The problem is, sometimes the citizens of the city do not know
that his town has heritage buildings, but with site preservation
(pedestrianisation) will necessarily increase the awareness of
the heritage buildings
?
So, what is more important?
Preserve old building with a billion of money
and just function as a building.

OR

Preserve the area that have surrounding heritage building,


which can make sense of place, generate people to come
also generate economy activity for local people and the most
important is increasing awareness of heritage building.
