The Town of Jay has received complaints from residents regarding discolored water. While unsightly, this
discolored water does not appear to be dangerous to the residents,
In response to these complaints, the Town has consulted with its engineers and outside consultants to try
to identify the cause of the discolored water. To ensure the safety of our residents, the ‘Town has continued its
‘monthly analysis for compliance with Florida Department of Environmental Protection guidelines. These tests
confirm that no chloroform or ¢ coli bacteria are present in the water and that the Town's water supply fully
complies with DEP guidelines. On January 30th, we took an additional sampling of the discolored water to test
for metals in the water. We are waiting for those results. But, based on the information that we have at this,
point, the Town is confident that the discolored water is not a public health tisk,
‘The investigation that we have conducted indicates that the discolored water is probably caused by the
‘Town’s cast iron water distribution system. It appears that iron deposits on the interior of our cast iron pipes
created sediment when the iron deposits separated from the pipe. In the last four months, the Town of Jay
began a weekly flushing program that caused the sediment to be suspended in the water, but not fully flushed
out of the system. We believe that this is what has led to the discolored water reported by residents,
‘The Town of Jay has a multiple layered plan to clear the water distribution system of this sediment and resolve
the issue that has been reported by its residents:
1. Asan immediate solution, the Town of Jay hired a Flushing Contractor to conduct a systematic flush of all
ur lines from our two well sites to the end of each supply line to push the sediment out with water force, The
‘Town believes that this will provide immediate relief from the discolored water being reported by the residents.
‘The flushing contractor is scheduled to begin work on Tuesday, February 13, 2018. When flushing is taking
place, residents can expect an increased likelihood of receiving discolored water. The Town will make its best
efforts to have this flushing done in a manner that creates the least amount of inconvenience for the residents.
To the extent possible, the flushing will be done in the overnight hours. Also, the Town will notify by telephone
residents expected to be impacted by the flushing so that they can be prepared for any impact that they might
feel.2. As an intermediate solution, the Town of Jay is researching other pipe cleaning procedures to help prevent
this issue from re-ocourting... These pipe cleaning procedures are expected to provide a more complete and
immediate cleanout of the sediment.
3. Finally, as a long term solution, the Town of Jay is in the process of formulating a plan for the re-
conditioning or replacement of the cast-iron pipes used in the Town of Jay Water Distribution System, We are
working closely with officials from the State of Florida to identify funding sources for this long-term capital
project.

the drinking water distribution system.
