Hence, even under the same design conditions, the member size may vary depending on
the rules being applied. In 2003, the international association of Classification
Societies(IACS) launched the development of Common Structural Rules(CSR), targeting
bulk carriers and oil tankers separately. In 2007, the CSR-BC(for bulk carriers that are
more than 90m in length) and CSR-OT (oil tanker 150m) both came into effect.
Meanwhile, the IMO (international maritime organization) introduced the new
formulation of the Goal-Based Ship Construction Standard (GBS) in 2003. From the IMO
point of view, the new standard will make a safe and environmental friendly and also
the adaptation of hull structure rules.

research and development. More than 90% of the world's cargo carrying tonnage is

There are 5 tiers of GBS hierarchical structure :


1. Tier V : International standard like ISO, and industry practices
2. Tier IV : The classification society rules and technical standards
3. Tier III : A method to verifying the rules and standards (Tier IV & V)
4. Tier II : The functional requirements that are needed to achieve the goal
5. Tier I : The goals set by IMO with respect to safety and preservation of the
environment

IMO/GBS has 2 kinds of approaches :


Prescriptive approach : A goal that can satisfied the hull structural rules in
prescriptive manner

Safety level approach : The target of the structural rules is based of the risk

The definition of risk is the product of frequency of occurrence and the damage impact.
