regulating the operation of Congressional Market and prescribing fees for the rentals of stalls which also
provide penalties for its violation. Whereas, the tax payment will be received by the City Treasurer and it

The Federation of Quezon City Market Vendors Inc. criticized the Legality of the ordinance since
according to them it has no power to enact tax law. On the other hand, the Quezon City government
stated that the reason for this additional tax is to support its Social Welfare Division. Hence, they filed a
