SUBJECT Revising the implementing guidelines and procedures on recruitment
provided under COA Memorandum No. 2004-055 dated December 29,
2004

WHEREAS, the Administrative Code of 1987 (Executive Order No. 292), the Philippine
Service Law (PD 807) and the Civil Service Commission (CSC) Omnibus Rules Implementing Book
V of Executive Order No. 292 all call for the establishment of recruitment and promotion rules
based on merit and fit ness;

WHEREAS, in conformity with the above-cited legal bases, the Commission on Audit
adopted its Merit Selection Plan passed upon under COA Resolution No. 2004-009 dated
December 28, 2004;

WHEREAS, the COA is committed to provide employment opportunities for all qualified
individuals provided they pass the standard test of merit and fitness and can perform the
essential functions of the posit ion for which they are being considered;

WHEREAS, the COA recognizes the need to streamline the current recruitment process
to fast track the recruitment of highly competent professionals without losing them to other
agencies and companies;

NOW THEREFORE, the Commission Proper resolves, as it does hereby resolve, to adopt
and implement the revised implementing guidelines and procedures on recruitment, hereto
attached and made an integral part of this Resolution.
