities to the RNC. When transiting from idle mode to
connected mode, the UEs use common H-RNTIs to monitor the HS-SCCHs. UEs in connected mode,
when carried on different logical channels, use different types of H-RNTIs to monitor the HS-SCCHs.
4. The RNC includes data carried on the BCCH, CCCH, DCCH, and DTCH in the HS-DSCH
FRAME TYPE2 frames and then sends these frames to the NodeB over the Iub interface.
5. E-FACH UEs continuously monitor the HS-SCCHs. When an E-FACH UE detects that an
HS-SCCH is carrying its UE identity, this UE receives signaling and service data on the
corresponding HS-PDSCH.
To enable this feature, run the MML command MOD UCELLALGOSWITCH and select the
E_FACH check box under the HspaPlusSwitch(BSC6900,BSC6910) parameter.
The NodeB uses different H-RNTIs to send data on different logical channels, as described
in Table 3-1. In addition, a UE can receive only one type of H-RNTI in a Transmission Timing
Interval (TTI) and the NodeB uses an H-RNTI to schedule data on a logical channel within a
TTI. Therefore, when having scheduled data on the BCCH in a TTI, the NodeB will not schedule
data on the other logical channels in this TTI. System information changes are broadcast to all
E-FACH UEs in a cell on the BCCH. If the NodeB has scheduled data on the BCCH in a TTI,
it will not schedule data for any E-FACH UEs in the cell in this TTI.
Before sending data to E-FACH UEs, the NodeB needs to obtain input information, such as the
ACK/NACK response and CQI from the UEs. Based on this information, the NodeB decides
the size of data blocks to be sent and whether to retransmit them. The method for obtaining this
information varies depending on the RAN versions. For details about how to obtain this
information, see chapter 5 Feedback on the HS-DPCCH from E-RACH UEs.

NOTE
When a UE that supports Downlink Enhanced CELL_FACH is in the CELL_FACH state, this
UE can use a maximum of two types of H-RNTIs to monitor the HS-SCCHs in a TTI, as specified
in 3GPP TS 25.331. Combinations of H-RNTIs that can be used in a TTI are as follows:
A UE that does not support Downlink Enhanced CELL_FACH can receive data only by
demodulating the data on the S-CCPCH and checking the Cell RNTI (C-RNTI) or UTRAN
RNTI (U-RNTI) in the data to determine whether the data is sent to the UE itself.
If UEs in the CELL_FACH state need to discontinuously monitor the HS-SCCHs, the
WRFD-010702 Enhanced DRX feature (introduced in RAN13.0) must be enabled. With
Enhanced Discontinuous Reception (DRX), the RAN and such UEs transmit and receive data
at specified times. When there is no data to transmit or receive, UEs stop monitoring the HS-
SCCHs to reduce power consumption. For more details about Enhanced DRX, see the "Enhanced
DRX" section in HSPA Evolution Feature Parameter Description.

4.1 Overview
The functions of common E-DCHs are similar to those of RACHs. Like RACHs, common E-
DCHs are used for initial random access and transmission of uplink signaling and data for UEs
in the enhanced CELL_FACH state. The difference is that multiple common E-DCH resources
can be configured in a cell to serve more UEs in the CELL_FACH state. The configuration
information about each common E-DCH resource is broadcast in SIB5. The configuration
information includes the number of common E-DCH resources, Guaranteed Bit Rate (GBR) and
Maximum Bit Rate (MBR) of E-RACH UEs, and TTI for the common E-DCH in a cell. For
more details, see 3GPP TS 25.331.
The number of common E-DCH resources, GBR of E-RACH UEs, MBR of E-RACH UEs, and
TTI for the common E-DCH in a cell are specified by the CommonEdchResourceNum
(BSC6900,BSC6910), ERACHGBR(BSC6900,BSC6910), ERACHMBR
(BSC6900,BSC6910), and CommonEdchTTISelect(BSC6900,BSC6910) parameters in the
ADD UERACHBASIC or MOD UERACHBASIC command, respectively.
Each common E-DCH resource can be used by only one E-RACH UE at the same time and each
E-RACH UE can use only one common E-DCH resource at the same time.
Common E-DCHs and RACHs can co-exist in a cell. UEs autonomously select a RACH or
common E-DCH for initial random access and data transmission based on their capabilities.
If both the RAN and UEs support Uplink Enhanced CELL_FACH, these UEs can perform initial
random access and data transmission only on the common E-DCHs.
3. The RNC sends the URA UPDATE CONFIRM, CELL UPDATE CONFIRM, RRC
CONNECTION SETUP, or UTRAN MOBILITY INFORMATION message to indicate
which E-RNTIs are allocated to UEs.
4. The NodeB includes data carried on the DCCH and DTCH in the E-DCH DATA frames
and then sends these frames to the RNC over the Iub interface.
The mapping between ACs and ASCs is set by the parameters Ac09ToAsc
(BSC6900,BSC6910) through Ac15ToAsc(BSC6900,BSC6910) in the MOD
UPRACHACTOASCMAP command. The mapping between ASCs and available sub-
channels are set by the parameters AccessServiceClass(BSC6900,BSC6910) and
AvailableSubchannelCtrlWord(BSC6900,BSC6910) in the MOD UPRACHASC command.
These mappings are broadcast in SIB5. According to 3GPP TS 25.331, these mappings are also
configured for the PRACH and common E-DCH on the RAN side.
Since the RACH and common E-DCH share a set of preamble signatures, the RAN defines a
set used by different ASCs for random access on the common E-DCH or RACH. Each UE selects
an appropriate preamble signature from the set based on the bearer channel type during random
access.
An E-RACH UE must obtain common E-DCH resources from the NodeB before transmitting
uplink data because the UE has no dedicated link. To obtain common E-DCH resources, this
UE sends a random access preamble to the NodeB. An E-RACH UE needs to start random access
only once before transmitting uplink data continuously.
The random access procedure for a UE using a common E-DCH is similar to that for a UE using
a RACH. The difference is as follows: When an E-RACH UE receives an ACK on the AICH,
it assumes that the NodeB has accepted the random access. Then the UE starts data transmission
on the DPCCH to perform uplink synchronization with the NodeB, which ensures that the
common E-DCH demodulation is correct.
The initial power of the DPCCH equals the access preamble power of the last transmission
multiplied by the power offset Pp-e. The power offset Pp-e is unconfigurable and set to 2 dB by
default. According to 3GPP TS 25.211, the UE starts data transmission on the DPCCH after the
NodeB starts data transmission on the F-DPCH. After data transmission is performed on the
DPCCH for a number of TTIs (NumTTI in Figure 4-3, which is unconfigurable and set to 10 ms
by default), the NodeB starts transmitting signaling data and service data on the common E-
DCH corresponding to the preamble signature. During these TTIs, the NodeB performs uplink
synchronization and then adjusts the transmit power of the DPCCH using inner loop power
control.

For more details about the random access procedure for a UE using a common E-DCH, see 3GPP
TS 25.321 and 3GPP TS 25.214.
AI EAI Indication
ACK N/A UE random access is permitted. The default common E-DCH resource
configuration is allocated to the UE for subsequent data transmission.
NACK Not UE random access is denied. Extended common E-DCH resources may
configur be available but cannot be allocated to the UE because the NodeB does
ed not support EAIs. The UE waits for the next random access procedure.
The procedure for data transmission on the DTCH or DCCH for an E-RACH UE is as follows:
1. The UE sends its serving NodeB an access preamble.
2. The NodeB allocates common E-DCH resources to the UE by sending an acquisition
indicator to the UE on the AICH.
3. The UE starts the collision detection timer and sends data that contains an E-DCH Radio
Network Temporary Identifier (E-RNTI) to the NodeB using the common E-DCH
resources corresponding to the preamble signature.
l E-RNTIs are used as UE identities.
l The collision detection timer is unconfigurable and set to 80 ms by default.
4. Upon detecting and resolving the collision, the NodeB informs the UE of the resolution
results on the E-AGCH that carries the E-RNTI.
5. The UE demodulates the E-AGCH before the timer expires.
l If the UE detects that the resolution results contain its E-RNTI on the E-AGCH, the UE
stops the timer and is allowed to transmit data using the allocated common E-DCH
resources.
l If the UE does not detect any resolution results that contain its E-RNTI on the E-AGCH
before the timer expires, the UE releases the allocated common E-DCH resources.
NOTE
The reason why the NodeB detects and resolves collisions is as follows: A conflict occurs when
multiple UEs use the same preamble signature and access timeslot for random access. Consequently,
the NodeB allocates the same common E-DCH resources to these UEs. However, the NodeB cannot
demodulate the data of multiple UEs that use the same E-DCH resources. This causes access failures
or delayed data transmission, negatively affecting the access success and call drop rates.
6. During data transmission, the NodeB transparently forwards the UE data to the RNC.
l The NodeB issues grants on the E-AGCH and E-RGCH and sends ACK or NACK
messages on the E-HICH.
l The UE transmits uplink data on the common E-DCH, on which inner-loop power
control is performed.
l The initial access rate is broadcast in SIB5 and specified by the ERACHGBR
(BSC6900,BSC6910) parameter in the ADD UERACHBASIC or MOD
UERACHBASIC command.
7. The common E-DCH resources are released if any of the following is true:
When a UE is in the uplink enhanced CELL_FACH state, data transmission on the CCCH is
similar to that on the DTCH/DCCH. The only difference is that the NodeB does not perform
collision detection on the CCCH because the data transmission duration on the CCCH is short.
Therefore, the UE does not send their E-RNTIs to the NodeB on the CCCH. Upon receiving an
AI on the AICH, the UE starts transmitting data.
When the duration during which a UE occupies the CCCH resources reaches the maximum
allowed time, the NodeB and UE release the common E-DCH resources. The maximum time
for resource occupation is unconfigurable and set to 80 ms by default.

INFORMATION
5.1 Background
In versions earlier than RAN15.0, E-RACH UEs do not send ACK/NACK responses or CQI on
the HS-DPCCH. The NodeB handles this situation in the following ways:
l The E-RACH UEs do not report whether the data was correctly received, and therefore the
NodeB performs blind retransmissions of data in the downlink to reduce the block error
rate (BLER). The maximum number of times that blind retransmissions can be performed
is specified by the MAXEFACHHARQRT parameter.
l The RNC sends the NodeB the Ec/N0 values reported by E-RACH UEs in the CELL
UPDATE, INITIAL DIRECT TRANSFER, MEASUREMENT REPORT, RRC
CONNECTION REQUEST, or UPLINK DIRECT TRANSFER message. The NodeB
converts the Ec/N0 values into CQI values, which are used for scheduling and resource
allocation for E-RACH UEs.
In RAN15.0, E-RACH UEs send ACK/NACK responses and CQI on the HS-DPCCH. Upon
receiving these responses, the NodeB adjusts in real time the size of data blocks to be sent based
on the channel quality. In this way, the NodeB does not need to perform blind transmissions,
which improves the downlink data transmission efficiency for E-RACH UEs.
When the RAN supports the HS-DPCCH feedback, the RNC informs the UEs of configurations
related to the feedback in the following sub-IEs of the "Common E-DCH system info" IE in
SIB5:
Configurations related to the feedback on the HS-DPCCH include the CQI feedback cycle
(specified by the ERACHCQIFdbkCycle(BSC6900,BSC6910) parameter), the ACK power
offset (specified by the ERACHACKPO(BSC6900,BSC6910) parameter), the NACK power
offset (specified by the ERACHNACKPO(BSC6900,BSC6910) parameter), and the CQI power
offset (specified by the ERACHCQIPO(BSC6900,BSC6910) parameter). For more details
about these configurations, see 3GPP TS25.331.
This function places no special requirements on UEs. All Uplink Enhanced CELL_FACH
capable UEs support the HS-DPCCH feedback.
Figure 5-1 illustrates how a UE provides feedback on the HS-DPCCH and how the NodeB
handles the feedback.

A UE that is in the CELL_FACH state and performing downlink HS-DSCH data transmission
can provide ACK/NACK and CQI feedback on the HS-DPCCH for the NodeB when the
following conditions are met:
If any of these conditions is not met, the original processing method is used: The NodeB performs
blind retransmissions to ensure accuracy of the data transmission and estimates the CQI based
on the Ec/N0 reported by the UE.
For details on the procedure for random access of an E-RACH UE and the procedure for resolving
a collision arising during DTCH or DCCH data transmission, see section 4.4 Data Transmission
on Common E-DCHs.
6 UE Compatibility Issues
After Enhanced CELL_FACH is activated, call drops may occur in the following scenarios due
to UE compatibility issues:
l Scenario 1: UEs transit from Cell_DCH to Cell_PCH and then to Cell_FACH, for example,
in Enhanced Fast Dormancy (EFD) scenarios.
l Scenario 2: UEs in the CELL_PCH state initiate a cell update request and are reselected
from a common cell to an E-FACH or E-RACH cell or from an E-RACH cell to an E-
FACH cell.
To resolve this problem, a blacklist mechanism is introduced to prohibit UEs with compatibility
issues from performing operations in the preceding scenarios.
NOTE
l An E-FACH cell is a cell in which only Downlink Enhanced CELL_FACH has been activated. An E-
RACH cell is a cell in which Uplink Enhanced CELL_FACH has been activated.

Enhanced CELL_FACH is still in the initial phase of commercial launch. To avoid network KPI
deterioration due to UE compatibility issues after this feature is activated, perform the following
operations for the RNC:
For the method of determining whether an UE has compatibility issues with Enhanced
CELL_FACH, see section High Call Drop Rate due to UE Compatibility Issues.
Unless otherwise specified, the functions of E-FACH UEs are the same as those of HSDPA UEs
in the downlink and the functions of E-RACH UEs are the same as those of HSUPA UEs in the
uplink. For details about the functions of HSDPA UEs, see HSDPA Feature Parameter
Description. For details about the functions of HSUPA UEs, see HSUPA Feature Parameter
Description.
7.1 Overview
Table 7-1 summarizes the impact Enhanced CELL_FACH has on existing functions. Following
the table is a comprehensive description of the impact of Enhanced CELL_FACH on each
existing function.

When both the RAN and UE support Downlink Enhanced CELL_FACH, the SRB must
be established either in the enhanced CELL_FACH state or in the CELL_DCH state.
l TRB setup
If services are established in the enhanced CELL_FACH state, the SRBs for these services
are also established in the enhanced CELL_FACH state.
l PS BE services
The RAB of a BE service can be established in the enhanced CELL_FACH state only when
all three of the following conditions are met:
1. The UE establishes its SRB in the enhanced CELL_FACH state during the RRC
connection setup procedure.
2. The MAP_PS_BE_ON_E_FACH_SWITCH check box under the MapSwitch
(BSC6900,BSC6910) parameter in the SET UCORRMALGOSWITCH command
is selected so that the RAB of a PS BE service can be established in the enhanced
CELL_FACH state.
3. The BE service rate meets either of the following conditions:
- If the BE service rate does not meet the rate requirement for BE services to be carried
on a dedicated channel, the uplink rate is less than the value of the UlBeTraffDecThs
(BSC6900,BSC6910) parameter and the downlink rate is less than the value of the
DlBeTraffDecThs(BSC6900,BSC6910) parameter.
- If the BE service rate meets the rate requirement for BE services to be carried on the
HS-DSCH or E-DCH, the uplink rate is greater than or equal to the value of the
UlBeTraffThsOnHsupa(BSC6900,BSC6910) parameter and the downlink rate is
greater than or equal to the value of the DlBeTraffThsOnHsdpa
(BSC6900,BSC6910) parameter. In addition, the
DRA_PS_BE_STATE_TRANS_SWITCH,
DRA_HSDPA_STATE_TRANS_SWITCH, and
DRA_HSUPA_STATE_TRANS_SWITCH check boxes under the DraSwitch
(BSC6900,BSC6910) parameter in the SET UCORRMALGOSWITCH command
are selected to allow PS BE services to perform a state transition.
l PS streaming services
The RAB of a PS streaming service can be established in the enhanced CELL_FACH state
only when all six of the following conditions are met:
1. The UE has established SRBs in the enhanced CELL_FACH state during the RRC
connection setup procedure.
2. The MAP_PS_STREAM_ON_E_FACH_SWITCH check box under the
MapSwitch(BSC6900,BSC6910) parameter in the SET
UCORRMALGOSWITCH command is selected to allow the RAB of a PS
streaming service to be established in the enhanced CELL_FACH state.
3. The MAP_PS_STREAM_ON_HSDPA_SWITCH check box under the MapSwitch
(BSC6900,BSC6910) parameter is selected to allow PS streaming services to be
carried on the HS-DSCH.
If PS BE services or PS streaming services are allowed to perform a state transition, UEs in the enhanced
CELL_FACH state can switch to the CELL_DCH state when they have a large amount of data to transmit.
E-FACH and E-RACH UEs can only be configured with the following High Speed Packet Access (HSPA
+) features: UL Layer 2 Improvement and Downlink Enhanced L2. The RNC does not configure these UEs
with other HSPA+ features, such as MIMO and 64QAM, because these features are intended for UEs in
the CELL_DCH state. For more details about HSPA+ features, see HSPA Evolution Feature Parameter
Description.
Combined Services
In the case of combined services, a new service can be set up in the enhanced CELL_FACH
state only when all established services for the UE are in the enhanced CELL_FACH state.
Overview
Downlink scheduling determines the scheduling sequence of user data on the Uu interface.
The NodeB calculates the data scheduling priority based on the service type and the number of
retransmissions of user data. This section describes the differences between the scheduling
algorithms for E-FACH UEs and HSDPA UEs, using the user data on the HS-DSCH as an
example.
For more details about scheduling, see the "MAC-hs Scheduling" section in HSDPA Feature
Parameter Description.
Scheduling Priority
The scheduling priority of E-FACH UEs' signaling data is higher than that of HSDPA UEs'
signaling data.
The NodeB schedules the service data of an E-FACH UE and then the service data of an HSDPA
UE in each TTI. If there is remaining power after scheduling the service data of the HSDPA UE,
the NodeB continues to schedule the service data of another E-FACH UE.
NOTE
l The HS-SCCH and HS-PDSCH power for scheduling the service data of E-FACH UEs must be less
than or equal to the value of the EFACHDTCHGBP(BSC6900,BSC6910) parameter.
l The HS-SCCH and HS-PDSCH power for scheduling the signaling data and retransmission data of E-
FACH UEs is not subject to the EFACHDTCHGBP(BSC6900,BSC6910) parameter.
The data carried on the BCCH is system information and therefore has the highest scheduling
priority during initial transmission and retransmission.
NOTE
The maximum number of blind retransmissions for E-FACH UEs is specified by the
MAXEFACHHARQRT parameter in the SET ULOCELLMACHSPARA command. In
RAN15.0, the maximum number of retransmissions for E-FACH UEs is specified by the
MAXEFACHHSHARQRT parameter. When the number of retransmissions for a data packet
reaches the value of this parameter, this data packet will be discarded and will not be placed in
the candidate set for scheduling.

l Determines the queues' modulation scheme based on the amount of data to be transmitted
in the queues, the UE category, and the CQI.
l Allocates appropriate power and code resources to the queues.
This section describes the differences between the TFRC selection algorithms for E-FACH UEs
and HSDPA UEs. For details about the TFRC selection algorithms for HSDPA UEs, see the
"TFRC Selection" section in HSDPA Feature Parameter Description.
E-FACH UE Category
3GPP TS 25.306 defines the modulation scheme, the maximum transport block size, and the
maximum number of HS-PDSCH codes for each UE category. The NodeB performs TFRC
selection based on the UE category from the following aspects:
The UE reports its category by sending the RRC CONNECTION SETUP COMPLETE or
UE CAPABILITY INFORMATION message to the RNC.
From RAN13.0 onwards, the RNC informs the NodeB of the UE category through
downlink FP frames.
In versions earlier than RAN13.0, the RNC does not inform the NodeB of the UE
category through downlink FP frames and the NodeB performs TFRC selection
assuming that UEs are of category 12.
l Signaling data of E-FACH UEs
To ensure demodulation accuracy, the NodeB performs TFRC selection for E-FACH UEs'
signaling data assuming that these UEs are of category 12.
The downlink data transmission power usage efficiency is calculated using the following
formula:
Downlink data transmission power usage efficiency = HS-PDSCH and HS-SCCH power
consumption/Amount of data transmitted
When E-FACH UEs do not provide feedback on the HS-DPCCH, the following problems occur:
l The CQI converted from Ec/N0 is not accurate and the Ec/N0 cannot be updated in real
time.
l Blind retransmissions consume a large amount of power resources.
The power consumption of F-DPCH for E-FACH UEs is less than that of F-DPCH or DPCH
for HSDPA UEs. The saved downlink power resources can be used by E-FACH UEs and HSDPA
UEs. This solves the problem where the throughput of HSDPA UEs decreases when only
Downlink CELL_FACH is activated.
E-FACH UEs consume the power of downlink associated channels only when performing uplink
data transmission. HSDPA UEs consume this power as long as they stay in the CELL_DCH
state. Therefore, the power consumed by E-FACH UEs (indicated by the VS.MeanTCP.NonHS
counter) is less than that consumed by HSDPA UEs.
If E-FACH UEs consume too many resources, the overall downlink capacity of the cell will be
affected. To prevent this problem, the RNC sets the following limits on the E-FACH UEs' service
data:
l A maximum of two codes can be used by E-FACH UEs when the NodeB preferentially
schedules the service data of E-FACH UEs in each TTI.
l The amount of power resources used by E-FACH UEs must be less than or equal to the
value of the EFACHDTCHGBP(BSC6900,BSC6910) parameter.
l CELL UPDATE
l MEASUREMENT REPORT
l RRC CONNECTION REQUEST
l INITIAL DIRECT TRANSFER
l UPLINK DIRECT TRANSFER
When E-FACH UEs do not report updated Ec/N0 for a long period, the NodeB cannot obtain
accurate channel quality. For example, if an E-FACH UE accesses the cell at the cell center, it
reports an Ec/N0 indicating good channel quality to the NodeB and then does not report updated
Ec/N0. When this UE moves to the cell edge, the NodeB performs TFRC selection based on the
Ec/N0 reported at the cell center and will send large data blocks to this UE. In this case, this UE
will fail to demodulate large data blocks and call drop occurs because the actual channel quality
has deteriorated.
l For the E-FACH UEs' signaling data, the RNC uses the value of the MinEcN0Value
(BSC6900,BSC6910) parameter as the Ec/N0 and sends this Ec/N0 to the NodeB.
l For the E-FACH UEs' service data, the RNC dynamically adjusts the Ec/N0 based on the
Radio Link Control (RLC) retransmission rate. For details about how to dynamically adjust
the Ec/N0, see the next section.
If the algorithm for dynamically adjusting the Ec/N0 is not enabled or the configured
measurement is not CPICH Ec/N0, the RNC uses the value of the MinEcN0Value
(BSC6900,BSC6910) parameter as the Ec/N0 and sends this Ec/N0 to the NodeB.
The RNC specifies the measurement using the "Reporting quantity" sub-IE in the "Intra-
frequency reporting quantity for RACH reporting" IE in SIB11 and SIB12. The value of the
"Reporting quantity" sub-IE is CPICH Ec/N0 by default. UEs report the measurement using the
"Measured Results on RACH" IE in the CELL UPDATE, MEASUREMENT REPORT, and
RRC CONNECTION REQUEST messages.
The RNC uses the latest Ec/N0 reported by the UE as the initial value and calculates the Ec/N0
using the following formula:

When the measured RLC retransmission rate is greater than the target value for the RLC
retransmission rate, the RNC reduces the Ec/N0. Otherwise, the RNC increases the Ec/N0.
The precision of the Ec/N0 carried in the HS-DSCH DATA FRAME TYPE 2 frame of E-FACH
UEs is 0.5 dB. Therefore, the RNC adjusts the Ec/N0 sent to the NodeB only when the value of
Ec/N0 is greater than or equal to 0.5 dB.
To ensure an appropriate value for the Ec/N0, the RNC sets the following restrictions:
The preceding parameters are set using the SET URACHMEASUREPARA command.
In addition, the RNC triggers a state transition from enhanced CELL_FACH to CELL_DCH
based on data volume. Therefore, the bandwidth allocated to E-FACH UEs should not be too
high. If the bandwidth is too high, the data in the RLC buffer cannot trigger a transition to the
CELL_DCH state. On the other hand, the bandwidth allocated to E-FACH UEs should not be
too low. If the bandwidth is too low, the transmission delay for E-FACH UEs increases. For
more details about the trigger conditions for a state transition from enhanced CELL_FACH to
CELL_DCH, see the "CPC and EFACH State Transitions" section in State Transition Feature
Parameter Description.
To resolve the preceding problems, the RNC performs flow control on the service data of E-
FACH UEs, as shown in Figure 7-1.
The MAC-c in the RNC ensures that the total amount of data sent by all E-FACH UEs in a cell
does not exceed the capacity allocated to the MAC-c common queues or the highest bit rates
configured for the MAC-c common queues. The entire procedure is as follows:
1. The MAC-d in the RNC sends the data of each UE to the MAC-c common queues within
the RNC.
The MAC-d in the RNC sets limits on the bandwidth for each E-FACH UE. The RNC
configures the maximum allowed bandwidth for different services of E-FACH UEs with
different priorities using the following parameters:
a. TrafficClass(BSC6900,BSC6910): specifies the service type.
b. UserPriority(BSC6900,BSC6910): specifies the user priority.
c. BandWidthForFACH(BSC6900,BSC6910): specifies the maximum allowed
bandwidth for each type of service.
The preceding three parameters are set by running the SET
UFACHBANDWIDTH command.
2. The RNC configures the highest bit rate for each MAC-c common queue to avoid overflow
of the queues in the case of Iub congestion.
The RNC configures the maximum rate for MAC-c common queues of each service type
using the following parameters in the MOD UCELLEFACH command:
a. CCCHMBR(BSC6900,BSC6910): specifies the maximum data rate of the MAC-c
common queue that sends CCCH data on the Iub interface.
b. SRBMBR(BSC6900,BSC6910): specifies the maximum data rate of the MAC-c
common queue that sends SRB data on the Iub interface.
c. CONVMBR(BSC6900,BSC6910): specifies the maximum data rate of the MAC-c
common queue that sends conversational service data on the Iub interface.
d. STREAMMBR(BSC6900,BSC6910): specifies the maximum data rate of the MAC-
c common queue that sends streaming service data on the Iub interface.
To reduce interference to neighboring cells, the transmission block (TB) size of E-RACH UEs
at the cell edge must not exceed the value of the MaxTBforCellEdgeUser
(BSC6900,BSC6910) parameter.
l When Iub resources in a cell are sufficient, the uplink rates of E-RACH UEs must not
exceed the maximum uplink rate defined by 3GPP TS 25.331.
l When Iub resources in a cell are insufficient, the RNC attempts to allocate E-RACH UEs
uplink data rates greater than the GBR (specified by the ERACHGBR
(BSC6900,BSC6910) parameter).
NOTE
The maximum uplink rate of E-RACH UEs is derived from the maximum TB size carried in the Common
E-DCH System Information IE in the PHYSICAL SHARED CHANNEL RECONFIGURATION
REQUEST message. The maximum TB size permitted by 3GPP TS 25.331 is 5000 bits.
There are only two types of Common MAC Flow: one for signaling data and the other for service
data. The RNC does not perform flow control on the former because signaling data transmission
has a higher priority and stricter delay requirements.
Function Impact
Power control If power control for the HS-SCCH is configured to be based on the
CQI, the HS-SCCH power can be adjusted based on the CQI reported
by the UE in real time.
Function Impact
TFRC selection The NodeB selects the TB size based on the CQI reported by the UE
in real time.
Downlink scheduling The NodeB determines whether to retransmit a UE's data based on
the ACK/NACK responses from this UE.

WRFD-010702 Enhanced DRX affects the gains provided by WRFD-010688 Downlink
Enhanced CELL_FACH. Jointly using WRFD-010702 Enhanced DRX and WRFD-010688
Downlink Enhanced CELL_FACH saves UE power but increases downlink data transmission

Impacted Features
WRFD-010702 Enhanced DRX affects the gains provided by WRFD-010701 Uplink Enhanced
CELL_FACH. Jointly using WRFD-010702 Enhanced DRX and WRFD-010701 Uplink
Enhanced CELL_FACH saves UE power but increases downlink data transmission delay.
9 Network Impact
NOTE
The state transition strategy remains unchanged when the following parameters related to state transitions
for E-FACH UEs still use their default values: BeEFach2CpcTvmThd(BSC6900,BSC6910),
RtEFach2CpcTvmThd(BSC6900,BSC6910), RtEFach2DHTvmThd(BSC6900,BSC6910),
BeEFach2HTvmThd(BSC6900,BSC6910), and BeEFach2DTvmThd(BSC6900,BSC6910).
l Power resources consumed by non-HSPA UEs are decreased because the power
consumption of E-FACH UEs is less than that of HSDPA UEs. (For detailed reasons, see
the Resource Limitations for E-FACH UEs.)
l This feature has the following negative impacts on the system capacity because the
downlink data transmission power usage efficiency of E-FACH UEs that use this feature
only is lower than that of HSDPA UEs:
1. The downlink throughput of the cell decreases or remains unchanged. The downlink
throughput of the cell includes the throughput of E-FACH UEs, HSDPA UEs, and
UEs using a FACH.
E-FACH UEs and HSDPA UEs share downlink code resources and power resources
of a cell. E-FACH UEs can preempt resources of HSDPA UEs because E-FACH UEs
have a higher BE service scheduling priority and lower downlink data transmission
power usage efficiency. Therefore, the capacity of HSDPA UEs decreases when
resources of a cell are insufficient and HSDPA UEs have a large amount of data to
transmit. When resources of a cell are sufficient, the downlink throughput of the cell
remains unchanged.
2. The throughput of HSDPA services in the cell decreases.
NOTE
The state transition strategy is changed when the following parameters related to state transitions for E-
FACH UEs are set to larger values than their default values: BeEFach2CpcTvmThd
(BSC6900,BSC6910), RtEFach2CpcTvmThd(BSC6900,BSC6910), RtEFach2DHTvmThd
(BSC6900,BSC6910), BeEFach2HTvmThd(BSC6900,BSC6910), and BeEFach2DTvmThd
(BSC6900,BSC6910).
To reduce the impact of this feature on the throughput of HSDPA UEs, the RNC sets limits on
the available code and power resources for E-FACH UEs' service data. For details about these
limitations, see the Resource Limitations for E-FACH UEs.
In addition, the Feedback on the HS-DPCCH from E-RACH UEs function introduced in
RAN15.0 improves the downlink data transmission power usage efficiency. Enabling both this
feature and Uplink Enhanced CELL_FACH eliminates the preceding negative impacts and
improves the cell downlink capacity. For example, when the CQI is 13 and each of the five E-
RACH UEs transmits a data block of 1 KB every 5s, this feature reduces the downlink power
by 4%.
Network Performance
This feature shortens service setup delays if the SRB and RAB are established in the enhanced
CELL_FACH state. It shortens service setup delays on the Uu interface (indicated by the
VS.EFACH.Estab.MeanTime counter) for a UE moving from the idle mode to the CELL_FACH
state by more than 60 ms if the following delays remain almost the same before and after this
feature is activated:
l Signaling processing delay on the UE and network sides (including the RAN and CN)
l Signaling transmission delay
l More UEs are admitted, which is indicated by the VS.CellFACHUEs and VS.CellDCHUEs
counters.
l The uplink throughput increases. The uplink throughput for R99, HSUPA, and E-RACH
UEs may also increase.
For example, when each of the five E-RACH UEs in a cell transmits a data block of 1 KB every
5s, this feature reduces the uplink load by 3%.

Performance Monitoring.
The uplink load is indicated by the VS.MeanRTWP counter.
If the penetration rate of UEs supporting the WRFD-010701 Uplink Enhanced CELL_FACH
feature is high, the uplink capacity increases noticeably or the uplink load decreases significantly.
If the penetration rate is low, for example, less than 1%, the feature benefits are not noticeable.
The penetration rate can be calculated using the VS.ERACHUEs counter.
Network Performance
This feature provides the following positive impacts:
l Shorter service setup delay
The Uplink Enhanced CELL_FACH feature shortens service setup delays if the SRB and
RAB are established in the enhanced CELL_FACH state. It shortens service setup delays
on the Uu interface (indicated by the VS.ERACH.Estab.MeanTime counter) for a UE
moving from the idle mode to the CELL_FACH state by more than 200 ms (and by more
than 140 ms when compared with Downlink Enhanced CELL_FACH), if the following
delays remain almost the same before and after this feature is activated:
1. Signaling processing delay on the UE and network sides (including the RAN and CN)
2. Signaling transmission delay
l Increased uplink rate for UEs in the CELL_FACH state
3GPP TS 25.331 defines the maximum TB size for E-RACH UEs as 5 KB. Therefore, this
feature can increase the uplink peak rate for E-RACH 2 ms TTI UEs to 2.5 Mbit/s, and for
E-RACH 10 ms TTI UEs to 500 kbit/s. The TTI on the common E-DCH for E-RACH UEs
is specified by the CommonEdchTTISelect parameter.
When the size of a data block to be transmitted and the power for transmitting this data
block are both fixed, a longer transmission time results in better coverage. The longer the
transmission time is, the smaller the data block that UEs need to demodulate, the higher
the demodulation success rate is, and the better the coverage is. Therefore, this feature
affects the call drop rate and access success rate because coverage for 2 ms TTI E-RACH
UEs is weaker than coverage for 10 ms or 20 ms TTI E-RACH UEs. To resolve this problem,
use this feature for 2 ms TTI UEs only in indoor base station scenarios.
NOTE
HSUPA UEs and E-RACH UEs share E-RGCH and E-HICH code resources. The RNC reserves
some fixed ERGCH/E-HICH signature sequences for E-RACH UEs. When this feature is
activated, if the E-RGCH/E-HICH signature sequences reserved for E-RACH UEs are occupied
by some HSUPA UEs, the RNC forcibly releases these HSUPA UEs. Therefore, activating this
feature may increase the call drop rate of HSUPA UEs.
After this feature is activated, the call drop rate of HSUPA UEs will not increase because E-
RACH UEs will not occupy signature sequences of HSUPA UEs.
l It increases the average downlink throughput of E-RACH UEs by greater than 60% when
the following conditions are met:
1. E-RACH UEs in the cell have a large amount of data to process in the downlink.
2. The NodeB does not need to retransmit data packets for E-RACH UEs.
3. The NodeB adjusts the transmit power of the HS-DSCH based on CQI reported by E-
RACH UEs.
NOTE
A good channel environment means that the average reported CQI is greater than 13. The CQIs in a cell
are indicated by the NodeB counter Number of Used CQIs in a Cell.
There is a large amount of data to be processed for E-RACH UEs when VS.EFACH.DataTtiNum multiplied
by TTI Length (2 ms) is close to the counter measurement period, which indicates that there is data to be
sent in the downlink during each TTI.
l The average power consumed by E-RACH UEs (indicated by counters
VS.EFACH.ScchPwrRatio.Mean and VS.EFACH.PdschPwrRatio.Mean) in the cell
decreases if the following conditions are met:
There is insufficient data to process in the cell.
The number of E-RACH UEs measured before and after this function is activated
(indicated by the VS.ERACHUEs counter) changes slightly.
The downlink traffic volume for E-RACH UEs measured before and after this function
is activated (indicated by the VS.CRNCIubBytesEFACH.Tx counter) changes slightly.
If the number of E-RACH UEs or the downlink traffic volume for E-RACH UEs in the cell
increase after this feature is activated, the average power consumed by E-RACH UEs
increases but the downlink throughput increases as well.
If the ratio of the duration during which this function is taking effect to the total data transmission
duration becomes smaller or the channel environment deteriorates, the gains in downlink
throughput and power consumption both decrease.
Real-time CQI feedback from the UEs produces some uplink load but significantly shortens the
online duration with more efficient data transmission realized by this function. When the traffic
volume remains unchanged, a longer online duration causes a heavier load. Therefore, the
ultimate uplink load may decrease after this function is activated because CQI feedback only
increases the instantaneous load by a small amount. This function increases the instantaneous
uplink load by 2.3% at most in a cell that meets the following conditions:
l Eight common E-DCH resources are configured. The number of configured common E-
DCH resources can be queried by checking the value of "Number of Common EDCH
Resources" in the output of the RNC MML command LST UERACHBASIC.
l All the common E-DCH resources are occupied by E-RACH UEs. That is, the value of the
NodeB counter VS.ERACH.OccupiedNum.Mean is the same as that of the
CommonEdchResourceNum parameter.
l The ratio of the duration during which this function is taking effect to the total data
transmission duration is 50%.
l The TTI is 2 ms or 10 ms, which can be queried by checking the value of "TTI for Common
E-DCH" in the output of the RNC MML command LST UERACHBASIC.
l The CQI feedback period is 8 ms.
l The target SIR of the DPCCH is 4 dB.
Network Performance
The Feedback on the HS-DPCCH from E-RACH UEs function reduces the downlink BLER for
E-RACH UEs by greater than 30% when the following conditions are met:

For example, use this feature when the average value of the VS.CellFACHUEs counter of the
RNC is greater than 20 during busy hours.

1. Counters: VS.RRC.ConnEstabTimeMean.CellDCH, VS.HSUPA.Estab.MeanTime,

2. KPIs: RRC Setup Success Ratio and PS RAB Setup Success Ratio

Precautions
Before activating this feature, the PS IMEI acquisition function must be enabled so that UE type
approval codes (TACs) can be obtained and UEs with compatibility issues can be added to a
blacklist. To enable the PS IMEI acquisition function on the RNC or CN side, perform the
following:
Step 2 Run the RNC MML command MOD UCELLALGOSWITCH. In this step, select the
E_FACH(Cell E_FACH Function Switch) check box under the Cell Hspa Plus function
switch parameter.
Step 4 Run the RNC MML command ACT UCELLEFACH to activate this feature.
Step 5 (Optional) If new services are to be established in the enhanced CELL_FACH state, perform
the following:
1. If SRBs are to be established in the enhanced CELL_FACH state for new services, run the
RNC MML command SET URRCESTCAUSE with Switch for RRC established on
E_FACH set to ON and Cause of RRC connection establishment set to a proper value.
2. If RABs are to be established in the enhanced CELL_FACH state for new services, run the
RNC MML command SET UCORRMALGOSWITCH. In this step, select the following
check boxes under the Service Mapping Strategy Switch parameter:
l MAP_PS_BE_ON_E_FACH_SWITCH, which enables PS BE services to be
performed in the enhanced CELL_FACH state
l MAP_PS_STREAM_ON_E_FACH_SWITCH, which enables PS streaming
services to be performed in the enhanced CELL_FACH state
l MAP_PS_STREAM_ON_HSDPA_SWITCH, which enables PS streaming services
to be carried on the HS-DSCH in the downlink
l MAP_PS_STREAM_ON_HSUPA_SWITCH, which enables PS streaming services
to be carried on the E-DCH in the uplink
Step 6 (Optional) Run the RNC MML command SET UCORRMALGOSWITCH to ensure that UEs
can transit from the enhanced CELL_FACH state to the CELL_DCH state when transmitting a
large amount of data. In this step, select the following check boxes under the Dynamic Resource
Allocation Switch parameter:

When configuring the Downlink Enhanced Cell_FACH feature on the CME, perform a single configuration
first, and then perform a batch modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.
Set the parameters described in Table 10-2 on the CME. For instructions on how to perform
the CME single configuration, see CME Single Configuration Operation Guide.

recommended that you check the call drop rate of PS services after this feature is activated.
l For a cell that is only enabled with this feature, the power consumption of non-HSPA UEs
decreases, the downlink throughput (including the throughput of HSDPA UEs, E-FACH
UEs, and UEs using a FACH) decreases or remains unchanged, and the HSDPA throughput
decreases.
l For a cell that is enabled with this feature and the Uplink Enhanced CELL_FACH feature,
the cell downlink throughput (including the throughput of HSDPA UEs, E-FACH UEs,
and UEs using a FACH) increases or remains unchanged.

When E-FACH UEs have a small amount of signaling data and HSDPA UEs have a large amount
of data to transmit, power resources for E-FACH UEs are insufficient if the maximum E-FACH
UEs's power consumption on the HS-SCCH and HS-PDSCH is less than or equal to the value
of the EFACHDTCHGBP(BSC6900,BSC6910) parameter. If HSDPA UEs have a large amount
of data to transmit, no power will be left for E-FACH UEs' service data in a TTI because E-
FACH UEs and HSDPA UEs have different scheduling priorities. For details about the
scheduling priorities, see the "Scheduling Priority" section.
When E-FACH UEs have a large amount of signaling data and HSDPA UEs have a small amount
of data to transmit, the power resources for E-FACH UEs will be sufficient.

and E-RACH UEs use the same signatures on the E-RGCH and E-HICH.
