1. Important Information
All the candidates seeking admission to the Undergraduate (UG) Courses, based on merit (for
which there is no entrance exam) in different colleges of the University of Delhi (DU), are
required to register online at the following UG admission portal.

The candidates who wish to be considered for admission to various Undergraduate Courses in
different colleges of the University of Delhi, based on merit (for which there is no entrance exam),
are required to register online for all categories, including unreserved (UR) / OBC / SC / ST / PwD.
The candidates who wish to apply under Kashmiri Migrant (KM) and CW categories shall also apply
online on the UG admission portal.
The registration of candidates seeking admission under Sports / Extra-curricular activities (ECA)
categories is through the same UG admission portal.
The registration of women candidates belonging to National Capital Territory in Non-Collegiate
Womens Education Board (NCWEB) for B.A./B.Com. is also online through the UG admission
portal.
Candidates seeking admission in minority colleges also need to register online through the UG
admission portal.
This Bulletin contains essential information for all those who have passed the Senior Secondary School
Certificate Examination (Class XII) of the Central Board of Secondary Education, Delhi, or an
Examination recognized as equivalent thereto. Details of courses offered, minimum eligibility conditions
and admission procedure are outlined in the subsequent sections of this Bulletin. Effort has been made to
summarize all vital information. However, clarifications for any specific case for which guidelines are
not provided herein may be obtained from the respective college/department.

1.2. Registration Fee

1.2.1.Registration fee (non-refundable) for Undergraduate Courses is as follows:

Registration fee for SC/ST/PwD: Rs. 50 (Non-refundable)
Registration fee for Sports/ECA : Rs. 100 (Additional, Non-refundable)
1.2.2.Registration fee has to be paid during online registration process through any one of the
available online payment options.
1.2.3.It may be noted again that your application submission process shall be completed only after
payment of the online registration fee.
Candidates can fill as many Course Choices as they want. There will be no extra fee.

2. Admission Procedure
2.1. Online Registration
i. Candidates seeking admission to the Undergraduate (UG) Courses in different colleges of the
University of Delhi are required to register online.
ii. There is a common Web Portal for the centralized registration of candidates and a common
registration form for admission to all the Undergraduate Courses in the University.
iii. Online registration details are available on the following UG admission portal:
http://ug.du.ac.in
As a first time user, candidate shall create the login details by entering the details in New
User signup (At the right bottom of the front page of the portal).
In the New User Signup, candidate shall provide the email-id, which would be used for
any future communication with the University for admission purpose.
Candidate shall then create a password (of minimum six characters) for online registration
purpose. This password does not need to be same as candidates email account password,
which is used to access ones email account.
Candidate shall also provide a valid mobile phone number (10 digit number without any
prefix).
iv. On completion of this process a verification email will be sent on candidates email account with
a confirmation link, which a candidate shall have to click to confirm the registration. Please
note that this email account is same as the one provided by the Candidate in point (ii) above.
v. Applicant shall now log on to the UG admission portal to fill the online registration form. In the
Registered User Login section applicant shall enter registered email-id as username and the
password, which the applicant created in point (ii) above. The same login information is used
every time to login to the applicants account.
vi. In the applicants home area, the applicant shall now start with the online filling of the
registration form by clicking Apply Now.
vii. The entire registration form is divided in eight sections and applicant needs to fill the details in
each of these sections.
viii.In the first section, the applicant needs to fill the Personal details (as in Applicants Certificates).
In the additional information of the same section, the applicant should mention if the applicant is
applying under the category of Kashmiri Migrant (KM) and Children/Widow of Armed Forces
Personnel (CW).
ix. In case the applicant is applying under Ward Quota of the University, then the applicant needs to
provide the additional relevant information like Name of the employee (Father/Mother),
designation etc.
x. The female applicants can choose to apply to NCWEB. If applying for NCWEB, then the
applicant shall mention the Courses of their choice. (See Section 13 for further details on
NCWEB)
xi. The applicant shall also mention the address details.

xii. All the entries should be saved by clicking at the Save button at the bottom of the page. The
entries if needed can be edited by clicking on Edit. The applicant can proceed to the next
section by clicking on Next at the bottom of the page.
xiii. Applicant shall also provide the Academic details.
xiv. Applicant shall choose the Courses in which the applicant wishes to apply based on the
eligibility of the candidate. The applicant is advised to check the eligibility of the Courses before
making a choice. (See Section 4, Section 5 and Annexure-I for calculation of Best Four
subjects). There is no limit on the maximum number of courses in which the applicant can apply.
There are no extra registration fee charges for applying in multiple courses.
xv. In the Sports section, the applicant needs to mention if the application is to be considered under
Sports Category. In case the applicant is applying under Sports Category then the applicant
shall furnish the relevant details like : the name of the sport, Colleges for which the applicants
application is to be considered under Sports category, details of the certificates in the relevant
sport. The applicant can opt to apply for more than one sport if the applicant is eligible. The
applicant needs to save the details and continues to choose the next sport, if applicable, or else
proceed to the next section. (See Section 9.7.2 and Annexure-IV for further details.)
xvi.In the ECA section, the applicant needs to mention if the application is to be considered under
Extra Curricular Activities Category (ECA). In case the applicant is applying under ECA
Category then the applicant shall furnish the relevant details like: the name of the Extra
Curricular Activity, Colleges for which the applicants application is to be considered under ECA
category, details of the ranking/certificates in the relevant ECA activity. The applicant can opt to
apply for more than one ECA activity if the applicant is eligible The applicant needs to save the
details and continues to choose the next ECA, if applicable, or else proceed to the next section.

xvii.In the Mandatory Upload section, the applicant has to upload the following items:
a) Passport size photograph of the applicant. The specification of the passport size photo is
same as that used in the Indian Passport.
b) Scanned signature of the applicant

c) Self attested copy of Class X Board Certificate (for the date of birth)
d) Self attested Class XII Marks-Sheet, if result is announced. (In case Mark-Sheet is not
issued by the Board then the self attested copy of the Mark-Sheet downloaded from the
respective boards website should be uploaded).
e) Self attested copy of SC/ST/OBC/PwD/KM/CW Certificate, if applicable.
f) Self attested copy of income certificate (for OBC non-creamy layer) Certificate, if
applicable.
g) Self attested copy of Sport Certificate(s) for last three years, if applicable.
h) Self attested copy of Extra Curricular Activities Certificate(s), if applicable.
xviii. The University will accept self-attested copies of documents / papers provided by the
students. It is made clear that if any false attestation / falsified records are detected, the
student will be debarred from attending any course in the University / or its Colleges for
next five years and in addition, a criminal case under relevant sections of IPC (viz.
470,471,474 etc.) will be instituted against him/her.

xix. Once all the above-mentioned files are uploaded, applicant can preview the entire application
form. If any changes are to be made then the applicant can edit it. The applicant can edit different
sections by clicking at the label (name) of each section and then choose to edit. All the changes
should be saved by clicking the save button at the bottom of each page.
xx. In case the applicant does not need to edit the registration form any further and the registration
form is completely filled then the applicant can proceed to the online registration payment.
xxi. Candidates application submission process shall be completed only after payment of the online
registration fee.
xxii.For any query related to the admission process, candidate may first check the FAQs in Section
19. Applicants may also send their general and technical queries related with online registration
and admission process to the email addresses provided in Section 18.
xxiii. Step-by-step guide for filling up the online registration form is given in the UG
admission portal under UGAdmission 2016: Help link.
xxiv. For Persons with Disabilities (PwD) only: In order to assist PwD applicants in filling the
online registration form, two centres are exclusively established in the University of Delhi,
one in North Campus and another in South Campus.
xxv.Foreign nationals may visit http://fsr.du.ac.in for details related with their registration/admission
process, and check Section 9.6 for details.
After payment of the online registration fee, corrections, additions, deletions etc. in any manner
shall not be allowed in the registration form. The candidates are, therefore, advised to fill their
forms carefully.
2.2. Admission Process
i. The list of constituent colleges of the University of Delhi, where candidates may seek admission
through online registration process given in this Bulletin, along with their contact details,
websites, emails and phone numbers etc. are provided in Section 18.
ii. The list of Courses offered by various Colleges/Departments are provided in Section 3 and further
details are provided in Section 7.1 and Section 7.2.
iii. The requirements for seeking admission to various Courses are provided in Section 4 and Section
5. The candidates may also check the details given in Annexure-I for calculation of Best Four
subjects percentage in various courses.
iv. The reservation and relaxation policy of the University of Delhi for admission under various
categories is provided in Section 9.
v. The announcement of cut-off lists for all courses/categories (UR/OBC/SC/ST/PwD/KM) will be

made through University website. The schedule for announcement of cut-off lists is given in
Section 2.3. The CW candidates shall check the admission schedule and procedure in Section 2.6.
The candidates seeking admission in NCWEB shall check the admission schedule in Section 2.7
and also check Section 13 for further details.
vi. The candidates must check the University website and respective college website for cut-offs for
different courses.

vii. The list of colleges/courses, where girl candidates are provided a concession of 1% in the cut-off
list for the year 2016-17, is given in Annexure-II.
viii.The candidates who meet the requisite cut-off should login to the UG admission portal and select
college/course where the candidate wishes to take admission and meets the desired cut-off
criterion.
ix. The candidate shall take the print out of the admission form and together with the list of
documents (see Section 8 for details) proceed to the respective college for verification of mark-
sheet, calculation of cut-off percentage depending on the course and verification of other
documents. The schedule for verification of documents in the colleges is also given in Section
2.3.
x. The college will retain the certificates of approved candidate in order to avoid multiple
admissions. The certificates will remain with the colleges during the admission process. However,
the colleges shall promptly return the documents in case student withdraws/cancels the admission
or student wishes to appear in counselling of any other university/ institute.
xi. After this, the college will approve the admission on the UG admission portal. The candidate will
then be required to log-on to the UG admission portal to make the online Admission Fee payment
through one of the available online payment options. The approved candidate is permitted to make
online admission fee payment till 12 noon of the next day of the given admission list deadline (see
Section 2.3).
xii. It may be noted that your admission in a college is completed only after payment of the
online admission fee on the UG admission portal within the prescribed time-limit.
xiii. A candidate can take admission only in one course in one college at any given time. In case a
student wishes to withdraw/cancel the admission in a course/college, the candidate should
approach the college where the admission is taken. Only after the college cancels the admission of
a candidate, the candidate can proceed to take admission in other courses/colleges. Admission fee
will be refunded to the candidate as per the College/University rules.
xiv. The colleges shall admit all the candidates who meet the announced cut-off criteria. The policy
will not be first come first served.
xv. (a) The candidates who could not take admission in a given cut-off list can be considered for
admission in the immediate next cut-off list only on the last date of admission, subject to
availability of seats.
(b) For Boards, like International Baccalaureate and others, whose results are declared late,
candidates may be considered in whichever cut-off list their results are declared, subject to
availability of seats and provided the candidate had completed the online registration process.
xvi. After five cut-off lists, the colleges will notify vacant seats course-wise and category-wise on the
college and University websites. The registered candidates will be required to apply in the
colleges/courses against vacant seats through the UG admission portal, using the subsequent
procedure given in Section 2.4.
xvii. There shall not be any Additional Eligibility Criterion for any category in any college/course.
xviii. The colleges shall strictly follow the university guidelines with respect to gap year policy. Gap
year(s) would be no bar for the purpose of admission to the undergraduate courses.
xix. The candidates seeking admission under ECA category may check the Section 9.7.1 and
Annexure-III for further details.

xx. The candidates seeking admission under Sports category may check the Section 9.7.2 and
Annexure-IV for further details.
xxi. The minority colleges can register candidates on their portal also, if they so desire. However, it
will be mandatory for the candidates who wish to apply to minority colleges to enter the
university registration number in the online form of the minority colleges. These colleges shall
follow the admission procedures notified, well in advance, on their websites. The data of all
admitted students shall be updated on the university portal.

# Time given in the Table is for the verification of the documents and approval of admission in the
colleges. Once the college approves admission, the candidate is permitted to make online admission fee
payment till 12 noon of the next day of the given admission list deadline.
*For Evening Colleges, Time: 4:00 PM to 7:00 PM. Once the college approves admission, the candidate
is permitted to make online admission fee payment till 12 noon of the next day of the given admission
list deadline.
** The online registration and registration fee payment shall continue till 06:00 PM of 19 th June 2016.
However, those applicants who have confirmed their online registration at the UG admission portal till
06:00 PM of 19th June 2016 shall be permitted to submit online registration fee till 12 noon of 20 th June
2016.

2.4. Admission process at the colleges after fifth cut-off list
If the seats remain vacant after fifth cut-off list, the following process shall be followed to fill
vacant seats in the colleges.
i. The colleges shall notify the status of vacant seats (course-wise and category-wise) on the
university portal as well as on their website and college notice board.
ii. Only those candidates who had registered earlier on the UG admission portal will be eligible for
this admission process. The candidate is again required to apply online through UG admission
portal and choose the course/college wherever seats are available and as per the notified schedule
only.
iii. The application of such candidates will be received online only for 3 days, each in two phases.
iv. The college will prepare a merit list of all candidates who have applied in the college online with
their names, online registration number and Best of Four/PCM/PCB etc. (whichever is applicable)
for each course and display the complete merit list on its website and notice board.
v. The college will also notify the merit list with names and registration number of candidates
eligible for admission against vacant seats.
vi. The admission of the candidates, whose names appear in the merit list prepared by the college for
each course, will be admitted in next two days on merit basis only against vacant seats. The
admission process will however be only online as earlier.
vii. Three such lists with names of eligible candidates for admission as per the seats available should
be brought out according to the schedule announced by the University.
viii. After three such cut-offs, if the seats still remain vacant or the list has been exhausted, the
college will again invite applications online through university portal as above (points 2 & 3).
The subsequent admission process will be similar as notified (refer points 1 to 6).

4. Requirements for Admission
4.1. Qualifying Examinations

Qualifying examinations for the purpose of admission to the first year of undergraduate courses offered
by the University shall be Senior Secondary School Certificate Examination (Class XII) of the Central
Board of Secondary Education or an examination recognized as equivalent thereto.
Candidate seeking admission to the courses offered by the University should have passed the
qualifying examination obtaining minimum marks as specified for each of the courses in subsequent
sections.
4.2. Age Requirement

There is no minimum age bar for admission to undergraduate courses in the University and its
colleges except in professional courses where regulatory body prescribes minimum age requirement
(such as MCI, AICTE etc.) (Ordinance I)
Gap year(s) would be no bar for purposes of admission to the undergraduate courses.
4.3. Equivalence Criteria

The applications for admission to the Undergraduate Courses in the Colleges in respect of
candidates belonging to the Examining bodies of Boards / Universities recognized / accredited by the
Association of Indian University / University Grants Commission / Ministry of Human Resource
Development shall be considered by the College / Department in terms of the following
recommendations as circulated in the University circular letter of 13 - 1- 2005.
4.3.1. That various degrees from Universities recognized by the Association of Indian
Universities University Grants Commission / Ministry of Human Resource Development or
by any bilateral agreement be considered as equivalent to corresponding degrees of
University of Delhi subject to the conditions that course duration is same as in Delhi
University for purposes of determining eligibility for admission to various courses and
further Departments / Colleges may be allowed to evolve procedure through their respective
Admission Committees.
4.3.2. Senior School Certificate of various Boards recognized by Association of Indian
Universities / Central Board of Secondary Education is considered as equivalent to the
Senior School Certificate of Central Board for the purposes of eligibility to various
Undergraduate Courses.
4.3.3. Students who pass various Degree / School Examination of Foreign Universities / Boards as
have already been approved by the Equivalence Committee, from time to time, be
considered eligible as a matter of routine. The cases of only those candidates who do not fall
in the list of Association of Indian Universities /University Grants Commission/ Ministry of
Human Resource Development recognized accredited Boards/ Universities shall be referred
to the University on the basis of individual merit.
The admission in any course shall not be granted on predicted scores issued by various Boards
Schools.

The University will accept self-attested copies of documents / papers provided by the
students. It is made clear that if any false attestation / falsified records are detected, the
student will be debarred from attending any course in the University / or its Colleges for
next five years and in addition, a criminal case under relevant sections of IPC (viz.
470,471,474 etc.) will be instituted against him/her.
9. Reservations and Relaxations
9.1 Reservation of Seats for Scheduled Caste/Tribe Candidates
22 % of the total numbers of seats is reserved for candidates belonging to Scheduled Caste
Scheduled Tribes (15% for Scheduled Caste and 7% for Scheduled Tribes, interchangeable, if
necessary).
It is a statutory obligation on the part of Colleges to fill all seats reserved for Scheduled Caste
/Scheduled Tribe candidates.
The Colleges shall not refuse admission to any SC/ST candidate on the basis of medium of
instruction. Any deficiency in the knowledge of any particular language should be removed,
remedial classes for which may be arranged by utilizing grants that are available from
University Grants Commission.
Relaxation to the extent of 5% in the minimum marks will be given to the candidates belonging
to Scheduled Caste and Scheduled Tribes to determine their eligibility and merit for admission
to the course concerned.
In case, after giving 5% relaxation, the reserved seats still remain vacant, further relaxation
would be given to the extent required in order to fill up all the reserved seats.(AC Resolution
A88, 14.6.1983) (EC Resolution 157, 24121.2001).Eligibility in these cases is pass percentage.
The following are empowered to issue the certificate:

(a) District Magistrate/ Additional District Magistrate/ Collector/ Deputy Commissioner/ Addl.
Deputy Commissioner/ Deputy Collector/ 1st class Stipendiary Magistrate/ City Magistrate/
Sub-Divisional Magistrate/ Taluka Magistrate/ Executive Magistrate/ Extra Assistant
Commissioner.
(b) Chief Presidency Magistrate/ Addl. Chief Presidency Magistrate/ presidency Magistrate.
(c) Revenue Officer not below the rank of Tehsildar.
(d) Sub- Divisional Officer of the area where the candidate and/ or his family normally resides.
(e) Administrator/ Secretary to the Administrator/ Development Officer (Lakshadweep Islands).
Candidates must note that Certificate from any other person/ authority shall not be accepted in
any case. If the candidate happens to belong to SC or ST, his/her caste/ tribe must be listed in the
appropriate Govt. of India schedule. The Caste Certificate should clearly state: (a) Name of his/
her caste/ tribe (b) whether he/she belongs to SC or ST (c) District and the State or Union
Territory of his/ her usual place of residence and (d) the appropriate Govt. of India schedule under
which his/ her caste/ tribe is approved by it as SC or ST.

However, if an SC/ST candidate seeks admission under some other category (for example:
PC/Employee Ward etc.) the candidate should satisfy the minimum eligibility requirement for that
category.
Note: SC/ST students who get admission under open merit will not be included in the reserved quota
i.e.22.5%.
Candidates seeking admission under SC/ST/OBC category should have certificates in their
own name only.
9.2 Reservation of Seats for Other Backward Classes (OBC)

27% seats will be reserved for the candidates belonging to OBC.
At the time of giving admission to an OBC candidate, the College will ensure that the caste is
included in the Central List of OBC. The certificate must mention non-creamy layer status of
the candidate.
The OBC candidates shall be given a relaxation of 10% in the minimum eligibility marks of the
said course and in the admission entrance test 10% of the minimum eligibility marks prescribed
for General Category candidates.
It is a statutory obligation on the part of Colleges to fill all seats reserved for OBC candidates.
The Colleges shall not refuse admission to any OBC candidate on the basis of medium of
instruction. Any deficiency in the knowledge of any particular language should be removed,
remedial classes for which may be arranged by utilizing grants that are available from University
Grants Commission.
If the seats meant for OBC remain vacant after arriving the minimum eligibility, the same may
be converted and filled up by other eligible candidates subject to approval from the University.
Note: The merit list for the general category seats will comprise of all the candidates in the
order of merit. No one will be excluded from the same. In other words, it will also include SC /
ST / OBC candidates, if they come in general merit. The candidate cannot be excluded from
the general category merit list just because he belongs to SC/ST/OBC. Such a candidate is
entitled to be considered under the general category, as well as under the reserved category.
Admission to open category seats will be strictly in the order of merit without excluding
SC/ST/OBC candidates.
9.3 Reservation of Seats for Persons with Disabilities (PwD)

Three percent, (3%) seats in all undergraduate and postgraduate institutions (including
professional and technical institutions) will be reserved for candidates having minimum 40%
disabilities.
Concessional/Waiver of fees in respect of Persons with Disabilities (PwD)
1.Consequent upon amendment to Ordinance X(4) of the University, the following provision has
been added after Sub-clause 2 of Ordinance X( 4) of the said Ordinance:
Provided that the Persons with Physical Disabilities shall be waived off all the fees payable
including the Examination fee and other University fees, except Admission fee, subscription
towards Delhi University Students Union and Identity Card fee for pursuing under-graduate,
post-graduate or other courses in the University or its Colleges.
2.In pursuance of the above, the students with physical disabilities pursuing various courses of
study in the Faculties, Departments, Centers, and Institutions / Colleges of the University shall
be exempted from payment of fees, including examination fee and other University fees, except
Admission fee, subscription towards Delhi University students Union and Identity Card fee.
3.In pursuance of the Executive Council Resolution No. 50 dated 03.11.2012, it is notified that
the students with physical disabilities residing in different Hostels / Halls of the University are
exempted from payment of all hostel fees and charges except refundable caution fee and the
mess fees. The Persons with Physical Disabilities students shall pay 50% of the Mess fee and
the remaining 50% of the Mess Fee-in respect of the PwD students is being met by the
University. Similar norms are to be adopted by the Colleges in respect of PwD Students
residing in various hostels of the Colleges.

It is clarified further that the PwD students who are getting fellowships / financial assistance shall
be exempted from payment of fees / charges / mess fees subject to the following conditions:

9.4 Reservation for Armed Forces (CW)

1. All candidates seeking admission to various undergraduate courses of University of Delhi will
have to register online as per schedule notified by the University.
2. 5% of seats are reserved for candidates under CW categories course wise in all colleges.
3. All the CW candidates have to upload the Educational Concession certificate in the enclosed
format to be issued by any of the following authorities on the proper letter head.
Secretary, Kendriya Sainik Board, Delhi.

Secretary, Rajya Zila Sainik Board.
Officer-in-Charge, Record Office.
1st Class Stipendiary Magistrate.

4. Admission may be offered to the Children/Widows of Officers and Men of the Armed Forces
including Para-Military Personnel, in the following order of preference:
I. Widows/Wards of Defence personnel killed in action;
II. Wards of serving personnel /ex-servicemen disabled in action;
III. Widows/Wards of Defence personnel who died in peace time with death attributable to
military service;
IV. Wards of Defence personnel disabled in peace time with disability attributable to the
military service; and
V. Wards of serving Ex-servicemen personnel including personnel of police forces who are in
receipt of Gallantry Awards;
Gallantry Awards include: Param Vir Chakra, Ashok Chakra, Sarvottam Yudh Seva Medal,
Maha Vir Chakra,Kirti Chakra,Uttam Yudh Seva Medal,Vir Chakra,Shaurya Chakra, Yudh
Seva Medal ,Sena, Nau Sena,- Vayusena Medal, Mention-in-Despatches, Presidents Police
Medal for Gallantry, Police Medal for Gallantry.

9.5 Registration of Kashmiri Migrants

1. All the Wards of Kashmiri Migrants who wish to be considered for admission to various
undergraduate courses for university have to register online as per schedule notified by the
University.
2. Upto 5% seats are reserved course-wise in all Colleges for Wards of Kashmiri Migrants.
3. All the Wards of Kashmiri Migrants will have to upload a certificate of registration as
Kashmiri Migrants issued by Divisional Commissioner/ Relief Commissioner.
4. A concession of maximum 10% in the last cut-off marks fixed for General category candidates
shall be extended to the Kashmiri Migrants.
5. Admission of Wards of Kashmiri Migrants will be based on cut-offs to be announced by the
Colleges.
(The candidates selected under special Scholarship Scheme for J&K will be admitted
directly to colleges)
9.6 Reservation of Seats for Foreign Students

All foreign students, including those who have completed their schooling from an Indian
Board may be treated as Foreign Students for the purpose of their registration / admission in
various departments and Colleges of the University and they may be considered for
admission under 5% quota prescribed for the foreign students. The Colleges / Departments
are advised to keep a column of nationality in their admission form. The foreign candidates
seeking admission to Undergraduate Courses should apply to Deputy Dean (Foreign

9.7Sports/ECA Quota
It is mandatory for all the Colleges to provide sports facilities and encourage all students to
participate in sports and extracurricular activities by introducing inter-class competitions and
mass sports.
The existing provision of not more than 5% sports / ECA quota (subject- wise) be continued. The
Colleges should be free to decide the actual number of seats to be filled on sports basis (not more

than 5%) keeping in view the facilities available, requirement of the College and other relevant
factors.
The guidelines for Admissions under sports / ECA categories will be carried in accordance with
the guidelines notified by the University from time to time.
9.7.1. Guidelines for Extra Curricular Activities (ECA)

The Colleges have to notify the actual number of seats under ECA Quota (supernumerary) and
requirement in different activities on their College Website and Notice Board well in advance. The dates
for preliminary and final trials should also be notified on the College Website and Notice Board much in
advance (Before the last date of Registration).
The following guidelines for admission to various undergraduate courses on the basis of Extra
Curricular Activities (ECA) will be followed by all concerned:
1. The existing provision of not more than 5% Sports and ECA quota (subject-wise) is continued as
per circular No. Aca.I / Sports / 2010-11 / 178 dated May 29, 2010. Colleges Prospectus and
website should contain this information. The colleges should upload the number of seats under
Sports/ECA quota separately course-wise and list of Activities before the commencement of
admission process.
2. (i) Candidates seeking admission under ECA category will register online on DU Admission
portal.
(ii) The candidate seeking benefit of any participation/winning certificate must submit evidence
of having participated in the concerned activity during the last three years (April 1, 2013 to 31
March, 2016).
Admission Procedure
(i) Weightage will be given to the certificates of winners/ participants at International, National,
State, Zonal and School level and trials are as follows: Certificates: 25% Trials: 75%. The
certificates to be considered should not be more than three years old.
(ii) Not more than 15% concession in academic merit vis--vis general category candidates (last
cut-off or 5th cut-off whichever is earlier) may be given for admission to specific courses
(subject to the minimum eligibility of course).
(iii) Trials will be held at two levels: (i) Preliminary trials (ii) Final trials.
(iv) Committee for preliminary trials
The colleges identified by Culture Council of University of Delhi will be conducting
preliminary and final trials for a specific activity. The candidates should go through the
notifications issued by the colleges and university on their website.
(v) The date/dates for the Preliminary / Final trials shall be notified and displayed on the
University Website and shall also be displayed on the College Notice Board well in advance.
(vi) The candidates shall be allowed to appear at the preliminary level only once in an event.
(vii) The list of the short listed candidates for final trials will be notified on the University
Website, College Website and Notice Board for which the college been assigned the activity.
(viii) The colleges should videograph the preliminary and final trials and maintain records.
(ix) The trials for admission under ECA category shall be conducted by the ECA Admission
Committee. The ECA admission committee will be nominated by staff council of the college

Instructions
1. The allotment of course / subject to the qualified candidates shall conform to University
regulations and will be the sole responsibility of the College.
2. The allotment of course/subject may be finalized by ECA Admission Committee which will
include Chairperson (Principal), ECA/Cultural Committee and One faculty member nominated
by the Staff Council.
3. The candidate must have secured at least 50% marks in final trials (38 out of 75) to be eligible,
while preliminary round are qualifying.
4. The list of finally selected candidates containing marks of the ECA Certificates and Trials along
with course/subject allotted shall be displayed on the College Website and Notice Board for three
days to take cognizance of the grievances, if any. All the grievances must be resolved within
three days before admitting the students.
5. A candidate having any grievance should apply to Grievance Committee of the College.
6. Merit list of the candidates selected for admission after the finals shall be notified on the
respective College Website and the Notice Board. The admission of candidates thereafter will be
completed on University Admission Portal as notified.
7. The ECA Admission Committee of the College shall:

a. screen the applications / forms uploaded by the candidates
b. verify original ECA Certificate of the candidates as per marks allotted by ECA
Committee.
8. An Undertaking shall be submitted by the selected students at the time of admission stating that
the candidate will perform for the College and University, all the years, during candidates
undergraduate course of study.
9. The candidate submitting false / fake certificate will be debarred from admission to any course in
any College for three years. If a candidate is admitted on false/fake certificates, the candidates
admission will be cancelled and such cases will be notified to all the Colleges.
10. The decision of ECA Admission Committee shall be final.
11. All the ECA trials both preliminary and final must be open to all.
12. The College shall maintain proper record of the candidates admitted on the basis of ECA.

their College Website and Notice Board well in advance. The same would be notified on the University
of Delhi Website.
I. Super Category: Direct Admission without Sports Trials
Sportspersons who have participated / represented the country in the following Competition(s):
a. Olympic Games by International Olympic Committee

b. World Championships under International Sports Federations (IOA and / or MYAS recognized /
affiliated Games)
c. Asian Games by Olympic Council of Asia

particular college must be issued a Fitness Certificate by the college concerned in the given
format. This certificate will be accepted by the other colleges.
iv. Fitness Test is the qualifying test for subsequent process of screening / evaluating class XII
documents, marking of Sports Certificates and Sports Trials and does not entitle the candidate
for admission on the basis of Sports.
C. The Colleges should video-graph the Fitness Test and Sports Trials.
D. Maximum 50 Marks are for Sports Trials which include skill test, game performance test,
game specific fitness, fundamentals of the game / sport etc.
i. Minimum 25 marks are required to be obtained by the candidate in the Sports Trials to be eligible for
admission on the basis of Sports.
ii. Evaluation and Marking shall be done by the technical hands of Sports Admission Committee.
E. Composition of the Sports Admission Committee for specific Sport(s)/Game(s) identified by

DUSC:
i. Chairperson : Principal
ii. Convenor : Teacher in-charge, Deptt. of Physical Education.
iii. Physical Education Teacher(s) as Member(s).
iv. Expert/s nominated by the Chairperson (Principal) from the confidential list sent by the DUSC.
v. Nominee/s of the Delhi University Sports Council.
vi. One Nominee of the Vice Chancellor (as Observer).
The Committee can co-opt one/two regular bonafide sports student/s (M/W) for assistance.
Note:
1. The allotment of course/ subject to the qualified candidates shall conform to University

4. The details of admission on the basis of Sports by the College with respect Sports / Games,
position / event etc. shall be notified on their College Website and Notice Board well in advance.
5. The Sports Admission Committee of the College shall:

a. screen the applications / forms uploaded by the candidates
b. verify original Sports Certificate of the candidates as per marks allotted by DUSC
6. The level of competency of the candidate in the Sports / Games will be determined only for those
who have achieved distinction in Sports / Games during the last three years in the Sports / Games
recognized by AIU and IOA. Preference will be given to Sports / Games in which Delhi
University Inter-College and Inter-University Competitions / Tournaments are held.
7. The level of distinction of certificates will be determined from 1st April, 2013 to 31st March,
2016.
8. The College shall maintain proper record of the candidates admitted on the basis of Sports in
their respective college.
9. The candidate as per their age must be eligible to participate in Inter-University

Competitions/Tournaments for the next three years and should not be employed Part-time / Full
time anywhere.
10. It is mandatory to submit an undertaking on Judicial Stamp paper of Rs. 100/- by the selected
sportspersons at the time of admission stating that they will play for the College and University
during their under-graduate course of Study.
10. Admission Grievance Committees

There will be two Admission Grievance Committees, one for the North Campus located in the
Dean Students Welfare Office and another for the South Campus located in the Joint Dean,
Students Welfare Office at South Campus. Every College shall have its own Grievance
Committee, the information about which shall be displayed on the Notice Board of the College.
Candidates having grievances about admission should first apply to Grievance Committee of the
College. If necessary, they may apply either to the Grievance Committee for the North or South
Campus, subsequently.
There will be separate Admission Grievance Committee to look into grievances of SC / ST / OBC
/ PwD category candidates.

All students staying in the hostel will have to strictly adhere to hostel rules. Due to huge intake of
students, all selected out-station candidates may not get hostel accommodation. Thus, the
candidates should clearly understand that the admission to a course would not ensure allotment of
hostel accommodation. Accommodation will be offered to the eligible applicants subject to the
merit of the student and availability of seat in the hostel. Students generally stay in as paying-guest
(PG) or in the rental accommodation in the nearby areas.
11.1. Admission to Hostel for Scheduled Castes / Tribes Students / PwD / CW

1. Out of the vacant hostels seats, 15% seats are reserved for Scheduled Caste Students and 7%
for Scheduled Tribe Students in College/ University Hostels. The allotment of seats in Hostels to
Scheduled Caste/ Tribe Students should be based on merits of Scheduled Caste/ Scheduled Tribe
Students of each College and only such students should be considered for Hostel accommodation
whose parents are not residing in Delhi.
2. However, if seats are available, any hard case of Scheduled Caste/ Tribe students, whose parents
are residing in Delhi, may be examined by the Head of the Institution / Hostel on the individual
merits of the students concerned. Last date for admission to the Hostels be fixed according to dates
fixed for admission of Scheduled Caste/ Tribe students by the University and that seats remaining
unfilled in this reserved category be treated as open seats and be offered to other students after the
expiry of last date for admission to Hostels for Scheduled Caste/ Tribe students.
3. 3% seats are reserved for the Physically Challenged Students in the Hostels of the University
and Colleges.
4. Some seats are also reserved for CW quota in the Hostels of the University and colleges.
12. Admission in the School of Open Learning (SOL)

All those who satisfy the conditions shall be eligible to seek admission to B.A. (Hons) English /
Political Science / B.Com (Hons) / B.A / B.Com Course (Three Year) in the School of Open

17. ORDINANCES
17.1 ORDINANCE XV-B
Maintenance of discipline among Students of the University

1.All powers relating to discipline and disciplinary action are vested in the Vice - Chancellor.
2.The Vice-Chancellor may delegate all or such powers as he / she deems proper to the Proctor and
to such other persons as he/she may specify in this behalf.
3.Without prejudice to the generality of power to enforce discipline under the Ordinance the
following shall amount to acts of gross indiscipline:
a. Physical assault, or threat to use physical force, against any member of the teaching and non-
teaching staff of any Institution / Department and against any student within the
University of Delhi
b. Carrying of, use of or threat to use of any weapons
c. Any violation of the provisions of the Civil Rights Protection Act, 1976
d. Violation of the status, dignity and honour of students belonging to the scheduled castes
and tribes
e. Any practice-whether verbal or otherwise-derogatory of women
f. Any attempt at bribing or corruption in any manner
g. Willful destruction of institutional property
h. Creating ill-will or intolerance on religious or communal grounds
i. Causing disruption in any manner of the academic functioning of the University system;
j. Prohibition of Ragging as per Ordinance XV-C.
4.Without prejudice to the generality of his / her powers relating to the maintenance of discipline
and taking such action in the interest of maintaining discipline as may seem to him/her appropriate,
the Vice-Chancellor, may in the exercise of his / her powers aforesaid order or direct that any
student or students -
a. be expelled; or
b. be, for a stated period rusticated; or
c. be not for a stated period, admitted to a course or courses of study in a College, Department or
Institution of the University; or
d. be fined with a sum of rupees that may be specified; or
e. be debarred from taking a University or College or Departmental Examination or
Examinations for one or more years; or that the result of the student or students concerned in
the Examination or Examinations in which he /she or they have appeared be cancelled.
5. Institutions, Halls and teaching in the concerned Departments. They may exercise their authority
through, or delegate authority to such of the teachers in their Colleges, Institutions or Departments
as they may specify for these purposes.
6. Without prejudice to the powers of the Vice-Chancellor and the Proctor as aforesaid, detailed
rules of discipline and proper conduct shall be framed. These rules may be supplemented, where
necessary, by the Principals of Colleges, Heads of Halls, Deans of Faculties and Heads of
Teaching Departments in this University. Each student shall be expected to provide himself /
herself with a copy of these rules. At the time of admission, every student shall be required to sign
a declaration that on admission he /she submits himself / herself to the disciplinary jurisdiction of
the Vice-Chancellor and several authorities of the University who may be vested with the authority
to exercise discipline under the Acts, the Statutes, the Ordinances and the rules that have been
framed therein by the University.
17.2 ORDINANCE XV-C

Prohibition and Punishment for Ragging
1. Ragging in any form is strictly prohibited, within the premises of College / Department or
Institution and any part of Delhi University system as well as on public transport.

2. Any individual or collective act or practice of ragging constitutes gross indiscipline and shall
be dealt with under this Ordinance.
3. Ragging for the purposes of this Ordinance, ordinarily means any act, conduct or practice by
which dominant power or status of senior students is brought to bear on students freshly
enrolled or students who are in any way considered junior or inferior by other students; and
includes individual or collective acts or practices which
a. involve physical assault or threat to use of physical force.
b. violate the status, dignity and honour of women students.
c. violate the status, dignity and honour of students belonging to the scheduled caste and
tribe.
d. expose students to ridicule and contempt and affect their self-esteem.
e. entail verbal abuse and aggression, indecent gestures and obscene behavior.
4. The Principal of a College, the Head of the Department or an Institution, the authorities of
College, or University Hostel or Halls of Residence shall take immediate action on any
information of the occurrence of ragging.
5. Notwithstanding anything in Clause (4) above, the Proctor may also suomoto enquire into
any incident of ragging and make a report to the Vice-Chancellor of the identity of those
who have engaged in ragging and the nature of the incident.
6. The Proctor may also submit an initial report establishing the identity of the perpetrators of
ragging and the nature of the ragging incident.
7. If the Principal of a College or Head of the Department or Institution or the Proctor is satisfied
that for some reason, to be recorded in writing, it is not reasonably practical to hold such an
enquiry, he/ she may so advise the Vice-Chancellor accordingly.
8. When the Vice-Chancellor is satisfied that it is not expedient to hold such an enquiry, his
/ her decision shall be final.
9. On the receipt of a report under Clause (5) or (6) or a determination by the relevant
authority under clause (7) disclosing the occurrence of ragging incidents described in
Clause 3(a), (b) and (c), the Vice-Chancellor shall direct or order rustication of a student or
students for a specific number of years.
10. The Vice-chancellor may in other cases of ragging order or direct that any student or students
be expelled or be not for a stated period, admitted to a course of study in a college,
departmental examination for one or more years or that the results of the student or students
concerned in the examination or examinations in which they appeared be cancelled.
11. In case any students who have obtained degrees or diplomas of Delhi University are found
guilty; under this Ordinance, appropriate action will be taken under Statute 15 for withdrawal
of degrees or diploma conferred by the University.
12. For the purpose of this Ordinance, abetment to ragging whether by way of any act, practice or
incitement of ragging will also amount to ragging.
13. All Institutions within the Delhi University system shall be obligated to carry out instructions
/ directions issued under this Ordinance, and to give aid assistance to the Vice-Chancellor to
achieve the effective implementation of the Ordinance.
Note: Order of the Vice-Chancellor in pursuance of Ordinance XV-C:
Where incident(s) of ragging are reported to the Vice-Chancellor by any authority under this
Ordinance, the students(s) involved in ragging, shall be expelled for a specified term, designated
in the order. Non-students involved in reports of ragging will be proceeded with under the

criminal law of India; they will also be rendered ineligible for a period of five years from seeking
enrolment in any of the institutions of the University of Delhi. Students against whom necessary
action is taken under this note, will be given post decisional hearing, with strict adherence to the
rules of natural justice.
17.3 ORDINANCE XV-D

The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal)
Act, 2013 (MINISTRY OF LAW AND JUSTICE)
An Act to provide protection against sexual harassment of women at work place and for the
prevention and redressal of complaints of sexual harassment and for matters connected there with
incidental thereto.
WHEREAS sexual harassment results in violation of the fundamental rights of a woman to

equality under articles 14 and 15 of the Constitution of India and her right to life and to live with
dignity under article 21 of the Constitution and right to practice any profession or to carry on any
occupation, trade or business which includes a right to a safe environment free from sexual
harassment;
AND WHEREAS the protection against sexual harassment and the right to work with dignity are
universally recognized human rights by international conventions and instruments such as
Convention on the Elimination of all forms of discrimination against Women, which has been
ratified on the 25th June, 1993 by the Government of India.
AND WHEREAS it is expedient to make provisions for giving effect to the said Convention
for protection of women against sexual harassment at workplace.

Q 14. I was admitted under sports Quota last year but could not clear the first year. Can I apply
afresh and also change my course?
Ans. You can clear your first year as an ex-student, if your internal assessment is complete
(including attendance). In case you have not completed the above said condition, then you
must apply afresh.
Q 15. I have appeared in class XII exam from CBSE Delhi. Will I get an advantage of being
from Delhi?
Ans. No, there is no advantage for having studied in Delhi.
Q 16. I have completed my class XII from NIOS (National Institute of Open Schooling). Can I
get admission in regular college?
Ans. Yes, you can get admission in regular course provided you have applied in that course /
college and meet the cut-off criterion.
Q 17. I have just passed class XII from Jamshedpur with science subjects. Can I apply in Delhi
University through online form? I am also interested in applying at St. Stephens and Jesus
Mary College.
Ans. Yes, you can apply for undergraduate courses through online form as per the schedule.
Please visit the University website. This form is applicable for all courses and colleges
where the admission is not based on entrance examination.
Q 18. I belong to ST category and live in Manipur. How can I apply for undergraduate courses in
your University?
Ans. You can apply online from your place itself.
Q 19. Can I fill online registration form even if I have compartment in class XII?
Ans. Yes, you can fill online registration form even if you have compartment in class XII. You
will get admission only if you fulfill the minimum eligibility condition/meeting cut off list
of that course/college during stipulated period.
Q 20. Is it important to have caste or tribe certificate in the name of candidate?

Ans. Yes, if you are applying under any reserved category (SC/ST/OBC/PH, then you must have
Caste/Tribe/PwD certificate in the name of candidate. The OBC certificate must also
specify that candidates belong to non-creamy layer and caste is listed in the Central
Government list.
Q 21. My result is yet to be declared, Can I still submit online registration form?
Ans. Yes, you can submit the online registration form by darkening the appropriate circle of
result awaited under result section, however you have to fulfill the minimum eligibility
condition/meeting cut off list of that course/college during stipulated period.
Q 22. Can I apply in multiple courses in an online form?

Ans. Yes, you can apply in multiple courses in one form.
Q23. In online portal, can two candidates apply from the same account?
Ans. No, only a single candidate can apply from an account for UG Admissions.
Q 24. Can I enroll myself for a certificate language course along with my regular graduation
course?
Ans. Yes, many colleges offer part time certificate courses in office management, foreign
languages etc. However, it is advisable not to enroll yourself for any of these during the 1 st

year. In first year, you may first try to understand how your regular course works and you
can then plan about your certificate course accordingly.
Q 25. I have provided incorrect information while filling up the online registration form and also
paid the online registration fees. What shall I do?
Ans. After payment of the online registration fee, corrections, additions, deletions etc. in any
manner shall not be allowed in the registration form. The candidates are, therefore, advised
to fill their forms carefully. Incorrect form will be summarily rejected. However, an
applicant can start afresh by online registering again using new registration id and
password and applicant will need to submit online registration fee again.
Q 26. Can an applicant for an Under-graduate Honours Course be considered for admission
in the non-Honours Programme in the same College or not?
Ans. Applicants are required to apply for all programmes/courses in which he or she intends
to apply for admission. His/her admission shall be considered w.r.t. the
programmes/courses applied for. Applicants are therefore advised to fill up the Online
Registration Form for all the programme/courses where the applicants wish to apply for
admission.
Q 27. During the online payment, amount has been deducted from my account but I am still
seeing the status pending on UG admission portal.
Ans. Sometimes it takes time for amount to be transferred to the University account (i.e.
realization of fee payment) hence you should keep patience. If your payment is not realized
for more than two days then you may send an email to technical query mail-desk
mentioning all the details of the transaction. Resolution of the queries of this nature will be
taken up after the closing date of online registration period.

I. Procedure for calculation of Best Four subjects percentage for Honours Courses (For
admission to Arts/ Humanities Courses):
a. One Language (Core/ Elective/ Functional)
b. The subject in which admission is sought (If a candidate does not include the concerned subject
whether studied or not, in Best Four in which he/she is seeking admission in the honours course,
then a deduction of 2.5% will be imposed on the calculated Best Four percentage). For Honours in
languages refer to point 12, also.
c. Any two other academic/ elective subjects as per List A.
Note:
i. If a candidate doesnt include the subjects given in List A in Best Four, then a deduction of 2.5%
of maximum marks will be levied for each subject for the purpose of calculating Best Four.
ii. All subjects to be included in the calculation of Best Four must have at least 70% theory
component of exam. In case, the subject to be considered does not have 70% theory component and
30% practical component, then the marks of theory and practical only shall be converted to 70%
and 30%, respectively on pro rata basis. These new marks will then be considered for calculation of
Best Four.
Examples
(1) If a candidate has scored: Physics 90 (theory 50, practical 40; max. marks theory 60, practical 40),
and Chemistry 91(theory 52, practical 39; max. marks theory 60, practical 40) which is not in ratio
of 70: 30, then the marks can be converted on pro rata basis
Pro rata marks in physics = 88.3 ((50/60) x 70 + (40/40) x 30) = 58.33 + 30 = 88.33
Pro rata marks in chemistry = 89.92 ((52/60) x 70 + (39/40) x 30) = 60.67 + 29.25 = 89.92
(2) If a candidate has scored: Physics 88 (theory 45, IA 14, practical 29; max. marks theory 56, IA 14,
practical 30), Chemistry 92 (theory 48, IA 14, practical 30; max. marks theory 56, IA 14, practical
30), English (90) and Biology 95 (theory 51, IA 14, practical 30; max. marks theory 56, IA 14,
practical 30). Mathematics 92. The marks in Physics, Chemistry and Biology have less than 70%
theory component and therefore have to be converted to 70:30 ratio on pro rata basis.
For physics, it is 56.25 + 29.32 = 85.25 . ((45/56) x 70 + 29 = 56.25+29 = 85.25

11. (a) For admission to Honours in any language course, advantage of 2% in the Best Four
percentage may be given to those candidates who have studied that particular elective

d. For admission to B.A. (Vocational) only, related vocational subjects may be treated at par with
academic/elective subjects and up to two vocational subjects which are in relationship with the
course of study may be included for the calculation of Best Four.
e. If a candidate opts for MIL (Except Hindi) as a subject, an advantage of up to 10% may be
given in Best Four in those colleges where MIL is offered as a subject.
Note:
i. The college will have to notify the actual deduction up to 5% for change of stream beforehand
by uploading on their website and intimating the same to the University.
ii. If more than one non-listed subject is included for calculation of Best Four, a deduction of
2.5% each in Best Four may be levied in addition to deduction due to change of stream, if
any.
iii. All subjects to be included in the calculation of Best Four must have at least 70% theory
component of exam. In case, the subject to be considered does not have 70% theory component
