Participatory Rural Appraisal Report

I. Introduction:

Participatory rural appraisal (PRA) is a label given to a growing family of


participatory approaches and methods that emphasize local knowledge and enable
local people to make their own appraisal, analysis, and plans. PRA uses group
animation and exercises to facilitate information sharing, analysis, and action among
stakeholders. The purpose of PRA is to enable development practitioners, government
officials, and local people to work together to plan context appropriate programs.

Information on the present situation and identification of community needs on various


aspects like sanitation, drinking water sources & supply systems and hygiene both at
the community as well as individual level, drainage system, health status,
unemployment related problems, solid waste management related issues, SHG status,
kitchen status, cropping systems, labor related issues, agricultural practices etc are
gathered through Participatory Rural Appraisal Exercise (PRA) applying various
methods like, Focus Group Discussion, Key Persons Interaction, Field visits, Transacts
etc. as a part of Sustainable Community Development Programme (SCDP)-Project
sponsored by ACC Wadi, being implemented by a national New Delhi based NGO
Development Alternatives. The SCDP project with 33 months period covers 6 villages
Wadi, Ingalgi, Rawoor, Halkatta, Kundanur and Lakshmipur Wadi belonging three-
gram panchayats Ingalgi, Rawoor & Halkatta and one TMC Wadi.

The major cash crop of the area is now Red gram (Pigeon pea) or Tur in Hindi, which
has overtaken the earlier crop Sorghum also called White Jowar locally; the practices
of multiple cropping has gone and monocropping has set in the area since 10-12 years
which as shared by the village elders like Dr.Gunadappa Bali and Mr.Aziz Set of
Rawoor village due to lack of laborers & cash value of red gram.

It is being learnt during the focus group discussion that there is no water problem or
crisis, except Rawoor village but as far as quality is concerned it is worst in all the 6
villages including Wadi town. By undertaking the chemical test at our own laboratory it
is found that in Rawoor, Halkatta and Lakshmipur Wadi the water contains more then
2mg fluoride and that of Ingalgi, Wadi and Kundanur. It is found that there is a bacterial
contamination as the source of water is Kagina River and the filtration system is almost
defunct in these villages. Major source of livelihood for the families of the area as told
by the opinion leaders and the people are agriculture and allied activities, mining,
employment directly at ACC or indirectly with the contractors of ACC and in
transportation.

It is found during the PRA exercise in the villages that there are large numbers youths
in the villages who are either unemployed or partially employed or underemployed and
are interested to learn skills and vocational courses. The whole area has got a very
poor drainage system and lacks maintenance, which requires immediate attention by
the concerned or by the SCDP project. There is only one NGO the reputed and big one
MYRADA operating in the area that too on AIDS awareness programmes and no other
development related activities.

Another surprising thing that has come out during the PRA exercise is that there are
more than 150 SHGs in the project area but none of them is linked with bank as of now
and no one meets per week and lacks even the minimum record keeping system and
especially in Kundanur village all the SHGs are defunct and their account is freezed by
the local cooperative Vevasaya Seva Shakara Sangha Niyamita (VSSN) due to non
repayments by the few SHGs that have availed loans.

Efforts have been made to gather all the base line information that will be useful to plan
for the corrections and improvement as far as development of the area is concerned
and at the end to measure and to compare the impact of the SCDP project
interventions.

A. Demographic information: Project area contains 6 villages belonging to 3-Gram


Panchayats Ingalgi, Rawoor & Halkatta and 1- Town Municipal council Wadi. The
community has mixed caste population like Hindus, Muslims, and Lambanis and in
villages like Kundanur and Wadi Muslims are even more than the Hindus in numbers.

Wadi town is even bigger than its taluka HQ Chittapur as far as its population is
concerned which is around 22000 in numbers. The area has got the credit and name
for the host for a superior quality lime of Asia pacific region and also for the red gram
pulses because of which has been termed as pulses Bowl (Gulbarga area) of Asia
region. Average rainfall of the area as per the record for the last 90 years is around
700mm.

B. Agriculture information: The project area falls under agriculture zone-2 coming in
the jurisdiction of UAS Dharwad. The area is the main hub for Red gram crop and
major area comes under it and it is more than 50% of the total cultivable land which is
also the
major cash crop fetching the yield ranging from 5-6 quintals per acre and average price
during the last 3-4 years is around Rs.2500-3000 per quintal. Out of 10 talukas in
Gulbarga the Chittapur tauks has got very less or negligible area under the irrigation
and the project area has got about 0.5% area under the irrigation and so also the forest
area.

B.3 Rain fall data:


Average rainfall for the area is 718.7 per annum and the peak rain fall month is
September and the rain pattern here in the project area supports the Rabi crop rather
than Kharif crop and it also supports red gram crop and its yield as people usually sow
red gram during July month as told by the farmers during the PRA exercise. Following
shows highest rainfall received in the year 2005 and the lowest rainfall in the year 1997
& 2006 which were also drought years as shared by the people. Agriculture operations
will be hectic during the period from July to February month when the harvesting of all
crops ends.

C. Mining details:
Next to Agriculture the major occupation of the people of the project area is the mining
activity, which fetches the people the good wages and livelihood as there are large
number of private mines and polishing units in almost all the 6 villages and Rawoor &

Ingalgi secures top position in this regards. More than 5000 people gets the works in
these mines including both the skilled and unskilled jobs but the hygiene in these
mines are not maintained and they are contributing to the environmental pollutions
particularly through dust and slurry coming out of the polishing units.

D. Health related information:


There are two Primary health centers (PHC) one at Wadi near Balram chowk and
second one at Rawoor on the Wadi Rawoor road and one hospital inside the ACC
campus meant for the ACC employees only. Wadi, Ingalgi and Kundanur villages are
solely dependent on surface water that is Kagina River water where as Rawoor,
Lakshmipur Wadi & Halkatta villages are dependent on the sources like Bore wells &
open wells; but all are operated through gram Panchayats and by mini water supply
systems (MWS) except very few private open wells particularly in Rawoor & Halkatta
villages where there are still large numbers up to 35-40 open wells are still in use.

The problem is serious in Wadi as far as the distance of the source and the quality of
the water is concerned as observed personally by the DA team and also shared by the
women members during; the transact of Wadi town on 5&6th November-08 &
stakeholders meeting of Wadi local held on 23rd October-2008. Regarding the drains
they are there as a structures in very bad shape and fully blocked status and with out a
maintenance care that has been observed and documented through photography
during transact of the villages as a part of the Participatory Rural Appraisal (PRA)
exercise in all the six villages.

The situation found very worst in case of Wadi local and all the 23 wards of the TMC
have got this problem and urgent need is there for their repairs & improvement that has
been expressed by the members during the stakeholders meeting of Wadi town. Open
defecation is observed to be the general practice in all the 6 project villages and the
condition of the community toilets is still worst as observed during the village transact
at all villages and no one simply can reach them or observe them closely leave apart
its usage; women are most sufferers of this problem as they have no alternatives to go
far.

It is also been observed during the transact that there is no system to manage the solid
as well waste generated in all the villages and the situation is worst in Wadi local as it
is fully consist of plastic materials; in Wadi as shared by Mr.Baswaraj Yenkanchi the
Chief Officer (CO) of Town Municipal council (TMC) Wadi during the

Stakeholders meeting on 23/10/08, has allocated a separate area for its dumping and
provided the transport facility but no method to compost it or discard it safely is in
practice.

E. Drinking water sources:

The major source of water in three villages Ingalgi, Kundanur and Wadi is Kagina river
and in case of other villages Halkatta, Rawoor and L.Wadi open wells are the main
sources apart from tube wells. But the filtration is defunct or useless in almost all the 4
villages because of lack of maintenance and all the community sources comes under
the respective gram Panchayats. In Rawoor there is one big water head tank of 3.0
lakhs liters which is new one but not in use due to lack of source to connect it for the
supply and as told by the ZP & GP members of Rawoor that one new scheme is
coming to get the water from Kagina river which is 11 kms from Rawoor village with
world Bank aid.

For Wadi local town also one new scheme for Rs.12 crore is recently approved by the
state Government that has been shared with us by Mr.Baswaraj Yenkanchi the Chief
Officer TMC Wadi on 23rd October-08. As far the quantity goes there is severe problem
in Rawoor and minor problem in Wadi but as far as the quality is concerned the
problem is acute in case of Wadi & Kundanur villages.

Major diseases were record during the PRA in the area is Malaria, Typhoid, Diarrhea,
Cholera and is very serious in Wadi local and recurs frequently especially in rainy
season. Dr.Amrut the local Government medical officer PHC Wadi is telling it that
about 70% of the Wadi population suffers from Malaria during the rainy season. The
health problems like asthma; allergic bronchitis and tuberculosis that are generally
called chronic obstructive pulmonary diseases are common due the dust from the
mines as told by the local doctors. Other common ailments prevalent in the area as told
by the people during the PRA are headache, joint pain, cough, flew etc.

F. Employment status:
Agriculture laborers-wages ranges from Rs.90 for men to Rs.50 for women, unskilled
workers in private mines & Stone polishing units earns Rs.120 150; skilled
workers/labors earns Rs.250-300 per day basis and all the jobs are in private firms or
mines. The youths who are partially or fully employed in the activities like driving,
cleaners, helpers earns about Rs.2500-3000per month who are below SSLC and
youths that are ITI and above are earning Rs.3000-4000pm within or outside ACC.

G. Building and constructions:


Masons available: Each village is having large number of masons who are skilled,
semiskilled and majority of them do contracting also in case of small works like
construction of mini houses, toilets, shops etc using their own labors at the village
level.

H. Infrastructures status:

There are two national banks State bank of India having branch at Wadi town & State
Bank of Hyderabad two branches at Wadi town and ACC campus Wadi. Apart from this
there are three Vevesahaya Seva sahakara Sangha Niyamita cooperative (VSSN)
Banks coming under the District cooperative Bank Gulbarga; at Rawoor, Ingalgi and
Halkatta villages. Some SHGs also got their bank accounts in a Grameen Bank called
Krishna Grameen Bank (KGB) at Chittapur a sister institute of state bank of
Hyderabad.

As far as road & transport facility is concerned except the one from Wadi town to
Kundanur all other roads are CC one and are in good condition with autos and private
four wheelers like jeeps, mini motors are the means of transportation. But the roads
heading to taluka head quarter Chittapur and district head quarter Gulbarga are the
worst and people traveling to Gulbarga uses the train route as Wadi is a big junction
and has got better train links and almost all the trains have got stop over Wadi. But
there are no designated bus stops with facilities to sit, relax and wait for the vehicles at
any of the project villages. Roads are fully spread by the dumps and lots of stone
waste material disposed by the local mines, which has severely affected the plantation/
greenery there on the road borders, and with out removing the waste debris there cant
be any plantation works. In order to access the Air journey one has to go to
Shamshabad Air port Hyderabad that is the nearest to Wadi.

Education facilities are good as far as the numbers is concerned; there are totally 17-
high schools three in Wadi local including the ACC campus where there is one English
medium with CBSE syllabus and second one with state syllabus; one each in Rawoor,
Halkatta and Ingalgi village. There are two pre university colleges at Wadi and Rawoor
places and there is one ITI College at Wadi. Youths for their degree course has to go
Gulbarga or Chittapur or Yadgir or Shahabad places and most of them have got train
links except the Chittapur place.

Communication system and facilities are very good and effective in the project area;
postal departmental offices are there in Wadi, Rawoor, Ingalgi and Halkatta and apart
from it there is also private courier services Professional & DTDC are available at Wadi
town.

It is has been noticed during various meetings, forums, interviews that most of the
people are having cell phones like key persons, GP office bearers, progressive or big
farmers, big as well as small petty businessmen, including more than 80% of the
youths in the project area.

Rawoor, Wadi, Ingalgi and Halkatta have got community halls two each, even
separately for the SC families at Rawoor, Ingalgi & Wadi places that are used generally
for marriages, functions and village level meetings and are comes under gram
panchayat & SC&ST department authority. Streetlights are there in all the villages but
there is no proper maintenance, means no replacement of bulbs in time and it is
because of the poor revenue collection/payment by the community at the gram
Panchayat level as told by the key persons during the transact of the villages and still
some street level sites are lack of street lights as observed during the transact. It is
learnt during the meetings with the gram panchyats that there are Government
schemes like Total Sanitary Campaign in all villages, NREGP in all villages except
Wadi, Suvarnagramodya in Halkatta village, Swacha garma Yojana in Rawoor village
are in operation at present that is during the year 2008-09. It is been told by the CO
TMC Wadi on 23/10/2008, that a new drinking water project under the World Bank aid
is approved for the Wadi town and is yet to be initiated.

There are totally three lodges Surya, Balaji with A/C rooms & Bharat with out A/C
rooms and all are located at Wadi town and there is no good restaurant either in Wadi
or other project villages; but there are large number of Bhojanalayas or Khanvalies
that provides local food items at reasonable rates in Wadi, Rawoor and Halkatta
villages apart three dhabhas coming under the project area. There are also two
restaurants inside the ACC campus apart from the three guesthouses and one by
name Suraksha canteen where even the outsiders including the truck drivers can have
the food.

There is one police station at Wadi headed by Police sub inspector is located at the left
side of the entrance of ACC old plant Wadi. Weekly markets are practiced regularly at
Wadi on Thursday & Rawoor on Monday that comes with in the project area and there
are other two big weekly markets at Chittapur on Wednesday and Shahabad on
Sunday, which are nearby the project villages and are of more importance because of
their larger size and scope.

Families with LPG stoves in the project area is 689 that is just around 9% of the total
families and even in Wadi town it is just 10% families having LPG stoves. The scene is
also almost similar in case of sanitary toilets where Wadi town is just leading but the
percentage of families having toilets is just 15% at the cluster level and in case of Wadi
it is 28%. The major source of fuel wood is the agricultural residue of Red gram (Tur)
crop which is available in plenty and almost free of cost of course transportation is the
only investment one has to make and during some shortage time people just use the
Prosopis juilifera and locally called a Beallry jail which is a weed grows luxuriously in
black soil that too in water logged areas and waste land.

d. VSSNs:
There are three VSSN, which are cooperative banks, affiliated to the DCC Bank
Gulbarga and almost all of them are not functioning as per their objectives and two of
them are functioning well but one that of Ingalgi is not. The branch of Ingalgi VVSN at
Kundanur has got the problem with the local SHGs which has freezed their accounts
due to repayment problem which has been told by the SHG members of Kundanur
village during the PRA. The main managing committee comprises 9-members which
includes 8-local persons and one nominated person from the taluka DCC Bank.

III. Needs identified during the PRA exercise:

During the village wise PRA exercise organized by the DA team and following are the
needs identified by the people ranging from Zilla Panchayat, Taluka Panchayat, Gram
Panchayat, Self Help Groups, Vevasya Seva Sahakara Sangha Niyamita, key persons,
and elders of the village.

Ingalgi: Two community toilets, 200 individual toilets, roads in three locations, drains
improvement in 6 locations, street lights at 6 locations, toilets at the GP office building,
Water filtration at 6 locations or at the main distribution point, Solid waste
management, skill based trainings for the youths, Cook stoves-75, and school related
programmes.

Kundanur: Chamalpur road with drains-450 meters, drains improvement in the whole
village, water filtration systems in all the 3-streets, cook stoves-50, IGP programmes
for SHG members, street lights at 6 locations, individual toilets-50, community toilets-
2, Improved agriculture-30 acres & school programmes.

Halkatta: 3- community toilets, 150 individual toilets, streetlights at 8 locations, drains


in 6 streets, cook stoves-100, improved agriculture in 100 acres, Water purification
systems the main distribution point or at the street level, IGP programmes for the SHG
members.

Rawoor: Gurgur halla road with drain and three community toilets, 200 individual
toilets, cook stoves-100, Water purification systems in 5 locations and also at the
house level-50, IGP programmes for the SHG members, street lights in 10- locations,
drain improvement in 4 locations, Solid waste management systems at the village level
& School programmes.

Lakshmipur Wadi: Two community toilets, 50-individaul toilets, Drains improvement in


5 locations, Street lights in five sites, Water purification systems in all the three streets,
Skill trainings for the women on embroidery and equipments on it, cook stoves-50, life
skill trainings for the youths like driving, spoken English and basic computer courses.

Wadi: At Wadi following needs are identified during the interaction with opinion
leaders, stakeholders meeting and ACC officials & workers mainly from local Wadi
area.

Drains in at least 10 wards out of 23 wards, community toilets-5-6, individual toilets-


150, water filtration systems at 10-12 wards, solid waste management for Wadi town
where site for dumping and vehicle for transportation is available with the TMC Wadi,
cook stoves-50, IGPs for SHG members, skill & vocational trainings for the youths,
roads in 4 wards, linking with existing schemes of Government; street lights15, road
side plantation & school related programmes.

IV. Major issues:

Lack of toilets both at the community & individual level, poor drains & its
maintenance, safe drinking water in all the villages are the major problems
identified by the people during the PRA exercise.
Frequent occurrence of Water borne diseases like Typhoid, diarrhea & cholera
and chronic obstructive pulmonary diseases in all the villages but it is more
severe in Wadi town.
Poor performance of TMC Wadi, very poor drains in Wadi because of
encroachment.
Politically Wadi & Ingalgi are quite sensitive.
Stone waste material dumped in all the sites like roads, streets and community
& Government land.
Women are getting less wages in all category of works for example in
agriculture filed they are getting Rs.50 per day but the men are getting Rs.90
per day.

V. Conclusion:

PRA exercise has helped the DA team; to build a rapport as well as closeness with
the local community and the PRIs, to gather the primary data in various areas like
agriculture, mining, health related issues, employment status, natural resources
etc. The different tools of PRA used during the exercise have also helped to identify
the issues at the community level, immediate needs of the community and possible
solutions to address them and even the numbers of units required etc. The out
come of this exercise will be used and referred to plan the suitable interventions at
the suitable sites and to measure the impact of the programmes under the SCDP
project at the end. Over all the PRA exercise is useful to all the stakeholders as
well as the implementers.
