He stated that the City Council had already reached consensus that my services are no longer needed, ‘ostensibly because | had informed the council about the disruptive situation that was recently created for personal and poitical gains. His statement is troubling as It seems to indicate a violation of City’s charter and polcies and possibly of the open meeting laws, as a majority of the Council members were not even aware of the attempt to force me outlet alone having a consensus on the issue without a public meating. The directors of all major departments reached out to me yesterday after learning about the situation from elected officials and expressed thelr grave concems over the attemps to bully me out without any justfications, given that not a single Council member including Mayor Lee has informed me so far that l have failed to perform my job as the City Manager. ‘Appointing Ryann Juden as my ACM was the biggest mistake that | have made over the past 4+ years leading the executive team, considering the wide-spread fear and damage he has brought to the organization going back as far as Director Blackburn's departure, For more than two years, | have tolerated his lack of productivity or interest in doing the ACM job in order to avoid organizational disruptions due to hs personal and political association. What has transpired recently provided solid evidences that he has failed to change from a private political visor to a government administrator, despite my best efforts to help him do so. He has also engaged in inappropriate comwmunications with unions and political sponsors, which have creeted additional challenges and unnecessary disruptions to administrative processes and functions. am deeply concemed with his recent actions involving union bargaining, misleading representation of funding options for Apex infrastructure, and withholding information on a spurious Apex waterline over-sizing agreement.
