UNIVERSITY OF PANGASINAN POLITICAL SCIENCE STUDENTS ORGANIZATION

CONSTITUTION AND BY-LAWS

Preamble

We, the students of Political Science of the University of Pangasinan, being aware of the
need to establish a student’s organization that shall incorporate our ideals, protect our rights,
promote the common good; enhance unity and cooperation among and between ourselves and
other students of the University, do hereby ordain and promulgate this Constitution.

ARTICLE I
Name and Seal

Section 1. This organization shall be known as the University of Pangasinan Political Science
Students Organization, herein referred to as UPPSSO

Section 2. UPPSSO shall have an official seal.

ARTICLE II
Declaration of Objectives and Principles

Section 1. UPPSSO aims to:

A. Establish an organization that will represent the Political Science

students of the University of Pangasinan.
B. Protect the rights and welfare of all the students.
C. Encourage participation and cooperation among the members.
D. Serve as a forum for students ideas and sentiments.
E. Develop a sense of responsibility and service among the members.

ARTICLE III
Structure

Section 1. The organizational structure of the UPPSSO shall be composed of the following
officers:

President
External Vice-President
Internal Vice-President
Secretary
Sub-secretary
Treasurer
Sub-treasurer
Auditor
Sub-auditor
Chairmen of committees

Section 2. There shall be a Political Science Board, comprised by the First year and Second
year Political Science Students.

Section 3. The officers, except the Chairmen, shall be elected by the Political Science Board,
in cases of vacancy.

Section 4. The officers may be removed through a no-confidence vote by the majority if the
Political Science Board.

Section 5. The UPPSSO shall represent the students on scholastic matters affecting them,
and shall make proposals and recommendations to the proper authorities
regarding the same.

ARTICLE IV
Powers and Duties of the Officers

Section 1. The President shall be the chief executive officer of the UPPSSO. He shall:

A. Initiate all projects and activities to serve the members of the

organization and entire university.
B. Sign all documents and communications of the UPPSSO.
C. Preside over the meetings of the UPPSSO
D. Create an ad hoc or standing committee and appoint the Chairman,
thereof.

Section 2. The External Vice-President shall:

A. Assume the duties of the President in case of the latter’s absence or

incapacity.
B. Assist the President in all matters regarding external activities of the
UPPSSO.
C. Exercise such other functions as may be delegated to him by the
President.

Section 3. The Internal Vice-President shall:

A. Assist the President in all matters regarding internal affairs of the

UPPSSO.
B. Exercise such other functions as may be delegated to him by the
President.

Section 4. The Secretary shall:

A. Prepare, sign and file documents and communications of UPPSSO.

B. Record the meetings and proceedings of the UPPSSO.
C. Exercise such other functions as may be delegated to him by the
President.

Section 5. The Sub-Secretary shall:

A. Assist the Secretary in all matters regarding the latter’s duties.

B. Exercise such other functions as may be delegated to him by the
President.

Section 6. The Treasurer shall:

A. Prepare the budget of the UPPSSO.

 B. Keep the record of funds of the UPPSSO.
C. Be responsible for all the properties of the UPPSSO.
D. Exercise such other functions as may be delegated to him by the
President.

Section 7. The Sub-Treasurer shall:

C. Assist the Treasurer in all matters regarding the latter’s duties.

D. Keep the record of funds of the UPPSSO.

Section 8. The Auditor shall:

A. Be responsible for establishing and maintaining an independent

review and examination of the accounting, financial and other
operations as protective and constructive service to the UPPSSO and
attest the result thereof.
B. Exercise such other functions as may be delegated to him by the
President.

Secction 9. The Sub-Auditor shall:

A. Assist the Auditor in all matters regarding the latter’s duties.

B. Handle all matters related to information regarding the activities of
the UPPSSO.
C. Keep members of the UPPSSO informed of all activities and meetings.

Section 10. The Chairmen shall:

A. Handle all matters ad hoc or arranged for purposes decided by the

President.
B. Select committee members.

ARTICLE V
Election of Officers

Section 1. The term of office of the officers shall be for one academic year.

Section 2. The election shall be governed and conducted by the incumbent officers.

Section 3. The election shall be held every second week of February but not later than first
week of March.

ARTICLE VI
Funds

Section 1. The fund of the UPPSSO shall consist of students’ membership fee and
emergency collections.

Section 2. The amount of the membership fee shall be determined by the Political Science
Board.

Section 3. The amount of the emergency collection shall be decided by the Political Science
Board.

Section 4. The emergency collection can only be done once in a semester.

ARTICLE VII
Amendatory Process

Section 1. The Political Science Board has the power to revise this constitution through
transforming itself into a constitutional assembly by two-thirds of its votes.

Section 2. Amendments can be proposed by a member of the Political Science Board and
can take effect by the concurrence of the Board’s majority.

ARTICLE VIII
Adviser

Section 1. The UPPSSO shall have a Faculty Adviser from the Social Science Department.

Section 2. The adviser must be a Political Science Instructor.

Section 3. The power of the adviser shall be limited to technical guidance.
