Bi November 14, 2017 To: Committee Coordinator and the Planning Committee From: Richard Haniff ‘Regarding: Amendments forthe Proposed Salvation Army Site at Montreal Road 1 ‘The current zoning is zoned as a Traditional Main Street. In my opinion, an emergency shelter, long term stay and suppor services should not occupy this location all together in one location. The area would be better served by usual Traditional Main Street uses that could bring long term jobs to local Vanier residents, support small community business development and maintain the level of commercial activity and development tht is slowly taking place in Vanier, However, the development of the Salvation Army plan will occupy prime real estate that will oly transfer what is currently occuring atthe current Salvation Army location and the existing employees tothe Montreal Road location with no clear long term benefit for the community. This development wil also be a detriment tothe businesses and residents that surround the proposed development location because it ean be assumed that the current unwanted activities such as loitering, drugs, asstult and mischief to property that surround the curren Salvation Army location to continue ifthe proposal is built. This isnot to say that the Salvation Arm) responsible for these activities but this ativity is curently visible daily at any of the three shelters inthe downtown area. On that note, there is already daily problems in Vanier that is not going away that is already a problem for local residents and local shops. If hese problems aren't being resolved, ican be presumed that any new problems will continue to bea problem for residents and businesses overtime, This is compounded by the removal of community police officers ftom Vanier so they can be refocused to other areas. As such, the shelter should sty inthe downtown area where the police focus ‘their time and where they can deal with the current issues surrounding the Salvation Army site. Inthe downtown area, there isan expectation of heavy trafic, noise and high ‘density that is more conducive to housing the shelter as opposed to a residential ‘community. This development should also not be celled a community hub as the vast ‘majority of Vanier residents would not be using or accessing the site | would like to recommend 530 Tremblay Road as an option for this development. This site is vacant and planned to be developed for mixed high density use with transit in ‘mind. This type of location is ideal for this type of development because it allows for users of the shelter to access the St. Lauran Centre and the transit station easily. This Tocation is also not close toa family oriented residential community such as Vanier. This site would also nt be on a main road that contains many small businesses and is a main road used to access the community. Also, there is another location at 500 Coventry where this development could take place as an option. These sites are both close to transit and in ‘an area not close to schools, parks or Traditional Main Street businesses and could be considered unless something prohibits it. Consideration of a new location should also take into consideration growing number of vacant ot soon to be vacant commercial properties that may need to be repurposed, 3. T would also suggest to possibly break the sizeof the project up where by leaving some of | the rehabilitation services/drop ins atthe current locaton and having long term shelters and training at various locations throughout the city and not concentrated in one neighborhood which essentially fosters ghettoization by potentially adding and concentrating problems in a community that already fas problems which when combined ‘would put the community in decline and would reverse progress already made. Ifthe ‘proximity of the current location to other shelter is a problem, this exemplifies what ‘would happen if these services are agin clustered into one area 4, Loud hope that some sort of community development plan be developed (if one doesn't exist) together with the Salvation Army, the city of Ottawa, the Vanier community association for the area before any amendments to zoning/plans are made.
