Colombia's president has declared an "economic, social and ecological emergency"

as the first victims of the Mocoa landslide were laid to rest.

Juan Manuel Santos said the government was also putting 40,000m pesos ($13.9m;
£11.1m) towards "addressing humanitarian priorities".

At the same time, the first funerals were taking place of the 262 victims killed in
Saturday's landslide. But the hunt still continues for any survivors.

Ercy Lopez, 39, who survived by hanging on to a tree, said people were still searching
for her daughter Diana Vanesa, 22, but told AFP: "The hopes of finding her alive are
slim now."

Those who remain are now awaiting the arrival of humanitarian assistance.

El Espectador (in Spanish) reported there was at least 40 tons of emergency

humanitarian assistance on its way to the town, including 2,000 food kits and 1,000
tents.

Meanwhile, President Santos said 7,000 blankets and 6,000 mats had just been
delivered, according to El Pais (in Spanish).

On Sunday, Colombia's Farc rebel group offered to help rebuild the town, but their
involvement has yet to be approved by the government.

The Red Cross told news agency AFP they were still within the 72-hour window
where they would hope to find people alive. However, hopes were fading among
residents still desperate to find family members swept away in the torrent of mud,
rocks and debris which struck the south-western town of 40,000 early on Saturday.

The flood came after a night of extremely heavy rain, which raised the water levels of
the Mocoa River and three tributaries, sweeping away entire neighbourhoods.

St Petersburg metro explosion suspect 'from Central Asia'

The man suspected of killing 11 people in a St Petersburg train is in his early 20s and
from Central Asia, Russian media report.

At least 45 people were injured in the explosion between two underground stations
on Monday afternoon.

Another explosive device was found and made safe at a station nearby.

The Interfax and Tass news agencies said the suspect had been identified, but there
are conflicting reports as to whether he was a suicide bomber.
Authorities in Saint Petersburg have declared three days of mourning for the victims.

President Vladimir Putin, who was in the city when the blast occurred, visited the
scene on Monday evening and laid flowers at a makeshift shrine.

Russian investigators have described it as a suspected "act of terror" but they have
given few details. No group has said it was responsible.

Prime Minister Dmitry Medvedev said in a Facebook post that the explosion was a
"terrorist attack".

World leaders rallied behind Russia in condemning the blast.

The White House said President Donald Trump had spoken to Mr Putin by phone and
offered "full support" in bringing those responsible to justice.

"Both President Trump and President Putin agreed that terrorism must be decisively
and quickly defeated," a statement said.

German Chancellor Angela Merkel described the blast as a "barbaric act" and EU
foreign policy chief Federica Mogherini said Europe's thoughts were with the Russian
people.

‫‪".‬وقبل كل شيء العمل ذو الطابع الرهابي‬

‫وكان بوتين في سان بطرسبرج للمشاركة في اجتماع مع صحافيين روس‪.‬ا وقدم "تعازيه" الى ذوي الضحايا‪.‬ا‬
‫وقال في كلمة تلفزيونية مقتضبة قبيل لقائه نظيره البيلروسي الكسندر لوكاشينكو‪" :‬سنبدأ للسف لقاءنا بهذا‬
‫‪".‬الحادث المأسوي‪.‬ا اسبابه لم تعرف بعد‪،‬ا ومن المبكر الحديث عنها‪،‬ا والتحقيقا سيحددها‬

‫وأعلنت اللجنة الوطنية لمكافحة الرهاب العثور على قنبلة يدوية الصنع في احدى محطات المترو في المدينة‬
‫بعيد النفجار‪.‬ا وقالت‪" :‬في محطة المترو "بلوشاد فوستانييا"‪،‬ا عثر على قنبلة يدوية الصنع‪،‬ا وتم تفكيكها في‬
‫‪".‬الوقت المناسب‬

‫وقال مصدر في وزارة الوضاع الطارئة الروسية ان "المعلومات الولية تفيد عن مقتل ‪ 10‬اشخاص‪،‬ا واصابة‬
‫‪ 20‬آخرين"‪.‬ا وكان مصدر من قوات المن قال في وقت سابقا لوكالة "ريا نوفوستي" للنباء ان "النفجار وقع‬
