synchronization signal to N number of DUG cards serving for
DCS. (N=1 or 2, in this project)
GSM can be available on not and that will only be a
dependency for the number of MUs going to be added

where DUGs are installed which are serving for DCS
There could be more than one RRUS [Two] per sector and one
of them could be DCS only.
