SubmissionProcedures:
1. TheApplicationsshouldbeenclosedinenvelopeasperthefollowing:
ContaininghardcopyoftheTechnicalandFinancialapplication(AnnexureI&II).
TheenvelopshouldclearlyprovidethesubjectlineoftheRFP
The envelope should also indicate the name and address of the Agency to enable the application to be
returned unopened in case it is declared "late".
2. Agencyshouldproperlysealtheenvelopeandaddressedto:

4. FinancialApplicationshouldcontainthefollowingdocuments:
FinancialProposalFormat(AnnexureII)dulysealed&signed.
5. Proposal for Hiring an ISP to provide Fiber/Wireless Lease line connection. must be mentioned on main
envelope.
6. AllProposalsmustbesubmittedinhardcopiesdulytyped,signedandstampedbytheauthorised

 representativeontheletterhead.
7. Thenameandaddressofthevendormustalsoappearontheenvelope.
8. Jhpiegoreservestherighttowaiveirregularitiesandtorejectanyorallbids.
9. Jhpiegoalsoreservestherighttonegotiatewiththeselectedbidderintheeventthatthepriceexceeds
availablefunds.
10. JhpiegomayconsiderinformalanyProposalnotpreparedand/ornotsubmittedinaccordancewiththe
provisionshereofandmaywaiveanyinformalitiesorrejectanyandallProposals.AnyProposalmaybe
withdrawnpriortotheabovescheduledtimefortheopeningofProposalsorauthorizedpostponement
thereof.
11. AnyProposalreceivedafterthetimeanddatespecifiedshallnotbeconsidered.
12. ResponsestothisRequestforProposalsisrequiredtobesubmittedonorbefore17:00hrson4thDecember,
2017.
13. TheApplicationhastobesubmittedintheformofprinteddocument.
14. The applications submitted by Telex, fax or email shall not be entertained. Any condition put forth by the
Agency nonconformingtothe application requirementsshall not be entertained at alland suchapplications
shallberejected.
15. Incomplete application forms are liable to be rejected. No further correspondence will be entertained from
rejectedapplicants.
16. The application of the selected agency should be signed by the authorised signatory confirming that all the
detailsfurnishedintheapplicationaretrueandcorrecttothebestofhis/herknowledgeandthatincaseany
false information or suppression of any material information is furnished, the application shall be liable for
rejectionbyJhpiegoCorporation.

Opening,EvaluationandAgreement:
ProposalsmaybeopenedbyJhpiegoatanytimeafterthesubmissiondeadline.AllProposalssatisfyingthe
requirementsofthisRFPwillbeevaluatedtoestablishwhichoftheapplicant(s)bestfulfilstheneedsof
Jhpiego.
Jhpiegoanticipatesenteringintoanagreementwiththis/theseapplicant(s)toexecutetheproposedwork.
ThisRFPdoesnotcommitJhpiegotoawardagrantortopayanycostsincurredinthepreparationofa
Proposalforthegoodsand/orservicesoffered.

JhpiegoreservestherighttoacceptorrejectanyorallProposalsreceivedasaresultofthisrequest,to
negotiatewithallqualifiedapplicant(s)ortocancelthisRFP,ifitisinthebestinterestsofJhpiegotodoso.
ThedecisionofJhpiegoshallbefinal.
Onlyshortlistedvendor/sshallbecontacted.
Jhpiegointendstoawardthepreferredvendorstatusforaperiodof2yearsandthecontractingwillbeon
yearlybasis.Therenewalswillbebasedonthepastperformanceandrevisedquoteswillberequiredforthe
nextyear.
