The following are chosen points from 3406 troble shooting manual

1. Engine Crankshaft Will Not Turn When Start Switch Is On.

Battery has low output
Starter motor has a defect
Inside problem prevents crank from rotating
2. Engine Will Not Start.
Starter motor turns too slow
Dirty fuel filter
Dirty or broken fuel lines
Wrong fuel injection timing
Shut off solenoid will not work properly.
3. Engine Misfires or Runs Rough.
Low fuel pressure
Air in fuel system
Injection pump or valve not working
