ABSTRACT:
Tarma has an architectural style that is summarized in an artistic stream that allows to
see the seduction of Man by the past, by the balanced and perfectionist expressions of
the Greco-Roman cultures; It will be the European countries that begin imitation of the
past; To which Peru was not foreign, generating in turn a very particular architecture in
a decorative and localistic way. The historical center of Tarma has a definitive Spanish
formation and foundation, according to [1] Arq. ARMANDO ARTEAGA, CIUDADES EN
MOVIMIENTO. PRESTANCIA DE TARMA. 1st edition. Peru: ITECA. 2006, he mentions
thefollowing:
"The plane of the population with streets and squares aligned, with buildings of European
style and Catholic temples clearly manifests that, this city was drawn by the hand of the
European conqueror".
Analyzing inductive, we observe in a factual way the phenomenon of investigation that
the historical area of the city of Tarma, possesses cultural values with peculiarities of
monuments, which are in free process of degradation, due to multiple Factors. The socio-
economic functions that it develops at the level of city, region and even at an extra
regional level, has created the impact of modernization that has determined that this city,
with historical and cultural features, It is subjected to various pressures, among which is:
the incipient tourism misunderstood; A growing complexity of tertiary functions, in a
timely manner, of commercial, financial and service functions; The apathy of the
population and authorities on the values of the cultural heritage, as well as bad policy
actions that do not match actual needs or coherent preservation plans; The overcrowding
and tugurización of housing and a compact plot, presents a shortage of green spaces
and recreation areas or public spaces due to high occupancy and intensity in land use;
The whole of these negative actions are coming to constitute in the indicators, which are
the causes that affect their degradation, understood as the whole of actions in process
of deterioration, destruction and alterations, which is suffering this monumental area and
that at the present moment are uncontrollable and of a complexity Unsustainable.

He aquí la paradoja: por un lado el entorno urbano actual tiene que enraizarse en el
suelo de su pasado, forjar un espíritu nacional, y desplegar esa reivindicación cultural y
espiritual frente a la personalidad del colonizador. Pero para poder tomar parte de la
civilización moderna, es necesario tomar parte al mismo tiempo en la racionalidad
científica, técnica y política, algo que muchas veces requiere el puro y simple abandono
de todo un pasado cultural. No todas las culturas pueden absorber y sostener el shock
de la civilización moderna. He ahí la paradoja: cómo volverse moderno y volver a las
fuentes; cómo revivir una civilización antigua y adormecida y formar parte de una
civilización universal.
5. HECHOS:
Alteración de los usos del suelo; el Centro Histórico de
Tarma, ha sufrido un procesos de alteraciones de sus
usos del suelo, cuya resultante fue la disminución del
uso residencial en los primeros niveles generados por
las presiones de las actividades terciarias,
especialmente de los usos comerciales, financieros y
de servicios, debido a la función urbana que cumple a
nivel de ciudad, región e inclusive a nivel nacional, lo
que ha concretizado la degradación del patrimonio
arquitectónico monumental.

6. CONTINUIDAD Y CAMBIO
Al entender la ciudad como un gran hipertexto, que cambia debe buscar facilitar la
transmisión de sus mensajes considerados valiosos y que le dan sentido.
