BOARD OF FIRE AND POLICE COMMISSIONERS

THE CITY OF ROCKFORD, STATE OF ILLINOIS
WHEREAS, the Board of Fire and Police Commissioners of the City of Rockford, State of
Mlinois (the “Board”), derives its power and authority from an act of the linois General Assembly
entitled “Board of Fire and Police Commissioners Act”, 65 ILCS 5/10-2.1-1 et seq. (the “Act”);
WHEREAS, pursuant to authority granted by the Act, the Board has promulgated Rules
and Regulations originally adopted on July 10, 1979, and amended from time-to-time since then
(the “Rules and Regulations”);
WHEREAS, Section 6.1 of the Rules and Regulations allow members of the Fire and
Police Departments to request leaves of absence not to exceed one (1) year in duration;
WHEREAS, the Board has a pending request from the City of Rockford (“City”), the
Police Benevolent and Protective Association Unit 6 (“PBPA”), and Officer John Cabello to
approve a leave of absence from Officer Cabello’s full-time employment during those dates that
the Ilinois General Assembly is in session and not in recess;
WHEREAS, the City, PBPA and Officer Cabello further request that the Board allow the
Rockford Police Department (“RPD”) to manage the logistics of approving short leaves of absence
without the requirement of appearing and reappearing before the Board;
WHEREAS, the linois Attorney General has issued an Advisory Opinion, No. 14-002,
dated December 23, 2014, affirming the propriety of such a leave;
WHEREAS, the Board desires to grant the request for a period of one (1) year from the
date hereof, and to continually grant subsequent requests until such time as Officer Cabello is no
longer serving in the Ilinois General Assembly;
NOW, THEREFORE, the Board does hereby resolve as follows:
BEIT RESOLVED, effectively immediately, the Board hereby grants Officer John Cabello
a one (1) year leave of absence from his full-time employment with the RPD during those dates
that the Hlinois General Assembly is in session and not in recess; and
BE IT RESOLVED, the Board grants RPD the discretion to manage the logistics of
approving and managing Officer Cabello’s schedule of interim leaves of absence during the one
(1) year period without the requirement of appearing and reappearing before the Board.
BE IT RESOLVED, the Board intends to continually grant subsequent requests until such
time as Officer Cabello is no longer serving in the Ilinois General AssemblyDated this 12" day of December, 2017.
