Meeting Proper:

On the Agenda:
Councilor Gem Garcia’s scheduled privilege speech was made a fourth item in the agenda of the GA instead of
the first item since she was not yet present when the GA started. The meeting started with the Vice-Chairperson’s
Report.

AGENDA 01: Vice-Chairperson’s Update

Vice Chairperson’s Update


LCC on the Student Code: The League of College Councils still has no formal stand with regard to the code. Last GA was
more of an educational discussion on the contentious provisions of the code. Vice-Chairperson Agudo once again
reminded all the college representatives to submit the local college council database, calendar of activities, and their
constitution setting the deadline on August 4, Thursday. Besides this, the LCC decided to combine the first 50 days
statement and post SONA assessment.

Graduate Representative/Councils: The Graduate Representative Council is now restructuring, local Graduate councils
are drafting their constitution with the assistance of the USC. Upon further consultations with the graduate students, it
was established that their concern is similar to that of other colleges: that being the lessening of the number of
enrollees. This concern was forwarded to the Basic Student Services Committee to help the graduate school with the
promotion of their discipline. It was also recommended that the graduate students be allotted with a booth to promote
their discipline/courses during the university job fair. They are also open to the idea of coming up with graduate
students’ agenda for the President/Chancellor Selection.

The Finance Committee reminded everyone again to request for their budget three days before their scheduled events.

Ways and means Committee Report by Councilor Nico Ibaviosa

The new wave of shirts have already arrived last week and the sales are as follows: For the first week the USC was able
to sold 86 shirts, during the second week 100 shirts. The USC needs to sell 139 more shirts to break even. Councilor
Ibaviosa also reminded the body to not accept pre-orders anymore, the sale is on a first come, first served basis. Only
the college reps are allowed to take pre-orders considered sold upon submission to the Ways and Means Committee. If
in case the shirt sizes run low again, ask the buyer to add the Ways and Means Committee on facebook to keep them
posted on when the sizes will be available.

With regard to the hoodies/jackets, Councilor Ibaviosa presented the design: Maroons 1908 and State U. The jacket’s
design is similar to that of UP Law’s Ivy League Concept. The final design will be presented in the next GA or uploaded in
the groups.

Updates on the marketing, the draft letter is done. Councilor Ibaviosa requested all the committee heads to submit one
last project description before starting with marketing given that there are committees who want to include their
projects in the letter (i.e. Ikot/Toki Painting Competion with CRAW and CCA, Marketing for USC Computer, Equipment
and Office Supplies, etc.)

Secretariat Committee Report by Councilor Tin Borja


Councilor Borja explained the new equipment rental mechanism, changed due to the number of times that the
equipment being rented are either lost or conflicting in schedule. The new equipment rental mechanism will be included
in the USC handbook. Besides this, penalty for late return of USC equipments are also attached in the new equipment
rental form to further inform the organizations of the rules of equipment rental. The proceeds that will be collected
from the penalty will be used to buy/improve the equipments of the USC.

With regard to the minutes, the minutes of the previous meetings have been uploaded already. Everyone was
encouraged to read it. Also, for the USC Handbook and ID, Councilor Borja informed the body that the payment is super
due next GA already.

Volunteer Corps Elections: Another election will be held because the first election was deemed unconstitutional
by the body due to the lack of quorum. The next election will be on Wednesday, 5:30PM.

Mass Media Committee Report by Councilor Gem Garcia


Councilor Garcia started her report with her scheduled privilege speech. The privilege speech discussed the
nature of the Oblation, the official publication of the USC, and the nature of the Mass Media Committee as having
independence to release articles for the Oblation. She expressed her disappointment with the body for questioning the
last issue of the Oblation raising questions with regard to its content and accusing it of propagating the Red Ideology
alone when all the Committees were given equal opportunity to email their reports before the publication date of the
Oblation. She also manifested that it would be an infringement on the Freedom of the Press, and absurd at the same
time, if a body of 34 members be needed to approve the Oblation while requesting that the body request her judgment
with regard to the Oblation. She also announced that she will self-appoint herself as the Editor in Chief of the Oblation
to further involve her with the publication of the USC seeing as she is the Mass Media Committee head anyway clarifying
the EIC will only be a facilitator of the Oblation, not necessarily the dictator of its contents. Afterwhich, she hoped for
understanding within the body and manifested that she will now move on with her Committee Report.

Councilor Borja, in response to the privilege speech, suggested that at the minimum, the body need not approve
the Oblation, however, it would still be best if the body will be informed of the content/title of the articles before
release so as to give the body an opportunity to suggest and add to the official publication of the USC. Councilor
Ibaviosa further noted that this is a good suggestion since it allows the committee to verify their committee reports in

the Oblation and prevent misinformation. Councilor Estrella requested that the budget be submitted earlier for the next
Oblation release.

Mass Media Committee Report:


This is the committee structure of the Mass Media Committee:

With the aim of leveling up publicity stints of the USC, all committees interested to have a video/teaser
of their event was encouraged to submit a video script to the committee two weeks before the event.

Other projects of the Mass Media Committee:


HTML, Photoshop, Basic Writing Workshop, date to be finalized next GA. Mass Media committee is currently
coordinating with Dean Tolentino to reserve the CMC Computer Room so as to make the workshop a hands-on training.

DZUP: Will also coordinate with DZUP for more publicity but this is a project that is targeted for next semester.

Committee on Culture and the Arts Update by College Representative Myx Sebastian
Upcoming Events:
1) Karatula: Tie-Up with Kabataang Artista para sa Tunay na Kalayaan, August 6, 6-9Pm, College of Education
Theater
2) Film Center, August 11-12, Seminar Workshop on Films plus Lino Brocka Film Festival. Tickets at 10Php each.
3) UNA to be convened this week
4) USC High Resolution Logo uploaded in the groups already.
5) IP Concert in Coordination with UNA- outside UP, venue, date, and time TBA.

CCA also offered their publicity materials/photoshop services to other committees in the USC who needs help
with publicity materials. The committee requested that the request be forwarded two weeks before the event.

Students’ Rights and Welfare by Councilor Dan Ramos:


Diliman Student Summit Assessment:
Pre-Event: There were problems with regard to the venue causing the event to start late among other logistical
concerns due to the lack of manpower from the USC.

Event Proper: Speakers were good and well-represented and informed on the issues that they were discussing.
Only 300 students attended and most of them only attended to fill up the 1 ½ hours ACLE requirement.
This must be because of the fact that not everyone helped with the publicity of the event and that the
cancellation of classes was announced late. Even the USC members were not present during the event.

Post-event: Event was achieved but a higher commitment from the students to act on what they have heard is
necessary.

Councilor Salinas proposed that a list of tasking be provided before the event to make sure that manpower is
maximized.

OVCSA Update:
Services offered by the OVCSA: Free consultation with UHS, free 7 days stay in the UP Ward. Should a specialist
be necessary, a 30% discount is being offered. OVCSA committed to hold a dialogue with local college administrations to
further consult with the colleges.
The request for bulletin boards has been approved. There will be 12 new bulletin boards set up on 9 different
locations around UP.
Besides this, a proposal has been forwarded to the committee from Kabataan Partylist forwarding a donation to
convert the LBH to a multimedia center for organizations. This was already forwarded to the OVCSA.
The next dialogue with OVCSA will be on September 6/13, 9-12NN.

Upcoming Events:
August 5, Thursday: Next All Leaders’ Conference where the stands of the students on the student code will be
collated.

People’s Struggles Committee Report by Councilor Jeanine Jerusha Duran


Kapihan Assessment
Strong points: The venue was waived, there were good speakers applicable to the event, enjoyable program,
jampacked venue, maximum attendance from the students, started on-time, good content, effective partnership with
UP Batangan, plus good publicity materials.
Problems encountered: Financial matters resolved with the Finance Committee already and attendance of the
USC members again.

Next Campaign: CARP Anniversary this August

Community Rights and Welfare Update by College Representative Gold Villar


College Representative Villar began her report with an introduction on the nature of the committee to further remind
the USC that the USC should not only represent the student sector but the UP Diliman community as well. Afterwhich,
she reported on the CRAW upcoming event, the community forum this Wednesday, August 4, 1-4PM at the Bulwagang
Tandang Sora, CSWCD. The listing of manpower, those who will help with the event were also taken down by College
Representative Villar. Further, she also requested that the USC help with maximum publicity before the event.

Other Updates:
With regard to the TOKI issue, the issue emanated from the lack of consultation of the administration with
regard to the TOKI route that they were implementing. Continuous consultation with the administration is being done to
forward the concerns of the TOKI drivers.

With regard to the demolition, the members of the community are refusing the relocation. College
Representative Villar informed the body that it is issues like these that should further encourage the USC to help
publicize the community forum and educate the students.

The community will also be having a basic masses integration this August 14 with a CWTS class at the San Roque.
USC members interested to attend should inform College Representative Villar. This is considered as an alternative to
the missed attendance for the SONA Events.

Basic Student Services Update by Councilor Ezie Mariazetta


Upcoming Events:
1) Alliance of Concerned Dormers election this Friday, August 6.
2) Academic Core Alliance: August 18, 2010: Acquaintance Party, USC is invited. Venue TBA. | Regular GA of
the alliance: 1st Wednesday of every month.
3) With regard to the books to be distributed per dormitory, still looking for a means of transportation to
deliver the books.

Committee on Organizations, Fraternities, and Sororities by Councilor Sarah Elago


Organization Development Assessment:
The event was very successful, 172 registered audience which was beyond the 150 target audience of
the organizers. Documentation to be released ASAP.

Other updates include the campaign for the 2010 Student Code, review of tambayan standards, and
Partnerships with other organizations (i.e. Tennis Tournament, Marketing Seminar with JMA, Gender Tie-up, 2nd
installment of Organization Development) which will be discussed on at the committee level first.

Also, the USC was also invited to an International Awareness Celebration this August 7, 2010 from the Ateneo. 5
slots were opened for the USC members.

Lastly, Councilor Elago requested information from the body with regard to the absences of Councilor Kalingking
(COFS co-head), manifesting her concern for Councilor Kalingking.

College of Architecture Representative Report: Aldo Mayoralgo


College Representative Mayoralgo reported on the upcoming events of the College of Architecture given that
August signifies the start of the College of Architecture Week. The theme of this year’s Archi week is “Where the Wild
Things Are.” The rundown of events are as follows:
Monday: Sportsfest
Tuesday: Launching of Architecture Week, March around the Academic Oval in celebration of the 100% passing
rate of the college of architecture, 4PM, meet up at Quezon Hall.
Wednesday- series of seminars
Thursday- Pre-Hiyas ng Arki Event, Grand Pakain @ 120Php per head.
Friday- Hiyas ng Arki 2010, 6PM

The USC members were encouraged to attend.

SONA Statement:
Councilor Garcia took the initiative to draft a post-SONA assessment presented to the body during the GA.
Minor revisions were made but the content was approved in principle. Release ASAP.
