lam here to discuss my reasons why I am firmly against the Salvation Armies proposed
development for Montreal Rd and the required official plan amendment and zoning changes for
land use on this main street
‘Why does this eoncesn me? My family has owned rel estate in Vanier for overa decade, Last
Apri purchased « building on Montreal Rd a few hundred metres from the proposed shelter and
will be opening my financial planning company atthe building in 2 months, I look forward to
serving the Vanier community. Equally important though I am a proud philanthropist, love to do
charity work here and internationally and serve on the board of a Canadian charity. 1 believe in
social justice and the importance of government, business and community working together for
the greater good of all. Social issues matter!
My primary issue | want to address isthe proposed changes in land use and zoning in Ward 12.
‘Whea I bought the building last spring I had hope forthe business community on the Montreal
[Re main street, 1 bought it counting on the fact that city protected and supported the zoning by~
laws for Traditional Main Streets. That theofficial plan and zoning decisions would protect
‘merchants, businesses and the vitality of Monteal Rd. The offical plan was putin place to
support a socially healthy, strong productive and safe community. AS an investor and soon to be
business on the Montreal Rd Main street as well as avery supportive municipal tax payer who is
‘heavily invested in Vanier... no longer feel protected by the bylaws and official plan the City
has put in place. IFthis proposed development goes ahead the City will n essence have broken a
promise to the publc..10 the Vanier community
‘One of my tenants in the building on Montreal Rd mentioned they will not renew their lease if
‘the proposed Salvation Amy development goes ahead, Another one asked that I will hire asecurity guard forthe building. Couneil members this represents a potential loss of close to
5000.00 annualy...what abou theres of the tenants in my building. This proposal i affecting
‘me personally. Not to mention wat kind of new tenants will Montreal Rd atteac if the good
tenants leave. Montreal Rd would look very different. There is justified fear in the Vanier
business community. ‘This proposal if approved will be the tipping point for a negative spiral
and reversal of any progress in my community of Vanier. Fear always turns into reaction and
ultimately negative actions brought on by fear spread like wildfire, This i exactly what is
beginning to happen directly from the impact of this proposed change inland use on the
‘Montreal Rd. Imagine what will happen ifthis is approved. It would be devastating to our
‘business, residents, and youth, not to mention al the social implicatons..1 won’t go into details
1s the staff planning report made it clear they are not onthe agenda to discuss as they are not
relevant to this devision before you, We all know social impact to a community matters
In changing the land use and zoning in my community you are sending a message to other main
street business communites...wateh out! Invest at your own tsk!
Other questions Ihave for all of you
Will having a shelter on the main street in Vanier promote a good quality ange of businesses?
Does a change in zoning encourage a safe pedestrian-oriented development?
How will the sutrounding community fel about the building after ths is buil...how wil i look
in years?
‘What isthe true cost tothe city of having the shelter in Vanier? Crime, policing, drugs, lowered
housing values.
Does the Salvation Army actually own the land? Not yet coreect?
‘What ae the total amount of beds in the shelter.not 140 but 340 beds. A bed is bed...they are
all used for sleeping,
'couneil goes ahead and allows this change inthe official plan and rezoning I along with the
other main street business and surrounding residents want to know how we as a community will
be compensated for extra security costs, loss of tenants, reduced property values, loss of clients?
‘As.a society we know that helping people is always the right thing to do! My question is: what is
the tight way to help a group of people in society without negatively affecting an entire
neighbourhood! There will be an answer. Let us look for better solutions as a community and

In closing, Council I understand thatthe City Sta do not have to directly represent the public
‘through their decisions but [also understand that under section 224 of the municipal act that the
fundamental ole of councillors i to represent the public. Please I urge you allt represent the
public, we the local businesses and residents of Vanier and vote against this amendment inthe
official plan and rezoning and protect our already vulnerable community of Vanier.‘Vanier deserves to be given the chance to become a vibrant community just like the other wards
in Ottawa.
