To whom it may concern:

I am writing this letter of complaint to bring the attention of one of your traffic enforcer name
Mr. Flores. I am talking about what happen last Sunday June 25, 2017, I was driving along Malvar
St. between Limjoco St. in San Fernando Pampanga with my wife. I didnt see the traffic sign that is one
way lane because of the jeepney pass by along our way, then one of the traffic enforcer approached me
and told me is one way lane. He took my drivers license and check it while checking it another traffic
enforcer (Mr. Flores) nearby in a convenience store called our attention asking us to come over. He
told me that I have my two violation which is counter flow and other is not looking for the traffic sign
displayed. He gave me an option he said If you want just give me 1000 pesos without ticket for your first
violation only but I didnt insist it because I know already he just want to charged me in an illegal way
while Im talking to him I already smell him like an alcohol and I knew it he was drunk that time.
Unfortunately, I gave in to the trap and asked that we settle this to avoid the hassle and I can get back
my drivers license but he became so rude to us and he get his ticket, gave it to his co-worker asking him
to write the violation we had and he walk away even though he must be one who authorized to write our
violation in his ticket but because his intoxicated he cannot write well and he just let his co-traffic enforcer
to write it for him. But his co-traffic enforcer write only one violation which is counter flow I ask him how
much we should pay and he said its only 300 pesos. I said Ok Im willing to pay for that but can I get my
drivers license? But he didnt give it back and he gave it to Mr. Flores. That time we saw a one tricycle
and one motor cycle pass by along the same street we had, the two traffic enforcer also approached them
and ask their drivers license, after they verify their drivers license they let the two driver pass by without
giving any ticket but we just have the same violation. That was the time I complained with them, I talked
to Mr. Flores asking him why they didnt give ticket to the two driver that was unfair but he remain firm and
rude he just gave us a lot of excuses. While he keep arguing with us he almost fell down looks like he feel
dizzy because he was drunk. He walk away going inside the convenience store and changes his uniform
into t-shirt so that we cannot recognize his surname printed in his uniform. I also noticed that he didnt
wear his ID that time while on duty. Theres a lot of witness there who saw what happen to us and one of
the pedicab driver told us that we should go to the office of Traffic Management Division to file the
complaint.

Moreover, Im just wondering how come in this situation that this kind of traffic enforcers is doing
his right job and responsibilities as a public servant while on duty he was intoxicated, asking money
without giving ticket and not being fair for the rules and regulation under the Municipal Ordinance. So
now, I am requesting to your highest office to take a disciplinary action to Mr. Flores for what he
need for the sake of all. Hoping that this incident will not happen again to any other commuters just like
us. Thank you!
