Reasoning for Tier 1 composition: The panel deemed it important and appropriate to place all projects scoring 90% and above plus the
two bonus projects selected to meet critical community need in Tier 1.

The panel chose to select two bonus projects at equal amounts to make the maximum housing impact with an innovative project that
lowers the social services and health costs to the community and another project that meets the need for additional transition age youth
housing.
