Receiving Dangerous Cargoes

A recent incident concerning a Marine Department vessel has highlighted the need for
the issue of this Safety Flyer. There are three possible categories.

1. When a vessel is requested to carry any dangerous cargo. The cargo must be in
containers and quantities as per international maritime regulations.
2. When a vessel has been requested to receive small quantities of Oily Waste or
Dirty Slops from an offshore vessel, rig or barge, then the Master should refer to
Marine Instruction 1865.505 Procedures for Handling Oil Wastes & Dirty Slops
destined to Marine Pier Facilities
3. If any marine vessel is requested to receive Crude Oil Line contents or any form
of Crude Oil then procedure will be as follows:
a. Sample of the Oil must be taken and all its properties provided to
the Marine Department, prior to any decision being taken.
b. The designated marine vessel is to be informed 24 hours in
advance. This is so that the vessel can ensure all the necessary
safety equipment is on board prior to the operation.
c. The proponent will provide a procedure, approved by Loss
Prevention, of how the Oil will be transferred from beginning to end
(e.g. from Offshore Platform to Boat to Shore Facility)
d. The proponent will provide a single point of contact, meaning a
person responsible for the Oil. (i.e. from Terminal, Producing, etc..)
e. Final approval from Manager Marine.
