regarding:

professionanddiscriminationbylawenforcementinCalifornia;
TheStateofIsrael(2013)withthenote:Lackofintegrityintheelectronic
recordsofthesupremecourt,thedistrictcourtsandthedetaineescourtsin
Israel,and
TheUnitedStates(2015)withthenote:HRANGOrecommendedrestoringthe
integrityoftheITsystemsofthecourts,underaccountabilitytotheCongress,
withthegoalofmakingsuchsystemsastransparentaspossibletothepublicat
large.
TheStateofIsrael(forthe2018UPR),areportwasfiled,titled:Incompetence
and/orcorruptionofthecourtsandthelegalprofessionanddiscriminationby
lawenforcementinIsrael.
Atextbookon"MachineLearning"foundmyapplicationofdataminingtoHuman
Rightsresearchamong"Notableuses",andsummarizeditasfollows:[i]
Dataminingofgovernmentrecordsparticularlyrecordsofthejusticesystem
(i.e.,courts,prisons)enablesthediscoveryofsystemichumanrights
violationsinconnectiontogenerationandpublicationofinvalidorfraudulent
legalrecordsbyvariousgovernmentagencies.[ii,iii]
Inthisfield,Ipublishedstudiesinacademicperiodicalsandconferencesin
informaticsandcriminology.Forexample,ahighlyratedconferenceone
government(EuropeanConferenceonEGovernment2015),published,subjectto
peerreview,mypaper,titled:NewfraudulentITsystemsintheIsraelicourts
unannouncedregimechange?.Andthe2017EuropeanEgovernmentConference
(hostedinthePortugueseMilitaryAcademy)published,subjecttopeerreview,my
paper,titled:EgovernmentinIsraelTransformationintothePosttruthEra.
InthisfieldIhavebeeninvitedtolectureinrecentyearsininternational
conferencesintheCzechRepublic,inSwitzerland,inEngland,inPortugal,andin

 Japan.Recently,Ihavealsobeeninvitedtowriteareviewforalegalperiodicalin
English,editedinahighlyratedChineseuniversity.
d)AsstatedintheoriginalRequesttoInspect,theAugust15,2017Protocoland
Decisionsininstantcourtfileformuniquedocumentationoftheissuanceof
simulatedcourtrecords(fabricated/drafts),whichwerepresentedinNet
HaMishpatsystemasvalidandeffectualcourtrecords.Therefore,thereisspecial
interestformyresearchinthisrecord.Atthesametime,aspreviouslystated,
instantrequestalsoservesasnoticetoJudgeAbrahamHeimanregardingthe
presenceofthefabricatedAugust15ProtocolinNetHaMishpatininstantcourt
file.Therefore,tothedegreethatitwasjustahumanerror(whichshouldnthave
beenpossibleatallinavalidcasemanagementsystem),itshouldhavebeen
expectedthatJudgeAbrahamHeimanwouldhavecorrectedsucherrorofhisown
volition.
e)Atthesametime,therequeststoinspectthemselvesgenerateimportantdatafor
myresearch,sincetherequeststhemselvesareadministeredinNetHaMishpat
system.Therefore,forexample,thefactthattheCourtfailstoserveitsdecisionson
theRequester,thefactthatthecourtfileisinaccessibletothepublicwithnolawful
sealing,thefactthattheProsecutionemphaticallystatedafalsefactthatthecourt
fileisopenforpublicinspectionallformimportantdataforsuchresearch.
