The Fourth Quarter 2016 Social Weather Survey, conducted from December 3-6, 2016,
found 13.9% or an estimated 3.1 million families experiencing involuntary hunger at least once in
the past three months. (The measure of Hunger refers to involuntary suffering because the
respondents answer a survey question that specifies hunger due to lack of food to eat.)
This is 3.3 points above the 10.6% (est. 2.4 million families) quarterly Hunger in
September 2016.
The 2016 annual Hunger rate of 13.3% is just 0.1 point below the 2015 annual Hunger rate
of 13.4%, and the lowest annual Hunger rate since 11.8% in 2004 [Charts 1 and 2, Table 1].
Both Moderate Hunger and Severe Hunger rise
The 13.9% quarterly Hunger in December 2016 is the sum of 10.9% (est. 2.5 million
families) who experienced Moderate Hunger and 3.0% (est. 673,000 families) who experienced
Severe Hunger.
Moderate Hunger refers to those who experienced hunger "Only Once" or "A Few Times"
in the last three months, while Severe Hunger refers to those who experienced it "Often" or
"Always" in the last three months.
The few who did not state their frequency of hunger were classified under Moderate
Hunger.
Both Moderate Hunger and Severe Hunger rose between September and December 2016.
Moderate Hunger rose by 1.8 points, from 9.1% in September to 10.9% in December.
Severe Hunger rose by 1.5 points, from 1.5% to 3.0%. This is the highest Severe Hunger
rate since 4.1% in December 2014.
Hunger rises among both the Self-Rated Poor and Self-Rated Non-Poor
The 3.3-point rise in quarterly Hunger rate amid the 2-point increase in Self-Rated Poor
and the 4-point increase in Self-Rated Food-Poor proportions (BusinessWorld, 16 January 2017),
between September and December 2016, was due to rising Hunger among both the Self-Rated
Poor and Self-Rated Non-Poor, as well as among both the Self-Rated Food Poor and Self-Rated
Food Non-Poor.
From September to December 2016, quarterly Hunger (i.e. Moderate plus Severe) rose by
4.3 points among the Self-Rated Poor, from 16.7% to 21.0%. It rose by 2.2 points among the Not
Poor/On the Borderline over the same period, from 6.1% to 8.3% [Chart 3].
It rose by 4.4 points among the Self-Rated Food-Poor, from 20.5% to 24.9%. It rose by
1.9 points among the Not Food-Poor/Food-Borderline, from 6.4% to 8.3% [Chart 4].
At any one point in time, quarterly Hunger among the Self-Rated Food-Poor is always
greater than Hunger among the Self-Rated Poor.
Hunger rises in all areas
The quarterly Hunger rate of 13.9% consisted of Hunger in Metro Manila at 13.0% (est.
399,000 families), Balance Luzon at 15.0% (est. 1.5 million families), Visayas at 16.7% (est.
724,000 families), and Mindanao at 10.0% (est. 515,000 families) [Chart 5, Table 2].
Quarterly Hunger rose by 5.7 points in Metro Manila, from 7.3% (est. 225,000 families) in
September to 13.0%.
This brings the 2016 annual Metro Manila Hunger rate to 12.8%, 3.8 points below the 2015
average of 16.6% [Charts 6 to 9, Tables 3 to 6].
Moderate Hunger in Metro Manila rose by 2.0 points from 6.0% to 8.0%. Severe Hunger in
Metro Manila rose by 3.7 points, from 1.3% to 5.0%, similar to 5.0% in June 2016.
Quarterly Hunger rose by 3.3 points in Balance Luzon, from 11.7% (est. 1.2 million
families) to 15.0%.
This brings the 2016 annual Balance Luzon Hunger rate to 13.6%, 1.2 points above the
12.4% average of 2015.
Moderate Hunger in Balance Luzon rose by 1.1 points, from 10.0% to 11.1%. Severe
Hunger in Balance Luzon rose by 2.2 point, from 1.7% to 3.9%, the highest since 5.3% in
December 2014.
Quarterly Hunger rose by 3.7 points in Visayas, from 13.0% (est. 565,000 families) to
16.7%.

This brings the 2016 annual Visayas Hunger rate to 13.9%, 3.1 points above the 10.8%
average of 2015.
Moderate Hunger in Visayas rose by 3.0 points, from 11.0% to 14.0%. Severe Hunger rose
by 0.7 point, from to 2.0% to 2.7%, the highest since 3.0% in June 2015.
Quarterly Hunger rose by 1.7 points in Mindanao, from 8.3% (est. 429,000 families) to
10.0%.
This brings the 2016 annual Mindanao Hunger rate to 12.7%, 3.1 points below the 15.8%
average of 2015. This is the lowest annual Mindanao Hunger rate since 6.6% in 2003.
Moderate Hunger in Mindanao rose by 2.0 points, from 7.7% to 9.7%. Severe Hunger fell
by 0.4 point from 0.7% to a new record-low 0.3%, surpassing the previous record of 0.7% in
September 2016, June 2016, June 2007 and October 1999.
Survey Background
The December 2016 Social Weather Survey was conducted from December 3-6, 2016
using face-to-face interviews of 1,500 adults (18 years old and above) nationwide, 600 in Balance
Luzon and 300 each in Metro Manila, Visayas and Mindanao (sampling error margins of 3% for
national percentages, 4% for Balance Luzon, and 6% each for Metro Manila, Visayas and
Mindanao).
Annual Hunger rates, or the annual averages, have a sampling error margin of 1.5%.
The area estimates were weighted by National Statistics Office medium-population
projections for 2016 to obtain the national estimates.
The SWS survey questions about the family's experience of hunger are directed to the
household head. These items are non-commissioned, and are always included on SWS's own
initiative and released as a public service, with first printing rights assigned to BusinessWorld.
The survey question on Hunger is as follows: "Nitong nakaraang tatlong buwan, nangyari
po ba kahit minsan na ang inyong pamilya ay nakaranas ng gutom at wala kayong makain? (OO,
HINDI)" ["In the last 3 months, did it happen even once that your family experienced hunger and
not have anything to eat? (YES, NO)"].
Those who experienced Hunger were further asked: "Nangyari po ba yan ng MINSAN
LAMANG, MGA ILANG BESES, MADALAS, o PALAGI?" ["Did it happen ONLY ONCE, A FEW
TIMES, OFTEN, or ALWAYS?"].

SWS employs its own staff for questionnaire design, sampling, fieldwork, data-processing,
and analysis, and does not outsource any of its survey operations.
