C F S D Governing Board Meeting
Dr. Kamerzell shared the following student
achievements.
Catalina Foothills High School
The CFHS Boys tennis team earned its fourth straight
state championship. Team members are Junxiang
Fang, Hyewon Hong, Chris Hupp, George Jiang,
Mason Lee, Anton Nazaroff, Brendan Perry, Ashish
Prasad, Connor Oseran, and Daniel Wieland. George
Jiang is the boys tennis singles champion. Mason Lee
and Connor Oseran won second place in state
doubles. The team's coach is Jeff Bloomberg.
The CFHS Girls tennis team finished in the top 4 in the
state.
Two of the three scholarships awarded by the Tucson
Mensa Society went to members of our class of 2017:
Meena Venkataramanan and Victoria Carotenuto.
Winners were evaluated on a single essay explaining
his or her career goals. With over 10,000 applicants,
only 195 scholarships are awarded nationally.
Community Schools
Local Legends Unleashed was named Champion
Runner-up (second overall) at the Legoland FIRST
Lego League North American Open. They competed
against 80 teams from Canada, Japan, Korea, Mexico
and throughout the US. The team members are from
three different schools: CFHS (4), Basis (2), and ECMS
(1).
Manzanita Elementary School
Two Manzanita teams competed in the Odyssey of the
Mind World Competition held at Michigan State
University. The team for the Odyssey Problem Odd-a-
Bot won 2nd place in the world. Team members
were Dillan Douglas (4th grade), Keona Kuo (5th),
Maggie Toole (5th), Carter Willems (3rd), Katherine
Willems (5th), and Montana Wright (5th). Their coach
was Jae Fagan, Manzanita's music teacher.

The team for the Odyssey Problem To Be Continued:
A Superhero Cliffhanger placed 26th in the world.
Team members were Avery Brown (4th), Caileen
Feeney (4th), Madeline Reed (3rd), Jacob Toole (4th),
and Johnny Yu (4th). Their coaches were Heather
Reed, Manzanita parent, and Anne Brown, Manzanita
parent and educational assistant.
CFSD Star Award
The governing board honored the Catalina Foothills
High School Boys Tennis State Champions and their
coach. Board member Carole Siegler presented a Star
pin to coach Jeff Bloomberg and reviewed the teams
highlights and achievements for their outstanding
performance winning an Arizona State championship.
Approval of Revisions to Policy IKF Graduation
Requirements (second reading)
Associate Superintendent Mary Jo Conery presented
the proposed revisions to the districts current policy to
include the addition of an honors diploma. By awarding
an honors diploma, it would encourage and recognize
students who undertake and excel in the high schools
most rigorous courses. Students who excel in their high
school coursework determined by grade point average
and advanced placement exams as determined by
advanced placement test scores would be awarded
this diploma. Students would receive an Honors seal
affixed to their Catalina Foothills High School diploma.
At the first reading, the board requested a minor
language change that describes the proposed Honors
Diploma to begin with the graduation class of 2019. As
reviewed at the May 25 meeting, additional revisions to
the policy included some minor changes in wording
and formatting to provide consistency with other
paragraphs and criteria. Other proposed revisions
from the first reading were not modified. Board
members recommended a minor language adjustment
to provide clarity. The governing board approved the
revisions, as amended.
Approval of Revisions to Teacher Assessment
Program (TAP) (second reading)
Assistant Superintendent Denise Bartlett presented the
second reading of the proposed changes to some
requirements in the TAP program that include:
Conduct one formal observation that is not
prescheduled. If a teacher, after the
 observation, is placed either in highly effective
or effective, a second formal observation may
be waived. (A.R.S. 15-537 allows the
governing board to waive the requirement of a
second classroom observation).
If a continuing teacher is not classified as
either effective or highly effective, a second,
prescheduled observation shall be conducted.
Change the number of informal observations
from four to two for this group of teachers.
At the first reading, there were a few other revisions
that were recommended. Wording under the headings
TAP Components for Members of Group A and TAP
Components for Members of Group B were revised.
Other proposed revisions from the first reading were
not modified. Board members requested minor wording
adjustments. The governing board approved the
revisions, as amended.
Approval of Revisions to Policy JICK, Regulation,
JICK-R and Exhibit JICK-EB Student Violence /
Harassment / Intimidation / Bullying (third reading)
Dr. Bartlett presented the additional recommended
changes and new language added to parallel Policy JK
Student Discipline. In addition to the recommendations
made at the first and second readings to add language
that distinguished between harassment, intimidation,
and bullying, the district administration recommended a
few minor revisions and new additions to the regulation
and exhibit. Other revisions from the first and second
reading were not modified. The governing board
approved the revisions, as amended.
Consideration of Revisions to K-12 Visual and
Performing Arts Standards (first reading)
Dr. Conery presented the first reading of the
recommended implementation of new standards and
programming. The CFSD Visual and Performing Arts
Standards build upon the philosophy and goals of the
National Core Arts Standards (2014) and the Arizona
Academic Standards in the Arts (2015). Dr. Conery
informed board members that education and
engagement in the Visual and Performing Arts are an
essential part of the total school curriculum. She
reviewed the Conceptual Framework of Arts Learning
and a summary of other outcomes from the revision
process: the launching of a string/orchestra program at
the elementary level; each elementary school will have
the option of offering choir in fourth and fifth grade; at
the high school the addition approved in January of 3-
year sequence of guitar courses, media arts, ceramics,
and sculpture, AP Studio Art, photo imaging, AP music
theory, pom/dance line and advanced theatre arts. Dr.
Conery reported that teachers have completed this
work. The first year of implementation will be
monitored, and the teachers will reconvene in the
spring of 2018 to revise and adjust as necessary. The

board will review the standards for a second reading
on June 27.
Approval of Classified Wages
Dr. Bartlett presented the proposed 2017-2018
Classified Wage Schedule. The revised wage schedule
is a result of the passing of Proposition 206 and will
correct a compression issue as the minimum wage
continues to increase. The schedule has been revised
to increase the starting wage to $10.50 and with a
consistent percent increase across the rest of the
schedule. She reviewed the recommended horizontal
step movement for all classified employees on the
schedule and reported this will result in a cost
increase to the Maintenance and Operations budget.
The governing board approved both the schedule and
step movement, as presented.
Approval of Classified Notices of Appointment
Dr. Bartlett presented the list of classified employees
who will be returning for the 2017-2018 school year.
The governing board approved the classified notices of
appointment for returning exempt and non-exempt
classified staff.
Approval of Fiscal Year 2018 Budget
Director of Finance Angelie Hawley reviewed the
FY2018 proposed budget documents that had been
updated to incorporate the changes in the Maintenance
and Operations (M&O) Projected Revenues. She
provided information on carry forward and reduction
amounts in the classroom site fund, instructional
improvement fund, and student success funding.
Information was shared about cost adjustments to the
areas of special and regular education substitutes,
teacher stipends, property/liability insurance, and
prepaid legal expense. Also reviewed were changes
made to the 2018 Prop 301 Straw Budget which
included a correction in the projected weighted ADM,
and an update to the classroom site fund report.
Controller Sandra Thompson reviewed the process
used for the preparation of the states budget forms for
fiscal year 2018. Ms. Thompson also provided an
overview of the 2018 projected revenue sheets. The
FY 2018 Maintenance & Operations (M&O) proposed

budget reflected a slight increase to the 100 day
enrollment or ADM affecting M&O revenues. The base
level amount increased including the teacher
compensation adjustment. Transportation support was
updated because the state support level per route
miles increased to $2.12. The projected District
Additional Assistance (DAA) funding for 2018
increased slightly. The governing board approved the
proposed FY2018 expenditure budget. A public hearing
and final adoption of the budget will take place at the
next regular governing board meeting on June 27,
2017.

Consideration of Revisions to Policy JEB Entrance
Age Requirements (first reading)
Dr. Kamerzell presented the proposed revisions to the
districts current policy. The language in the policy and
Arizona statute allow local districts discretion to admit a
student early in kindergarten and first grade. The
district administration recommended revisions to the
policy to clarify the age requirements for entrance into
kindergarten and first grade, and under what
circumstances the district will consider early entrance.
The district does not permit early entrance unless a
student coming from out of state where the age
requirement is different has successfully completed
kindergarten in a public school. The board will review
for a second reading on June 27.
Consideration of Revisions to Policy JK,
Regulation JK-R, and Exhibit JK-E Student
Discipline (first reading)
Dr. Bartlett presented proposed revisions due to
language revisions to Policy JICK, Regulation JICK-
RA, and Exhibit JICK-E, Student Violence /
Harassment / Intimidation / Bullying. Specific revisions
were an addition of a bullet referencing Policy JICK;
the definition of Cyber Harassment; and a statement
regarding conduct with examples. Dr. Bartlett reported
that the revisions to Policy JICK made it necessary to
revise the language in Policy JK so that there was
alignment and consistent information regarding the
same conduct. Board members recommended some
minor changes and language modification to the
discipline matrix to provide better clarity to parents and
administrators. The board will review this for a second
reading on June 27.
Approval of Superintendents Performance Pay
In compliance with A.R.S. 15-341(A)(40), which
ensures that the contract for the superintendent is
structured in a manner in which up to 20% of the total
annual salary is classified as performance pay, the
governing board approved 2016-2017 performance
pay for Superintendent Kamerzell in the amount of
$4,750.00.
2017 Arizona Legislative / Governmental Activity
Board members discussed the State Superintendent of
Public Instructions Listening Tour scheduled for
Tucson and other parts of the state.
