‘The meeting was opened by the Chair, Mayor Dan Guzzi at 6:00 p.m., followed by the Pledge of
Allegiance, roll call and introductions.
‘Agenda: Motion by Councilman Trombley, supported by Mayor Bowdler, to accept the agenda
as presented. The motion passed unanimously.
Minutes: Motion by Mayor Tidwell, supported by Supervisor Glaab, to accept the minutes of
12/7/2017 board meeting as presented. The motion passed unanimously.
Downriver Mutual Aid Reports
DRANO ~ No report
DMA Police Report: Director of Public Safety Jeff Smith reported
The SWAT team was called out 16 times in 2017; all resolved without incident.
So far in the month of January 2018, there was one call-out in Rockwood; and
SWAT assisted all downriver communities in November and December 2017,
and trained 150 officers in rapid response for school shootings or business

DMA Fire Report: Chief Jeff Drouillard reported.
As a result of the approval of the new fire team concept, Jeff will be meeting with
the team coordinators and training officers to set new guidelines for training
tequirements, standards, member recruitment/retention, performance training,
call-out attendance and accountability; they hope to increase team membership
and attendance; 2) DMA Fire received a UASI grant for just under $40,000 for
replacement and addition of outdated air monitoring, collection and sampling
equipment, adding the newest technology and communications, They are still
waiting to hear on the disposition of about another $14,000 to enhance the
operations of the foam and air trailers received a few years back. He thanked
Chief Vack, Chief Densmore, Ken Laird, and Bob Heck for their hard work at
putting these requests together, getting them submitted, and successfully
obtaining the monies, This needed equipment is getting them closer to their goal
of meeting the Level 2 Haz Mat Standards; 3) They recently had a meeting with
the Monroe County Emergency Management Director who has expressed
interest in having some fire departments within Monroe County join the DMA
specialty teams. They are collecting more information on those who may be
interested and the benefits that they could provide to the DMA. Membership
details still need to be looked at as well as modification to the current inter local
agreements and assessed dues formulas and logistics; 4) The Haz-Mat Team
had no call-outs; continuing with monthly training; 5) The Fire Investigation Team
had four call-outs (2 in Taylor; 1 in Romulus; 1 in Lincoln Park); 6) The Dive
‘Team had no call-outs; continuing with monthly training; 7) The Logistics Team
had no call-outs; will be holding a quarterly training; 8) The HEMS (Medical
Control Authority Western & Downriver) is finalizing some more new protocols;
there is a shortage of fentanyl and saline solutions; will be adding some
additional drugs to the department drug boxes.

Motion by Supervisor Glaab, supported by Mayor O'Reilly, to adjourn at 6:07 p.m. The
motion passed unanimously.
