2 Overview
After WRFD-010638 Dynamic CE Resource Management is applied, the RNC calculates the
amount of credit resources that will be consumed by an admitted High Speed Uplink Packet
Access (HSUPA) UE using the following formula:
Rate = Max (GBR, Rateone RLC PDU)
where,
l GBR stands for guaranteed bit rate.
l Rateone RLC PDU is the rate at which one Radio Link Control (RLC) packet data unit (PDU)
is transmitted at one transmission time interval (TTI).
l If the layer 2 enhancement function is enabled, the size of the RLC PDU in the preceding
formula equals that of the smallest RLC PDU. If this function is not enabled, the size of
the RLC PDU in the formula is fixed. For the size of the RLC PDU in the formula, see
HSPA Evolution Feature Parameter Description.
The RNC uses the preceding formula to ensure HSUPA user experience.
However, after the preceding formula is applied, the channel element (CE) usage on the NodeB
side is lower than the credit resource usage on the RNC side for the following reasons:
l The NodeB calculates the CE usage based on actual user data rates.
l An actual user data rate is usually lower than the GBR or Rateone RLC PDU.
l The penetration rate of 2 ms TTI HSUPA UEs is high.
As a result, the RNC may reject new UE access requests when the CE usage on the NodeB side
is low, which limits the RNC's capability to perform admission control based on credit resource
usage. To enhance the RNC capability, you can use the CE Overbooking feature.
CE Overbooking works as follows:
l The NodeB calculates the amount of CEs that will be consumed by an admitted UE, includes
the calculated amount into a private information element (IE) in the Common Measurement
Report message, and sends the report to the RNC at an interval specified by the
TenMsecForUlBasicMeas(BSC6910,BSC6900) parameter.
l The RNC calculates credit resource usage based on the reported amount.
This feature maximizes the RNC's capability to perform admission control based on credit
resource usage.
When the penetration rate of 2 ms TTI HSUPA UEs is high, the average HSUPA service
throughput is low, and this feature provides the following benefits:
l Reduces the amount of credit resources that will be consumed by admitted UEs.
l Increases the number of admitted UEs and the number of 2 ms TTI HSUPA UEs.
l Increases uplink cell throughput when Uu and Iub resources are sufficient.
This feature takes effect only on uplink CE resources and HSUPA UEs.
Before enabling this feature, Dynamic CE Resource Management must be enabled. For details

3 Technical Description
The CE usage that the NodeB periodically calculates and reports to the RNC involves the
predicted CE consumption of R99 UEs and that of HSUPA UEs. Because this feature applies
only to HSUPA UEs, the RNC calculates the amount of credit resources that will be consumed
by admitted R99 UEs based on the maximum bit rate (MBR).
Table 3-1 describes the methods for calculating the credit resource usage before and after this
feature is activated and presumes that the Dynamic CE Resource Management feature has been
enabled.

by admitted HSUPA UEs using the following formula:

Upon receiving a service setup request, the RNC makes an admission decision based on credit
resources as follows:
l For a radio resource control (RRC) connection setup request, the admission is successful
if the remaining credit resources at the local cell group (if any) and NodeB levels are
sufficient for the request.
l For a handover service, the admission is successful if the remaining credit resources at the
local cell group (if any) and NodeB levels are sufficient for the service.
l For other types of services, the RNC checks whether the amount of the remaining credit
resources at the local cell group (if any) and NodeB levels is greater than or equal to the
UlHoCeResvSf(BSC6900,BSC6910) parameter after new services are admitted. If so, the
admission is successful.
The CE Overbooking feature performs service admission and optimization based on the
preceding decision procedure. Activating this feature brings the following advantages:
Table 4-1 shows how to calculate the number of CEs required for admitting HSUPA UEs when
CE Overbooking is activated and when CE Overbooking is not activated.

l If PerfEnhanceSwitch:
PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_SWITCH is disabled, the system
attempts to admit all new users using the highest service bearers supported by the terminal.
In this way, accessed users occupy too many uplink processing specifications and therefore
the total number of accessed users decreases.
l If PerfEnhanceSwitch:
PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_SWITCH is enabled, the NodeB
baseband board dynamically selects proper uplink service bearers for users to maximize
the number of accessed users according to actual NodeB processing specifications. If the
NodeB baseband board load is higher than 82%, new user supporting 2 ms TTI is only
allowed to set up services with 10 ms TTI. If the NodeB baseband board load is higher than
87%, new user supporting HSUPA is only allowed to set up services on R99 channels.

Basic congestion at the local cell group or NodeB level is triggered when the following condition
is met:

When a PS BE service is set up or reconfigured, TTI selection is implemented. The TTI for an
HSUPA UE is set to 2 ms if all the following conditions are met:

The TTI for an HSUPA UE processing BE services is switched from 2 ms to 10 ms when all the
following conditions are met:
l The credit resources at the local cell group or NodeB level are smaller than those specified
by UlTtiCreditSfResThd(BSC6900,BSC6910), indicating that the credit resources are
insufficient.
l The UE throughput is lower than the product of UpRatioFor2msTo10msBaseCE
(BSC6900,BSC6910) and BeHsupa2msTtiRateThs(BSC6900,BSC6910).

9 Network Impact
System Capacity
CE Overbooking reduces the uplink credit resources consumed by online users. In cells with a
large number of 2 ms TTI HSUPA UEs, this feature reduces the uplink credit resource
consumption by 10% to 40%. A cell is regarded as having a large number of 2 ms TTI HSUPA
UEs when the average number of these UEs is greater than or equal to 5.
l In scenarios where a large number of admission rejections occur due to severe congestion
of uplink credit resources, CE Overbooking enables more UEs to be admitted. CE
Overbooking also increases the average cell throughput if Uu and Iub resources are
sufficient.
l In scenarios where TTI switching or load reshuffling (LDR) frequently occurs due to basic
congestion of uplink credit resources, CE Overbooking reduces the number of TTI
switching or LDR events or increases the number of 2 ms TTI HSUPA UEs.
l In scenarios where uplink credit resources are sufficient, CE Overbooking increases
remaining credit resources.
Network Performance
CE Overbooking has the following impact on network performance:
l In scenarios where a large number of admission rejections occur due to severe congestion
of uplink credit resources, CE Overbooking allows more UEs to be admitted and increases
the radio access success rate. (This is because CE Overbooking takes the uplink traffic
volume into consideration when calculating the remaining credit resources, therefore
increasing the availability of credit resources.) However, when more UEs transmit data
simultaneously, the HSUPA call drop rate may increase due to congestion of CE and Uu
resources.
l In scenarios where TTI switching or LDR frequently occurs due to basic congestion of
uplink credit resources, the number of 2 ms TTI HSUPA UEs increases because CE
Overbooking increases the availability of credit resources. However, 2 ms TTI HSUPA
UEs have poorer anti-interference capabilities than 10 ms TTI HSUPA UEs. Therefore, the
call drop rate may increase in poor coverage because 2 ms TTI HSUPA UEs are more
vulnerable to call drops than 10 ms TTI HSUPA UEs.
NOTE
After CE Overbooking is enabled, the amount of credit resources consumed by admitted UEs is related to
the actual UE rate. If the amount of credit resources consumed by admitted UEs is large due to high actual
UE rate, the handover success rate and the RRC connection setup success rate may decrease because the
reserved resources may be consumed by admitted UEs. This problem has a low probability of occurrence
and network performance is generally not affected.
l After CE Overbooking is enabled, there is a possibility that admission rejections increase
over the Iub interface if a large number of UEs has accessed the network. However, CE
Overbooking does not affect the UE access success rate.
Before CE Overbooking is enabled, the RNC updates the consumption of CE resources for
UE admission upon UE access or release.
After CE Overbooking is enabled, the NodeB updates the consumption of CE resources
real-time for UE admission, calculates the average consumption of CE resources every 640
ms and reports to the RNC every 1s. During the report interval, the RNC cannot learn about
the accurate consumption of CE resources, resulting in information inconsistency between
the RNC and the NodeB. Therefore, there is a possibility that some UEs are admitted by
the RNC but fail to be admitted by the NodeB.

l VS. RAB.FailEstabPS.ULCE.Cong and VS.RAB.FailEstabCS.ULCE.Cong: measure the
number of admission rejections triggered by uplink credit resource congestion in a cell.
When the counter value is large, CE resources are experiencing severe congestion.
l VS.HSUPA.TTI2msUserNumber.x (x = 0 to 5): measures the proportion of 2 ms TTI
HSUPA UEs whose average rate is lower than 150 kbit/s. The larger the proportion
indicated by VS.HSUPA.TTI2msUserNumber.0, the more the low-rate 2 ms TTI HSUPA
UEs on the network, and the greater the gains of this feature.
10.3 Deployment
10.3.1 Requirements
l Dependencies on Hardware
The 3900 series base station must be configured with the WBBPb, WBBPd, WBBPf,
or UBBPd board.
The DBS3800 must be configured with the EBBC or EBBCd board.
The BTS3812E, BTS3812A, and BTS3812AE must be configured with the EBBI,
EBOI, or EULPd board.
NOTE
The CE Overbooking feature can still be activated on a NodeB when the NodeB is not configured as
above. However, this feature is beneficial only when the NodeB is configured as above.
l Dependencies on Other Features
Before enabling this feature, you must enable the feature WRFD-010638 Dynamic CE
Resource Management.
l License
The license "CE overbooking(Per NodeB)" on the NodeB side has been activated. For
details about how to activate the license, see License Management Feature Parameter
Description.
Table 10-1 lists the license information for CE overbooking.
10.3.2 Activation
Step 1 After the license is activated, the feature has been activated.
Step 2 (Optional) Run the NodeB MML command SET NODEBALGPARA to set the minimum
number of CEs required for admitting 2 ms TTI HSUPA UEs. In this step, set 2ms User
Minimum Admission CE.
Step 3 (Optional) Run the RNC MML command SET UCORRMPARA. In this step, select the
PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_SWITCH check box under the
Performance Enhancement Switch parameter.

l It is good practice to retain the default value of 2ms User Minimum Admission CE.
l It is good practice to set the parameter in step 2 so that the network can admit more users.
NOTE
When configuring the CE Overbooking feature on the CME, perform a single configuration first, and then
perform a batch modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.
Set parameters on the CME according to the operation sequence in Table 10-2. For instructions
on how to perform the CME single configuration, see CME Single Configuration Operation
Guide.

10.3.4 Deactivation
Deactivate the license for CE Overbooking on the M2000.

sufficient Uu and Iub resources, check the counter in Table 10-8 to determine whether the
average cell throughput increases.

initiate data transmission simultaneously, CEs configured for the network may be insufficient.
As a result, the HSUPA users experience more call drops.

WITCH: The NodeB baseband board uses different
processing specifications for users with different uplink
bearer services, for example, HSUPA TTI 2 ms
services, HSUPA TTI 10 ms services, and R99 services.
When serving a large number of users, the system
cannot guarantee that all users can access the network
with the highest service bearer supported by UEs. This
switch controls whether the RNC allocates
corresponding channels for new users based on the cell
capability reported through the NodeB private interface.
When this switch is turned on, the RNC dynamically
selects an appropriate uplink service bearer and
allocates corresponding channels for new users to
maximize the system capacity based on the actual
NodeB processing specifications. When this switch is
turned off, the optimization process is disabled. 18.
PERFENH_HSUPA_TTI_RECFG_PROC_OPT_SWI
TCH: Whether to use the optimized TTI switching
algorithm for BE services When this switch is turned
off, the optimized algorithm does not take effect. The
original mechanism is implemented. When this switch
is turned on, the optimized algorithm takes effect. After
HSUPA services are configured or reconfigured with 10
ms TTI due to network resource (admission CEs,
RTWP, consumed Iub bandwidth, or consumed CEs)

Whether to activate the algorithm for increasing the
single-threaded download rate. 20.
PERFENH_OLPC_BLER_COEF_ADJUST: Switch
for adjusting the BLER coefficient specific to CS
services based on the best cell's uplink load status. When
this switch is turned on, the outer loop power control
algorithm uses the target BLER set by the OMU board
if the best cell's uplink load status is LDR or OLC. If the
status is neither LDR nor OLC, this algorithm uses this
target BLER after being divided by five. 21.

PERFENH_CELL_HSUPA_CAP_CHANGE_OPT_S
WITCH: The NodeB baseband board uses different
processing specifications for users with different uplink
bearer services, for example, HSUPA TTI 2 ms
services, HSUPA TTI 10 ms services, and R99 services.
When serving a large number of users, the system
cannot guarantee that all users can access the network
with the highest service bearer supported by UEs. This
switch controls whether the RNC allocates
corresponding channels for new users based on the cell
capability reported through the NodeB private interface.
When this switch is turned on, the RNC dynamically
selects an appropriate uplink service bearer and
allocates corresponding channels for new users to
maximize the system capacity based on the actual
NodeB processing specifications. When this switch is
turned off, the optimization process is disabled. 18.
PERFENH_HSUPA_TTI_RECFG_PROC_OPT_SWI
TCH: Whether to use the optimized TTI switching
algorithm for BE services When this switch is turned
off, the optimized algorithm does not take effect. The
original mechanism is implemented. When this switch
is turned on, the optimized algorithm takes effect. After
HSUPA services are configured or reconfigured with 10
ms TTI due to network resource (admission CEs,
RTWP, consumed Iub bandwidth, or consumed CEs)
congestion or insufficient coverage, these UEs cannot
change to use 2 ms TTI if no data needs to be
transmitted. 19.
PERFENH_DOWNLOAD_ENHANCE_SWITCH:
Whether to activate the algorithm for increasing the
single-threaded download rate. 20.
PERFENH_OLPC_BLER_COEF_ADJUST: Switch
for adjusting the BLER coefficient specific to CS
services based on the best cell's uplink load status. When
this switch is turned on, the outer loop power control
algorithm uses the target BLER set by the OMU board
if the best cell's uplink load status is LDR or OLC. If the
status is neither LDR nor OLC, this algorithm uses this
target BLER after being divided by five. 21.
PERFENH_EMG_AGPS_MC_DELAY_SWITCH:
Whether to enable the function of delaying the sending
of an RRC_MEAS_CTRL message containing AGPS
information when an emergency call is made. When this
switch is turned on, the RNC delays the sending of this
message until the emergency call is successfully set up.
